It is frequently assumed that the right to combine for the purpose of selling co-operatively carries with it as a necessary corollary the right to combine for the purpose of buying co-operatively. There is no such thing as an unqualified right to combine. No lesser number of people than the entire membership of society have a right to combine for any purpose not sanctioned by society as a whole.

The first perquisite, therefore, in the establishment of a combination of part of the people is knowledge that such combination shall not injuriously affect either the members of society who do not belong to the combination, or society as a whole.
Should the organization be intended to aid in the abolition of some known evil, the correction of some wrong, or the performance of some useful and beneficial service to humanity, it would thereby establish its claim to existence as an institution useful to society in general or at least not injurious to anyone.

We had buying combines among the packers in the raisin industry, prior to the establishment of the association, and those combine all but killed the industry.
The world should encourage, regulate and foster cooperative marketing associations. It should discourage (except where warlike measures are considered necessary by reason of provocative circumstances) all cooperative buying societies.
News Notes of the Oil Fields
One hundred and fifteen derricks now dot the Huntington Beach oil fields. The number of operating companies has increased to 54 and the approximate daily production of this California's newest oil field is now 6500 barrels. Fifty wells are drilling, 16 wells are producing, the number of rigs in process of construction are 49. No field ever opened up in California has been developed with such speed as Huntington Beach. The fact of the matter is that the speed shown has become a source of alarm in that careful and efficient development work is being sacrificed for speed.
At 2800 the Amalgamated Oil Company is bringing in Huntington 1-A. The well looks good for a 500 barrel producer. At Fowler No. 1 casing trouble is holding up the well. Fowler No. 2 and Pearce No. 1 are building rig.
The Argonaut Oil Company made an attempt early in the week to bring in Turley No. 1. The well started flowing and then sanded up. The tubing Vista Del Mar No. 1 it was found that the water was not shut off at 2200. Cable tools are going in and a second shut off will be tried later. At No. 2 a test for water at 2445 is being made. This one looks like a good job.
The Union Oil company is the heavy developing company of the north side of the field. Copeland No. 1 is deepening and is now at 31100 and drilling deeper in the sand and shale. Lumber is on the ground at Copeland No. 2. No. 3 is rigging up and will be ready to start drilling in a few days. Copeland No. 5 is building rig.
Actual drilling by the Eddistone Oil company has started at Ashton No. 2. Ashton No. 1 continues to be the magnitude of this section of the field. It is still producing its 900 barrels daily.
The following new companies are recent entrants into the Huntington Beach field and has locations made, lumber on the ground and building rig. Bell of Montebello, building rig. California Machinery and Supply company, building rig. Climax Oil company, building rig. Fidelity Oil company, rigging up. General Petroleum company, rigged up and spudding in Gypsey Syndicate, rigging up and spudding in Huntington Midway Crude, building rig. Huntington National, building rig. Preparations are being made to bring in the Bolsa Chica Oil Company's Auger No. 1. As soon as the state O.K.'s the water the well will be brought in. The depth is 2132, and the well has been showing strong.
The Blue Shale Oil and Mining Co's well has been standing cemented now for a month. Information has been given out that the company was waiting on drill pipe. The rotary has been removed, and the rig does not present the appearance of ever going ahead.
Huntington Central sanded up and has quit producing. The tubing is to be pulled and the well given a chance to flow through the 6-inch casing. Huntington Central No. 2 is rigging up to drill out the cement at 3000.
The Hurst Oil Syndicate has extensive development plans for Huntington Beach. At No. 1 the water will be shut off. No. 2 is rigging up and will start drilling this week. No. 3 is building. Just recently this concern closed a lease for the Methodist camp ground property and has other leases in the now restricted area that will be developed when the ban is lifted.
At 2550 an attempt was made yesterday to bring in Miley-Keck No. 2. The well made a big flow and stopped. A sand heave had filled the hole up for some distance. Not until this has been cleaned out will production start.

RAILROADING BILL IS NOW CONDEMNE
SACRAMENTO, Cal., May 31.—Protest against the Boggs senate bill No. 66 was made before Governor Stephens this week by Gilbert Reek of San Francisco. Reek bases his protest on the charge that the bill, if made a law, would facilitate "railroading" of persons to unsafe asylums. The bill provides that on any charge a person against whom insanity cannot be proven may be sent to an insane asylum for thirty days, pending investigation.
Some of the American criticism of England's drink bill has a wistful sound.
