Appearing as a witness, Weber said utilities would use the savings to buy new equipment on which still more fast-depreciation tax deductions could be claimed in a never-ending process. The utilities argue that their income taxes in future years will be all the higher if they use up deductions from fast depreciation now. The utilities contend that the write-offs are not really tax savings but in fact are tax deferrals.
