County Plants Get $50,000 Tax Refund

Several defense plants in Orange County are eligible for tax funds refunds totaling about $50,000 as the result of a recent State Supreme court decision.
The court ruled that the county had no right to assess federally-owned equipment which is on loan to defense plants.
Los Angeles County presumably will have to pay back tens of millions of dollars to defense contractors.
Meanwhile, this week, the state legislature is considering an amendment to the tax laws so that counties, in the future, will be able to place a “possessory interest” assessment upon machinery and equipment loaned by the government to defense contractors.
Principal beneficiaries of the tax refunds in Orange County will be Hughes Aircraft at Fullerton, and Nortronics at Anaheim.
The sums they are eligible to receive as rebates represents the taxes they paid to a variety of taxing districts, including cities, schools, the county, and several specialized districts such as flood control, sanitation, and harbor improvement.
Thus, each of these district will have to pay back a part of the $50,000.
Last spring, Hughes and Nortronics filed a friendly appeal with the County Board of Equalization, asserting that the question of whether a county could assess government machinery was then pending in the courts.
However, both firms paid the taxes charged to them.
County officials said this week that the refunds will be made to the defense contractors if they request their money back.
There was some speculation that the plants might forget the whole thing because the courts have outlawed any future possessory interest assessments upon government machinery.
Grove Dance Classes Slated for Couples
The Garden Grove Recreation and Parks Department will offer an eight week series of beginning dance instruction. The classes will meet one night a week from 7 p.m. to 9 p.m.
Six basic dances will be covered including the waltz, fox trot, swing, samba, tango, and cha cha cha.
A $2.50 registration fee will be charged. The class will be instructed by Lynn Danks, a former Arthur Murray instructor with five years experience. The classes will be restricted to couples only, and any interested parties should contact the Garden Grove Recreation and Parks Department office by calling JE 7-4200, extension 45.
BUENA PARK — A Long Beach man was booked into the Orange County Jail Saturday night, on suspicion of felony drunk driving after the car he was driving involved in an injury accident, lice reported.
Harold L. Booze, 30, Long Beach was arrested by Buena Park Police shortly after he had been transferred from Garden Park Hospital to Orange County Hospital where he was examined and transferred to the County Jail ports said.
A passenger in the Booze vehicle, Patrick Fizzwater, also Long Beach, received minor injuries in the collision which occurred Saturday night at Orangetha and Miller Sts., police reported.
The charges against Booze suited when his car was involved in a collision with a vehicle driven by James Roger Kirkwood, 6223 San Ricardo, Buena Park, ficers said.
Also injured and taken to Garden Park Hospital for treatment was Kirkwood’s wife, Barbara reports indicated.
Police who investigated the incident reported that one of the vehicles was pinned against a fence by the other car. As a result, victims could not be removed from one of the cars until a tow truck had pulled the two cars apart.
None of the occupants of the car were injured seriously, repaid.

Additional Employes In May Get Jobless Insurance
Committee Studies Proposal Extending Present System Benefits

NEW YORK — Two additional groups of working people in Orange County, an estimated 7,098 men and women, will get job protection in the future if a proposal of the Administration is enacted by Congress.
The plan, to extend the benefits of the unemployment insurance system, is now before the House Ways and Means Committee. It was announced initially last month by President Eisenhower to a group of state governors who conferred with him in Washington.
He proposed bringing in 3,200,000 additional workers, 1,900,000 of whom are not covered now because they are with firms having fewer than four employees. The other 1,300,000 have been excluded because they work for non-profit organizations.
Affected in Orange County would be some 4,056 establishments with less than four people on the payroll, according to latest data from the Department of Commerce.
They represent 58 per cent of the non-farm business enterprises in the county.

For each such small business, an average of 1.75 workers would be added to those now protected by jobless pay insurance. Locally, it would amount to 7,098 new peo-

EENA PARK — A Long Beach was booked into the Orange Bay Jail Saturday night, on suspicion of felony drunk driving, the car he was driving was lived in an injury accident, po-reported.

Milkman Finds Wallet Taken In Office Theft
BUENA PARK — A milkman recovered a wallet taken in a doctor’s office theft Friday when someone entered the establishment and removed $105 from three wallets.
Phillip Scully, of La Mirada, reported to Buena Park police Friday afternoon that he had discovered a wallet lying on a street in Downey while he was delivering milk. The wallet was taken from Grace Stoger, 50, 205 Martha Lane, Fullerton.
The victim, a nurse, who works for Dr. Karl Brenner, 7851 Commonwealth, Buena Park, called police and reported her wallet and $80 in cash was missing from her purse. Also missing was $23 from Dr. Brenner’s billfold and $2 from nurse Irene Butler, 507 Jefferson, Fullerton.

BUENA PARK — A Buena Park man was arrested and booked in the Orange County Jail over the week end on charges of assault a battery stemming from an allegation he gave his wife, police reported.

Dyke Water Assets Set at $9,300,000
SANTA ANA (OCNS) — Tangible assets of the Dyke Water Co. have been set at $9,300,000 at a hearing here of the California Public Utilities Commission.
The value was reached after a week — long hearing that will continue all through next week at the county courthouse.
The firm is seeking a rate increase from $3.75 per month to $4.50. Part of the arguments by the applicant are based upon a fair financial return for the investment in the water company.
Next week's argument will include a discussion of the firm's intangible assets, such as water rights, and right-of-way.
At the conclusion of the hearing, the commission is to rule upon the requested rate increase.

Garden Grove Police Jail Two Drunk Drivers
GARDEN GROVE — Two persons today face charges of drunk driving after they were arrested over the week end by police here.
Lola Utter, 46, of 9622 Stonybrook St., Anaheim, was arrested at 4:22 a.m., yesterday on Garden Grove Blvd. She was taken to Orange County Jail on the charges after she failed to pass a roadside sobriety test.
Also arrested on similar charges was Theodore Jensen, 39, of 865 Glassell St., Orange.
ENA PARK — A Buena Park was arrested and booked into Orange County Jail over the end on charges of assault and by stemming from an alleged he gave his wife, police reported.
Mrs. Engel, in a statement to police, told them that last week her husband returned home one evening and began beating her about the face with his fists. Also, at one point in the beating, Engel allegedly twisted his wife's right arm resulting in temporary dislocation, according to a doctor's examination.
The victim had a split lip, a bruised ear and bunge on the head, police reports said.
