Bulletin—B-5 Thursday, April 23, 1959 Your car and the law From the Department of Motor Vehicles The State of California issues receipts to owners of cars who register their intent to put those cars to their natural use: driving on the public highways. The receipts include standard certified documents, but in this case they say something more than "payment received from X." The basic certificates are of two kinds: "ownership certificates" issued when the car is purchased and registered, showing the combined interest of any financing firm and the owner-driver, or "registered owner"; and the "registration card," showing the same ownership data, and the fact that fees required in law for the privilege of highway use have been paid. Additional evidence of registration is your pair of license plates, which have long-term use in California, under a State policy of economy in plate manufacture. Experience shows, too, that the longer the license plates stay with the vehicle, the better the owner knows his own number, especially since the three-letter and three-numeral combinations were introduced in 1956, the last general "plate year." Identification of traffic law violators has increased considerably under this system. But the main external piece of evidence that your car is registered properly, is a rear-plate reflectorized sticker dated for the current calendar year. This is the major means of informing the traffic policeman you are registered; and you won't be stopped for a misdemeanor violation of the registration laws if you are displaying one, and do not earn a ticket any other way. Director Robert McCarthy of the Department of Motor Vehicles a few weeks ago notified traffic law enforcement agencies throughout the State that the filing and listing of registrations for 1959 was completed by his Department. This means license plates have been "renewed" for another year's use. It also means that enforcement officers are now checking rear license plates for the required '59 California sticker. The best protection you have against adding to the seriousness of any citation you may get, is to make sure that the sticker is in its proper place on your vehicle. Your current sticker, in place, is your lawfully exhibited receipt.
