TV in Review

NEW YORK (UPI) — A review of a special like Wednesday night's Emmy awards show on NBC-TV should properly be broken down into two parts: one, a canvas of the show itself and two, a look at the system of awards.
As a show, the 90 minutes, despite occasional technical hiccups, came off remarkably well for this sort of thing. It was swift, relatively unstiff and finished right on the button. It was happily unsolenn and even more happily, unhammy.
There were, of course, a few boo-boos of some elegance. I suppose the most beautiful of these was committed by White House Press Secretary James Hagerty who presented a news award to "my good friend, John Charles Daly" of ABC-TV only to discover that John Day of CBS-TV was his man. However, this sort of blip is excusable in an off-the-cuff show and I suspect it adds considerably to its wobbly charm.
Jack Benny as a presenter was remarkably funny and I liked this line: "I present the award for the best Western — They've got a best!" and Elaine May and Mike Nichols' brief bit in which they worked out a gag award routine for "most total mediocrity" was hilarious.
All this aside, the Emmy award system itself is pure nonsense. There is something rather cranky about a voting procedure which results in armfuls of totems for panel shows, Westerns, situation comedies and then neglects Leonard Bernstein, Jack Paar, Steve South's position on water mattie said he personally believed that the governor's program was amended by northern senators, would provoke a full-fledged fight "The governor's program is absolute minimum right now far as the South is concerned Richards told reporters. The South for years has been trying to win Senate approval on constitutional amendment which would guarantee the validity of any contract made to impure water. The southern fear has ways been that the North "mil turn off the snigot."
Northern Stand Explained
"I present the award for the best new system itself is pure nonsense. There is something rather cranky about a voting procedure which results in armfuls of totems for panel shows. Westerns, situation comedies and then neglects Leonard Bernstein, Jack Paar, Steve Allen, Wayn and Shuster, Camera Three, the Gene Kelly Omni bus show, Maureen Stapleton, Neville Brand, "All The King's Men," Piper Laurie, Geraldine Page, and half a dozen Playhouse 90's of merit. Writers and directors — the most important of the creative personnel in TV — were largely kissed off.
The Fred Astaire Show copied most of the jewelry and deservedly so, but for Astaire to win "best single performance by an actor" over Chris Plummer, Paul Muni and Rod Steiger is absurd. Many of the categories were unwieldy — there were 42 in all — and the system is weighted in favor of the trash half-hour films that come out of Hollywood. As a result, the whole business is a contest of popularity and voting power rather than merit.
One last word: The frequency of commercials on the show is quite irritating and it would seem that television might carry each year the single program dedicated to itself without interruptions by the pitchmen. But I suppose Mike Nichols summed up this sort of attitude best Wednesday night when he gagged:
"I am proud that you have shown your faith in me for sticking to my ideal — money."
The Channel Swim: CBS-TV's upcoming series, The Blue Men, will undergo a title change because it is getting a soap sponsor who objects to the word "blue" — the new title probably will be: The Cops. ABC-TV may program reruns during the daytime of NBC TV's folding Bob Cummings Show.
Robert Merrill, Nora Kaye, the Barry Sisters and Dick Contino will head the roster of 14 acts that CBS-TV's Ed Sulivan will take to Russia for the Moscow Trade Fair Aug. 3-23. The Russians have offered Sulivan six acts for Sulivan's own TV show.
Nearly 100 attorneys who have participated in CBS-TV's drama show, The Verdict Is Yours, will gather in a Manhattan hotel May 13 for a whitingding. Pat Boone will act as proxy for Arthur Godfrey on May 16 in St. Petersburg, Fla., where Godfrey was to have accepted a distinguished citizen award.

Northern Stand Explained
Northerners have opposed filing guarantees of water into Constitution, where they would difficult to modify, because they feel they might need the water time of drought if future development increased their need.
Brown's compromise, contained in SB1106 by Sen. Hugh Burns (Fresno), tries to resolve the amendment by providing for a $1,750,000 bond issue to build the Feer River Project and specify that water contracts would be good for the life of the boat which would be at least 50 years.
Another feature of Brown's promise would guarantee North 130 million dollars for local projects to offset the enormous sum of money going FRP, which primarily is a project to export water to the South.
House to Seek Final Vote Today On TVA Funds

Statistics Show Tax Reductions Take Rise
CHICAGO (UPI) Individual taxpayers in the $6,000-and-up home brackets itemized deductions averaging 13 to 18 per cent adjusted gross income on their returns, according to a national reporting authority on tax business law.
The Commerce Clearing House and statistics show that 18½ mil. taxpayers listed their non-business deductions item by item. It was an increase of 1,000,000 for the previous year.
Among those with incomes from 100 to $10,000, the largest single reduction item was interest paid, ordering to the CCH. In the $10-to-$100,000 brackets, taxes kicked first.
Taxpayers in the $6,000 to $7.5 class listed deductions for contributions averaging $233, for interest $358, taxes $311, medical expenses $293 and casualty losses 10. Other deductibles averaged in the $1,000 to $15,000 bracket average deductions included: distributions $428, interest $544, taxes $573, medical expenses $516, quality losses $186, other deductions $311.
Changing Diet of Dairy Cows Would Cut Radioactivity of Milk in Half
WASHINGTON (UPI) — Changing the diet of dairy cows would cut in half the radioactivity in milk caused by nuclear test fallout, according to scientific testimony before Congress.
Dr. C. L. Comar of Cornell University suggested Wednesday doubling the amount of calcium in a cow's diet to reduce the amount of dangerous strontium-90 in milk.
Dairy products are believed to furnish about 75 per cent of the calcium and strontium-90 taken into the human system. Since they are chemically similar, the human body does not distinguish between them and absorbs them with equal ease.
The strontium-90, a fallout particle, is absorbed by the bones, and in large enough amounts, its radiation can cause bone cancer and leukemia.
Comar testified before a joint subcommittee on radiation holding public hearing on fallout, the invisible radioactivity released by nuclear explosions.
Two round table discussions with scientists were scheduled before the subcommittee today to determine possible damaging effects of continued nuclear testing and the limitation of testing necessary to preserve world health.
Scientists at similar discussions two years ago agreed nuclear testing should be held to a world total of not more than 10 "megatons" per year. A megaton is the equivalent of a million tons of TNT.
The then-recommended limit has been exceeded by an average of 75 per cent during the last two years.
Comar told the subcommittee that it would be possible to remedy the radioactivity content of milk by changing cows' diets because the animals' systems, unlike humans, differentiate between calcium and strontium-90.
If a cow is fed a diet containing equal amounts of the two elements Comar said, the milk will contain only 12 units of strontium for every 100 units of calcium.
