Lack of Adequate Education Cited in Breakdowns
NEW YORK (UPI)—Results of an intensive study launched by Dwight Eisenhower before he became President showed today that 2,500,000 men the army either never got or couldn't use during World War II broke down primarily because of a lack of adequate education.
These men, equivalent of 165 because of emotional or mental defects, the survey said.
The survey was inaugurated by President Eisenhower in 1951 when he was president of Columbia University. It is being published Monday in a three-volume work entitled: "The Ineffective Soldier: Lessons for Management and the Nation."

NEW YORK (UPI)—Results of an intensive study launched by Dwight Eisenhower before he became President showed today that 2,500,000 men the army either never got or couldn't use during World War II broke down primarily because of a lack of adequate education.
These men, equivalent of 165 divisions, were lost because of mental and emotional breakdowns.
"Men who had only a grammar school education or less were about five times as likely to become ineffective as men who had some college education, the study said.
Most of the 2,500,000 men — about two million of them — were rejected in draft board screening. The rest served and were discharged, many after long and honorable duty. But that means that one of every seven of the 18 million screened for duty failed because of emotional or mental defects, the survey said.
The survey was inaugurated by President Eisenhower in 1951 when he was president of Columbia University. It is being published Monday in a three-volume work entitled: "The Ineffective Soldier: Lessons for Management and the Nation."
The work is a cooperative venture involving the university, several business corporations, foundations, unions and the government. It took eight years to prepare.
Dr. Eli Ginzberg of Columbia was principal author. Co-authors were James K. Anderson, Sr., Sol W. Ginsburg, Dr. John L. Herme, Dr. Douglas W. Bray, William A. Jordan and Maj. Francis Ryan.
Maj. Gen. Howard Snyder, the President's physician, was adviser to the "conservation of human resources" project.
The study says that besides emotional and mental break-downs, "Dear John" letters, tal breakups and family problems at home were also major reasons why so many men failed to the grade.
The study said the United States must find a way to save "significant sector of American manhood" lost to the service wartime as a vital step in defense and security of country.
The study also says that groes and farmers were highly susceptible to break under stress of war and life but said these defects could be traced to a lack of education.
The study also said that more soldiers broke in reaction to Army life than to the stress of conflict.
Most veterans who suffered emotional breakdowns with military service have not covered and are self-supplied.

Labor Secretary Mitchell Plans County Talk
President Eisenhower's labor program to provide adequate safeguards for the nation's rank-and-file union workers will be presented directly to the people County at an open public meeting in the auditorium of Carson Man College in Orange, Thursday evening, May 21st, by Secretary of Labor James P. Mitchell.
Under the auspices of the Orange County Republican Women Federated, Mitchell's visit will climax a two-day speaking tour of Southern California to report to the people the position of the Administration on current legislation in Washington, nouncing his intention to rectify to the wage earner nation, the Secretary declares "The President is determinate correct the malpractices union labor."

Radar Trap Approval
Boosted for State Use
SACRAMENTO (UPI)—Legislation permitting the Highway Patrol to use radar traps to catch speeding drivers was on its way today in the Legislature.
The Assembly Transportation Committee approved the bill by Assemblyman William Biddick (D-Stockton) Monday after the author pointed out that city police forces already were permitted to use radar.
Gov. Edmund G. Brown has asked the Legislature to approve the plan.
Inspector Dan O'Connell said the knowledge that patrolmen were using radar would cause most motorists to slow down to the legal speed limit.
The committee approved the bill on a 9-3 vote and sent it to the Ways and Means Committee.
