A-6—Anaheim (Cal.) Bulletin Thursday, April 30, 1959 Dunes Annex Sought SANTA ANA (OCNS) — County supervisors almost gave their blessings Tuesday to the annexation of Newport Dunes to the City of Newport Beach, but the action was delayed by a question of taxes. Newport Dunes is on county owned property that is included in Newport Beach’s “Second Addition to the Jamboree Road Annex.” The proposed addition to the city is uninhabited, and requires only the agreement of the property owner. After a half hour discussion, the Board of Supervisors were ready for the question. Supervisor Claire Nelson moved approval of the annexation move, but Willis Warner then brought up the question of whether the county would have to pay property taxes to the city. No one knew for sure, so the motion was withdrawn, and the matter referred to the county counsel. When the subject was first brought up, Supervisor Cy Featherly protested that the annexation would entitle the city, instead of the county, to a penny of the sales tax upon each dollar taken in by Newport Dunes. Supervisors Warner, William Hirstein, and Nelson argued that the board had been in favor of this division of sales tax when the state sales tax law was passed. Nelson asserted that it is the best interest of Newport Beach for the Newport Dunes to be under local control. “The Board of Supervisors should set a good example and not oppose this move,” he said. Plea to Free Bonelli Prepared in Mexico MEXICO CITY (UPI)—Antonio Guerra, Mexican attorney for William G. Bonelli, said today he was drafting a letter to President Lopez Mateos to ask the chief executive’s intervention to secure Bonelli—a release from Lecumberri Prison. Bonelli, a former member of the California Equalization Board, was sought for extradition by the U.S. State Department to answer Riverside County Grand Jury indictments on two charges of receiving bribes in connection with the dispensation of liquor licenses. Bonelli was arrested Oct. 6, 1958. On Dec. 16, 1958, a federal judge recommended against his extradition on the basis that the punishment for bribery is not punishable equally in the United States and Mexico. Equal punishment is a condition stipulated by the antiquated U.S.-Mexico extradition treaty. The case then went to the legal section of the Foreign Relations Ministry for the preparation of a brief to be delivered to the president of the republic for final action. The brief has not yet been prepared, according to Guerra. The Mexican attorney said he believed it was illegal to retain a man in prison so long when the legal phase of his case had been completed. Use for Juvenile Hall Proposed by County By Orange County News Service A proposed "Juvenile Home" to provide care for children who are in need of institutionalization is described in the "Probation-eer," a monthly publication issued by the Orange County Probation Department. The April addition of the publication discussed the possibility of converting the old Juvenile Hall in Santa Ana — to be replaced by a modern facility at the Orange County Hospital — into the Juvenile Home. Purpose of the facility would be to provide prolonged treatment of delinquent children, presently, the department has been using schools and institutions in the Los Angeles area. Overcrowded facilities have closed many of these schools to Orange County use, it was explained. Historically in California most children in need of care outside their homes were provided care in institutions. Through the development of various programs, treatment is provided for children in foster homes, ranches, camps and other such facilities. Each of the facilities provides for a certain group of youngsters. Some children, it was outlined in the article, need the individual care furnished in a foster home, while others are in need of a group living situation such as the proposed juvenile home. The idea for the home was discussed with Superior Judge Kenneth Morrison, Judge of the Juvenile Court, and with members of the probation committee, and all went along with the proposal. It was felt the home would be an asset to the youth program in Orange County. The county currently has practically no facilities available for this type of prolonged treatment. With the establishment of the new Juvenile Hall, the article explained the old hall could easily be adapted to the proposed program with a minimum of expense. Mainly, the home would provide an institution of this kind without the tremendous initial cost of building. Budget for the proposed facility would be roughly between $225,000 and $250,000 with an estimated state subsidy return of about $65,-000 per year. Member in Good Dangling LOCKPORT, N.Y.
