A THOUSAND DOLLAR BOND IS CAUSING A LAW ACTION Whether H. E. Dungan or A. F. Kearns, is the rightful owner of a $1000 Liberty bond now being held by the Garden Grove First National bank, will be decided by superior Judge R. Y. Williams tomorrow. Dungan, through his attorney, W. P. Webb, Jr., filed action to force the bank to deliver the bond to him. The bank refused stating that it was not definitely decided to whom the bond belonged. Dungan and Kearns entered into an agreement whereby Dungan freed to sell certain property for Kearns, S. S. Jackson, an official of the bank, acted as broker for Dungan. The Liberty bond was deposited in the keeping of the bank by Kearns, as first payment of the contract between the two. According to the bank, Kearns and Dungan disagreed as to the terms of the contract, that neither party lived up to the terms of the agreement, and that neither one is entitled to the bond. The bank declares that it is willing to give the bond to either party that the court decided, if it can be assured that it will not be liable for the value of the bond from the other. Dungan further asks for damages from Kearns, for $7753.70 for alleged breach of contract, and for costs of the suit. The authorities throughout Nevada have been stirred by the theft, as they fear it presages some L.W.W. or other anarchistic outrage. The sheriff's forces and the police are conducting a rigid investigation in an effort to trace the huge quantity of missing explosives. It is understood that the lock on the magazine containing the stolen dynamite was broken, and that the raiders proceeded to help themselves. There were several men implicated, it is believed. A close watch is being kept, and if the looters are found heavy punishment is predicted for them. A., care Herald. WANTED—Middle aged man for PIRATES OPERATE SAN DIEGO HARBOR SAN DIEGO, Cal., June 16—Privacy is going on in San Diego harbor. The victims are the fishermen and owners of small craft, whom a band of petty bay pirates have apparently singled out as their prey. When the first few thefts occurred the boat owners did not think much about it; believing that the jobs were done by the usual occasional petty criminal who infests all walks of life. When the depredations continued, however, the small boat owners began to look into the matter and became seriously alarmed. Several motor boats were stripped by the pirates of all their spare parts. Another boat was taken out, completely stripped, and then three holes were stove in her hull and she was left to sink near one of the buoys in the outer harbor. Several fishermen had valuable nets stolen from their boats after the locks had been broken. One fisherman had a special pouch cut out of his net and stolen. The pouch weighed 75 pounds and was worth $300. The manner in which it was cut loose from the net proved, it said, that the work was done by someone versed in the arts of fishing. He calculated that it took two or three men several hours to cut the pouch loose. A few days ago the pirates hacked their way into three power boats with axes, and rifled them. Boats in the past have always been particularly free from thefts here. Hence the boat owners and the police are becoming alarmed. A vigilance committee of boat owners has been formed among the Italian fishermen, with the avowed intent of wrecking personal violence on any pirate found tampering with or looting a boat. To aid in the situation the police department has established a regular night patrol, the policemen making special rounds along the waterfront and personally investigating the condition of every boat during the night. Congress may find means to sugar-coat the tax bill, but it can't change the size of the pill. and all other necessary materials therefor and all necessary appliances with which to equip and compose said additions to and extensions said sewer system, the cost of the construction and completion of ww said municipal improvement was estimated at Thirty Thousand ($000.00) Dollars, which said cost and is too great to be paid out of ordinary annual income and revenue of said city; And also determining that the public interest and necessity demand acquisition by the City of Anaheim following municipal improvement, viz.: a certain fire apparatus for said City, to-wit: a portable pump; the cost of the acquisition, which said municipal improvement was estimated at Five Thousand ($5000.00) Dollars, which said cost and is too great to be paid out of ordinary annual income and revenue of said City. did pass and adopt a resolution determining that the public interest and necessity of said City of Anaheim demand the construction and completion by the City of Anaheim of the following municipal
