Bulletin Thursday, May 7, 1959 Two Candidates Seek Election May 19 To Buena Park Library District Board BUENA PARK — Two candidates have indicated their intention to seek election to the Buena Park Library District Board of Trustees, one an incumbent. Incumbent Hazel Perry, 7162 Orangethorpe, Buena Park, a 10-year resident of Buena Park is seeking another term on the board. "As a resident of Buena Park and a member of the District Library Board for the past three years, I have been extremely interested in the Buena Park District Library," Mrs. Perry said. "The quantity and quality of services offered by the District Library are the finest to be found anywhere in an area this size and would do credit to a large share of bigger cities," she added. The manner in which the library has kept pace with the ever-increasing growth in population and demands bespeaks its good management and organization," she explained. "If our district is discontinued, I feel that our present gains over the last 40 years is in great danger of being lost. I personally use the library and do not want to lose these services." Workman concluded. Management Conference Slated For Anaheim John F. Bishop, manager of Beckman Instruments' Systems Division, Anaheim, will serve as a panel speaker for the Second Annual Southern California Management Conference scheduled at Disneyland Hotel May 7-8. Bishop will participate in a panel discussion of the question "How to Appraise the Effectiveness of Management?" May 8. He will consider the question from the standpoint of organization and management control. The two-day business conference is sponsored by the Southern California Region of the Society for Advancement of Management. BOETTNER SANTA ANA (OCNS) — Acting quickly in the wake of the traffic death of a five-year-old Huntington Beach boy, Sheriff's Deputies and school officials today promised stern enforcement of vehicle code restrictions. Michael Lee Simpson was killed Sunday night when his gasoline-driven "go-cart" collided with a car on coast highway in Sunset Beach. He was unlicensed, under the supervision of his father — according to the Highway Patrol. Lt. Russell Campbell, head of the Orange County Sheriff's Juvenile Division, told OCNS, "We had three meetings of sheriff's department deputies yesterday. We are determined to control this situation. We can't have our children being killed or injured by some parent allowing his child to violate the law." He went on, "we are going to ask for an Orange County-wide ordinance to cover those areas where the vehicle code doesn't apply." If the parents permit their children to drive these vehicles, they will be cited. If another adult permits the child to drive, he will be cited." Campbell also questions the stimulation of the desire to drive on the part of six, seven and eight-year-olds. He contends they may want to graduate to the automobile too quickly and get into trouble with the law. Auto thefts have been reported in similar situations, he said. He pointed out, however, the safety instruction given youngsters on the regulated quarter-midget tracks is excellent. The midgets are hauled to and from the tracks and danger eliminated. The crackdown isn't aimed in that direction. Campbell also disclosed county schools are taking steps to ban use of quarter midgets or any type of unlicensed vehicle on school premises. Also, according to the lieutenant, the problem will be brought before the County Juvenile Officers As-sociation in two weeks. Control officials already are working on the restrictions. Deputies have been instructed to enforce the vehicle code sections where they apply to the operation of power-driven machines by youngsters on all public transportation. The only place the vehicles are permitted is on private property. Then, only if the property owner gives his permission. According to the vehicle code, the operator of any vehicle propelled by any force other than human must be licensed. The machine must be registered. Five vehicle code sections may be enforced. They are CVC (California Vehicle Code) Section 679—operating an unsafe vehicle; CVC 603—A, B, and C—operating a motor vehicle on school grounds; 250-A, no operator's license; CVC 333—parents allowing unlicensed youngsters to drive; and CVC 335—person other than parent allowing the child to drive.
