TV in Review By WILLIAM EWALD United Press International NEW YORK (UPI) — CBS-TV chipped into the monotonous slab of daytime programming Monday with "On The Go," a new daily that packs a good deal of potential. The half-hour series will siphon its material out of the nation-at-large, wheeling its crew around in a specially equipped bus and shooting people and places on videotape. It's an intriguing idea and a welcome respite from the sludgy mash of filmed reruns, limp musical lumps and driving audience participation shows that clog TV's drainpipes all day long. However, Monday's opening episode of "On The Go" — jockeyed by young Jack Linkletter — was by the kindest estimate, a dul Linkletter dropped into an assortment of California rookeries — a swimming school, the farmer's market, a night club — and trotted out such fragments as a 20-year-old swimmer, a Hawaiian singer and a gentleman who constructed cakes around champagne bottles. All of this was somewhat less interesting than, say, a plumber's supply catalog. And Linkletter complicated matters a bit by playing the TV emcee — that is, shuttling between euphoria and bysteria. But still, I think the show has possibilities. Given some taste, a felicitous selection of material and a little less packaged cheer, it could prove diverting. But then, given all those things, even Queen For A Day might prove bearable. Short Shots: Jack Sterling, substituting for Arthur Godfrey on CBS-TV Monday morning, certainly raised the musical level of daytime TV a couple of notches—his musical group ground out some of the tastiest sounds I've heard on network TV all season. NBC Radio Theater made its debut Monday with Madeleine Carroll starring in an appalling hour of gush. Neville Brand in the role of Al Capone copied acting honors for the evening on Part Two of "The Untouchables" on CBS-TV's Desi Lu Playhouse. It should be added that Walter Winchell's crunchy narration helped immeasurably in giving "The Untouchables" what it had. Brown’s Bill For Minimum Wage Hike Dies By JERRY REYNOLDS United Press International SACRAMENTO (UPD) — The hissing and booing of a jam-packed audience was the funeral march Monday for Gov. Edmund G. Brown's minimum wage bill. It was the first major defeat for Brown in his bid for a many-sided program on labor, water and taxes. Upwards of 80 persons, using all sitting and standing room in the two-story committee room saw the seven-man Senate Labor Committee send the wage measure out for a two-year interim study. Chairman Robert L. Montgomery (D-Hanford) said later, "I don't think the measure is dead. But it certainly has no chance to get anywhere this session." Towards the end of the 3-a-hour hearing, Sen Richard Richard (D-Los Angeles) told the committee: "There are those in the audience who would oppose any bill of this type. Therefore, since it's going to be murdered, I want to see the bill in proper form when it goes down." Richard's Motion Killed Richard's proposed that the bill be amended to a $1.25 an hour minimum wage across the board. As the bill left the Assembly farm workers were exempted from the $1.25 and written in a 90 cents an hour except for piece workers in certain cases. The committee killed Richards' motion. Then the bill went to defeat on a 4-3 vote as United Press Inter Graduation Gifts Special Discounts SAVE $5.00 SAVE $10.00 SAVE EVEN $20.00 On Any GRADUATION GIFT PURCHASE!! As the bill left the Assembly farm workers were exempted from the $1.25 and written in a 30 cents an hour except for piece workers in certain cases. The committee killed Richards' motion. Then the bill went to defeat on a 4-3 vote as United Press International predicted after polling the committee two weeks ago. Farm workers and otherponents of the bill immediately broke into hissing and booing. "Quiet," ordered Montgomery. "This is not a victory for agriculture or for the shopkeeper. This is a subject which hasn't been studied in the history of California. It's only proper that it be done." Senator, you are wrong," replied the bill's author, Assembly. Arrests: The Senate gave what amounted to final passage to a HERTER M. De Gaulle PARIS (UPD) — Christian Herter starts his first foreign assignment since becoming secretary of state with a date with French President Charles de Gaulle today. Informed diplomatic sources said Herter has the difficult task of taking the kinks out of Western policy prior to the East-West foreign ministers meeting with the Russians and of proving he is the best man to talk for the West. They said his meeting with De Gaulle probably would be his toughest single assignment here—to prove to the French president that he is a satisfactory replacement for John Foster Dulles, whom the Paris Daily Figaro called "the strongest secretary of state in 50 years." De Gaulle's office said the meeting, technically a courtesy call, was at Herter's request. Allied diplomats were favorably impressed with Herter when he subbed for the alling Dulles at the North Atlantic conference in Washington earlier this month. The situation may be a little different this time. Dulles always was the center of attention at policy conferences because of the U.S. position as the super-power among the Western nations and man Augustus F. Hawkins (D-Los Angeles). "I headed a study on this even before you were in the Legislature." First Elected in 1934 Hawkins was elected to the Assembly in 1934. Montgomery first was elected to the Senate in 1952. In explaining his measure, Hawkins said that because most industry workers already got $1.25 an hour, the only real innovation in his bill was to include farm workers under it. Some farm union representatives and farmers appeared in favor of the bill. The president of the National Agriculture Workers Association, Ernesto Galarza, said the real threat to California farmers was not the minimum wage but the big corporation farmer. Sens. Montgomery, John J. Hollier (D-Goleta), Paul L. Byrne (R-Chico) and J. Howard Williams (R-Porterville) voted to send the measure for a two-year study. Sens. Stephen P. Tale (D-West Point), Richards and Alan Short (D-Stockton) voted against the motion. Other development: Freeways: Sen. John W. ARTIST EXPLODES AT 'GALAXY' JOKE LONDON (UPI) — Irate artist James Noble today blasted the august Royal Academy for accepting one of his paintings. "If they accept a thing like that; they will pass anything," he said. Noble explained that his "ping painting" was a joke and was never meant to be anything else. He "spent about half an hour" pinging blotches of yellow and white paint onto a palette knife. He called the result "Galaxy," signed it with a false name and submitted it to the academy selection committee "as a joke." The committee rejected one of his serious paintings but accepted the ping painting. SMILEAGE B. F.
