Federal Aid For Education Discussed
Should Federal Aid Be Given Education? This question was raised yesterday afternoon by Assistant Professor of Education at Chapman College and former Superintendent of Anaheim secondary schools Paul Demeree, as he spoke before the weekly meeting of the Anaheim Lion's Club.
Speaking of the current crisis in education, the alarming lack of classrooms and teachers, he gave as the cause of the trouble in our own state the increasing birthrate and the constant influx of people especially into Orange County. In reference to the rising birthrate he jestingly called it an "Epidemic." A further cause of the educational crisis was said to be the Russian "Sputnik" which has created widespread concern over the teaching methods and academic content of our public schools.
Demeree stated that this rising criticism of educators has been generally met with defensive resentment, a condition which should not exist. Rather than taking offense, he said, educators should learn to listen to criticism and if possible, profit from it.
In the United States, he said, 3 per cent of the gross national product is devoted to education, whereas in Russia, the figure is 8 per cent. "Our own expenditure," he said, "is half what is spent in this country on alcohol and tobacco."
Indicating that Federal support of the schools would be a salutary solution to their unhappy condition he stated that 75 per cent of all taxes are collected by the Federal Insurance Co. Reports Anaheim Man's Post

'Emergency Service' By Hair Dressers Perused
SACRAMENTO (UPI)—You're on your own, lady, if you get caught under a beauty shop drier at closing time.
The Assembly Industrial Relations Committee Thursday sent out for further study a bill to extend the eight-hour working day of women beauticians "when it is necessary to complete service in process."
Don Holler, president of the California Cosmotologists Association, insisted that hairdressing was an "emergency operation" that couldn't be rushed "when we have an unsightly head of hair and the lady suffering much mental anguish."
But S.J. Olsen, business agent of the Barbers and Hairdressers Union, said that if parlors "get a chance to work these people overtime, every day they'll have an emergency."

Final Arguments Slated in Dyke Case
Final oral arguments on the rate increase application of the Dyke Water Company of Garden Grove, will be held at 1:30 p.m. May 19 in San Francisco before the five members of the California Public Utilities Commission. Commissioner Matthew J. Dooley will preside.
The 19th day of public hearing on the application was concluded Friday in Los Angeles subject to a late filed financial statement by the company. The Commission, on December 17, 1957, authorized an interim increase from $3 to $3.75 a month, or half of what the company requested. The company contends it needs the full amount of $4.50 a month.
A number of areas of wide disagreement developed between the company and the PUC staff during the course of the hearings. Dyke Lansdale, president of the company, asserted that the depreciated assets of his firm totaled about $9.3 million. That amount was disputed by Richard R. Entwistle, PUC financial examiner, who testified Friday that the depreciated historical cost of the water facilities was $3,534,837 as of December.

Even the number of wells in operation in 1958 were in dispute. Reginald Knaggs, PUC engineer, testified that in his opinion there were 87 wells operating in 1958, rather than the 91 shown in a company exhibit.
H. O. Van Petten, attorney for the Dyke Company, announced on the record that the company might be sold before the May 10 scheduled hearing. He did not state with whom the Dyke Company was negotiating.
A motion by Van Petten for a supplemental hearing to determine how the Commission arrives at its decisions was referred by Examiner Stewart C. Warner to the Commission for ruling.
