Now Riding 26th Cycle of Business Expansion in Nation's Past 100 Years

We are riding the 26th cycle of business expansion in our country in the past 100 years.
From December 1854 to April 1958 business in our land went into 25 perceptible rises, 25 perceptible declines.
In April, a year ago, the 26th upswing began — and in this May of 1959 the advance is now firmly into its 13th month.
What are the chances that this latest cycle of prosperity will last for quite some time?
As of today, the chances appear excellent.
What guideposts does history give us to help us judge the probable duration of this expansion before new weaknesses and new maladjustments bring about another slowing decline?
History gives us some vitally important ones. For, as a result of the pioneering research on the business cycle done by the National Bureau of Economic Research and the brilliant studies now being made by Dr. Geoffrey H. Moore of that bureau, we have precise data on how long other advances in our nation have lasted. And there is persuasive evidence that cycles of business rise and fall tend to follow a pattern.
Specifically, here are key facts on the duration of cycles of advance dating back more than a century:
The average duration of the previous 25 recoveries in the United States has been 29.9 months—almost two and one-half years.
In only two instances in all these 100-plus years have advances peaked out in a year or less, and both of these occurred before World War I.
In five instances the advances wars and one marked the comeback from the chaotic depression of the '30s.
Since the great depression not one phase of expansion has ended in less than approximately three years.
Since World War II the record has been: a period of prosperity lasting 45 months after the recession of 1948-49; a period of prosperity lasting 35 months after the recession of 1953-54.
What do the guideposts of history say, then?
They suggest that this phase, first of recovery and now of prosperity, will match only the AVERAGE of previous advances in the past 100 years if it lasts until the fall of 1960.
They suggest this upswing will match only the record following the 1953-54 recession if it continues until the spring of 1961.
Now what about the prospects that the new cycle will fit into the more cheerful patterns of the past?
A factor highly encouraging to close students of the business cycle is that to date this advance has been moderate. And, as Dr. Moore remarked when I queried him on this, "It's reasonable to say that the more moderate the rate of increase in a recovery, the better the chances for a longer period of recovery."
The sparkling headlines on production, profits, incomes, etc., may be misleading you on how modest this recovery actually has been. But, the fact is that it took a full year from the recession bottom for industrial production to get back to its previous peak, and unemployment is still disturbingly high. The fact is that while housing is booming along, the rise has leveled out. The fact is that only now are

HANFORD (UPI) — A new $1,674,041 suit was filed by 10 Kettleman Hills oil interests Monday seeking tax refunds from Kings County for the fiscal years 1958-59.
The firms allege they paid taxes based on assessments which were "illegal, erroneous, excessive, fraudulent and discriminatory."
The latest amount sought by the companies involves a slightly different administrative procedure then in the original $812,040 suit which is scheduled for Superior Court trial Nov. 2.
In addition to the latest refunds sought, the firms are asking for a court order declaring it illegal for the county to value oil and gas produced in Fresno County and allocate its worth to land lying in Kings County. The basic issue in the dispute is the county's practice of assigning the value of oil production to landowners in the Kettleman North Dome unit in direct proportion to their interest under the unit agreement.
War Plane Missile Pact Goes to Douglas
WASHINGTON (UPI)—The Air Force picked the Douglas Aircraft Co. today to design a new ballistic missile to be launched from strategic bombers.
The air-launched ballistic missile is expected to have a range of 1,000 to 1,500 miles.
Eventual development of the missile would extend the useful life of the Strategic Air Command jet bombers. In case of war, the planes could launch their missiles without coming within reach of enemy defenses.
Driving Permits Set For Youngsters in Bill
SACRAMENTO (UPI) — Gov. Edmund G. Brown today signed into law a bill permitting youngsters to obtain driving instruction permits at 15½ years of age and a license at 16.
Under terms of the law, a minor can obtain a license when under 16 years old if he has completed "behind the wheel" driver-training instruction.
The governor also signed a bill extending for another four years the life of the state Livestock Sanitary Committee but changing its name to the state Livestock Health Committee.
Beer on Fishing Boat Parties OK'd in Bill
SACRAMENTO (UPI)—The Assembly passed and sent to the Senate today a bill permitting fishing party boats to sell beer.
Under terms of the measure by Assemblyman Frank Luckel (R-San Diego), fishing party boats could be licensed for on-sale beer by paying a fee of $32 a year.

Chiefs of Staff to Consider Air Defense Plan
WASHINGTON (UPI) — The Chiefs of Staff will consider a plan next week for streamlining the continental air defenses granting more authority to the defense commander.
Any military men have come in and that the defense reorganized plan put into effect early this year did not explicitly spell the authority of the head of North American Air Defense Command over the air, land and sea forces assigned to continental defense.
Gen. Earl E. Partridge, air defense commander, hoped to eliminate the doubt over his authority and to unify further the forces he commands prior to his retirement next July 1.
President Eisenhower is expected to announce shortly that Partridge will be succeeded by Gen. Laurence S. Kuter, now commander of the Pacific air forces.
Top ranking military sources scorned the idea that Partridge's retirement was in any way connected with the problem of gaining greater authority for the office he holds.
They brushed aside a published report that he was retiring because of a major policy difference.
