Following a demonstration in his honor on his return from Indianapolis yesterday Maj. John G. Emery, new national commander of the American Legion, authorized this official interview as outlining his future policies and that of the Legion.
"The immigration question," said Major Emery, "which confronts the United States at the present time is the most important in the opinion of the American Legion men and women.
"Since my elevation to the high office in the legion it is my aim to concentrate on this question to the end that some strict and sensible measures are adopted towards the admission of the aliens to this country. Only the best of all the foreign lands should gain admission to these shores to safeguard our extensive program of Americanization.
"More than ever, we need to inculcate the doctrine of Americanism in the minds and hearts of the foreign element which now is an integral part of this country. The passage of future immigration laws shall be watched by the legion, which will give every assistance towards the framing of the measures."

What is good irrigation pipe? How is it made—what are the best concrete mixtures for permanent irrigation pipe?
The Farm Bureau will hold two important afternoon demonstrations, June 21 and 22, to answer some of these questions. Farm Advisor Wahiberg has arranged the first one to be held at Fullerton, Tuesday, June 21, 2 p.m. at E.W. Moore's pipe yard on West Santa Fe street. A second demonstration at Santa Ana, Wednesday, June 22, 2 p.m. at Wine and Fewell's yard at East First street, Santa Ana.
Not only will best mixtures and methods of construction be shown but hydraulic tests will be made on different grades of pipe showing the weakness of poorly constructed pipe.
Every irrigation farmer should take advantage of these demonstrations.

Section 1: A special election hereby called and ordered to be held in the City of Anaheim, State of forms, on Tuesday, the 19th day July, 1921, the object being to suit the qualified electors of said proposition to incur a bonde debtedness by the City of Anaheil the amount of Seventy-five Thousand ($75,000.00) Dollars for the purge of the construction and complete the City of Anaheim of the follow municipal improvement, viz.: a bing for municipal uses, containing offices for City Officials, a room chamber for the holding of mees of the Board of Trustees and other ficers, boards and tributals of City, rooms for the housing and keeping of prisoners of said City be used for the purpose of a City and rooms and quarters for the b ing of fire apparatus of said City for the necessary accommodatic members of its fire department estimated cost of which improve is Seventy-five Thousand ($75,000.00) Dollars in gold coin of the U.S. States of America, said sum of twenty-five Thousand ($75,000.00) dollars being the amount of the print of the indebtedness to be incur therefor; the rate of interest to pay on said indebtedness will be

The super-dreadnaught California is rapidly approaching completion at the United States navy yard, Mare Island. Only the smaller details of construction remain to be finished before this fighting unit "California," in name, production and man power, joins her sisters in the Pacific fleet.
The date set for her final commissioning is the middle of August, when she will leave her present berth for San Francisco. Her crew, consisting largely of native sons is expected to be mobilized July 1, 1921, at Mare Island navy yard. At present the big ship's force, about 1600 all told, are spread through the Pacific fleet, and shore stations for training and practical instruction in their future work on the California.
According to the present schedule of the navy department, the California, upon leaving Mare Island, will proceed to San Francisco. She is expected to remain there for two or three weeks, after which she will proceed on her initial or "shake-down" cruise, her final polish, beign element which now is an integral part of this country. The passage of future immigration laws shall be watched by the legion, which will give every assistance towards the framing of the measures."

"When I said disabled ex-service men, I did not mean only those who were wounded or otherwise incapacitated, because of service in the war, but also those who not only themselves suffered but their dependents as well, thus augmenting the suffering of the principals, by reason of insufficient care or depletion of finances.
"Every effort will be made and representatives at Washington urged to give this important question the consideration due."

TWIN FALLS, Idaho, June 18.—Prosecuting Attorney F. L. Stephen today began showing progressive links in the chain of evidence upon which the state expects to convict Mrs. Lydia Southard of the murder of Edward F. Meyer, her fourth husband.
At the onset of the preliminary examination before Probate Judge Duval here he introduced testimony of H. Granville Haight, manager of Blue Lakes ranch, where Meyer was employed, to the effect that Mrs. Southard, a fortnight after her marriage to Meyer, came to make her home with him and introduced use of a type of poison flypaper, alleged to have been used in causing Meyer's death.

And also determining that the public interest and necessity demand the construction and completion by the City of Anaheim of the following municipal improvement, viz.: the acquisition and construction of additions to and extensions of the sewer system of said City consisting of the acquisition, construction and installation of sewer pipes, man holes, flush tanks,

Shall the City of Anaheim incur a bonded debt to the amount of $50,000.00 for the acquisition, construction and completion by the City of Anaheim of the following municipal improvement, viz.: the acquisition, construction and completion of extensions and improvements to the water works of said City, consisting of drilling a water well for said City and the installation of caing therein, the acquisition, construction and installation of water mains and pipes and the tion of the center lines of North Los Angeles Street and the Northern line of West North Street extended thoroughly across said North Los Angeles County, California; hence Northerly along the center line of said North Los Angeles Street 1062.88 feet to the South line of Section Three (3), Township Four (4), Range Ten (10) west, S. B. B. & M., thence West along South Line to its intersection with the center line of the California State Highway; thence Northerly along said center line to its intersection with the center line of North Lemon Street extended Northerly across said California State Highway; thence Southerly along said center line of said North Lemon Street to its intersection with the Northerly line of West North Street extended Westerly across said North Lemon Street; thence Easterly along the Northerly line of West North Street 611 feet to the place of beginning, are hereby consolidated into and shall constitute one voting precinct to be known as Consolidated Election Precinct No. 1.
All of said election precincts so established by said Board of Supervisors, lying south of East Center Street and West Center Street in said City of Anaheim and being numbered 5, 6, 7, 8, 9 and 10, in said City of Anaheim, are hereby consolidated into and shall constitute one voting precinct, to be known as and designated, "Consolidated Election Precinct No. 2."
Section 5. The following named persons, each of whom is a qualified elector of the consolidated election precinct in and for which he is appointed, are hereby appointed Boards of Election in Consolidated Election Precinct No. 1, to serve in the capacity herein designated and to conduct said election therein as required by law:

Judges: Victor W. La Mont and O. Percy Rust.
Clerks: Herman A. Dickel, Mrs. Daisy Casey and Mrs. Charlotte S. Grover.

Section 3. Any qualified elector of the City of Anaheim may vote at said election for or against any or all of the propositions herewith submitted. For the purpose of such
special election the ten voting precincts heretofore created and established by the Board of Supervisors, of the County of Orange, as the election precincts for the said City of Anaheim and adopted by order of said Board of Supervisors on the 18th day of November, 1919, together with that portion of East Anaheim precinct, as the boundaries thereof were established by order of the Board of Supervisors of said County of Orange, on the 18th day of November, 1919, which was recently annexed to said City of Anaheim, the boundaries of which said portion of East Anaheim precinct which was so annexed being hereinafter, in this section, more particularly described, shall be and are hereby consolidated into two consolidated election precincts, as follows, to-wit:
All of said election precincts so established by said Board of Supervisors, lying north of East Center Street and West Center Street in said City and being numbered 1, 2, 3 and 4, in said City of Anaheim, together with that certain portion of East Anaheim precinct which was recently annexed to the City of Anaheim and which is situated in the County of Orange, State of California, and is described as follows, to-wit:

Such bonds shall be of the form and character known as "Serials" and at least one-fortieth part of the principal sum of such indebtedness will be paid each and every year until all of said bonds shall have been paid, principal and interest shall be paid in gold coin of the United States of America.
Section 7. The Board of Trustees shall meet at their usual place of meeting to-wit: At Room No. 1, Masonic Temple Building at No. 255 East Center Street in said City on the Monday next succeeding said election, to-wit: On Monday, the 25th day of July, 1921, at the hour of seventh-thirty o'clock P. M., then and there to canvass the returns and ascertain determine and declare the results of said election.
Section 8. This ordinance shall be published once a day for seven (7) days in the "Anaheim Daily Herald," a newspaper of general circulation, published six days a week in said City of Anaheim, and this Ordinance and such publication shall be the Notice of Election.
Section 9. This ordinance shall take effect immediately.
