Steel Leaders Won't Settle for Small Raise

NEW YORK (UPI) — Some people think because Walter Reuther, head of the auto workers union got a small contract last year, Dave McDonald, head of the steel workers union, will likewise settle with steel leaders for a non-inflationary (small time) raise.
Those who believe this know little about either labor leader, who compete against each other, or about people in general.
The mere fact that Reuther got a small deal is but another reason why his arch opponent, Dave McDonald, would want to get a big deal. A big fat raise for Dave's boys would make Reuther look bad in any future lineup for George Meany's job.
So all in all this year there is every reason why Dave will go for a bigger package than he settled for in 1956 — and that about gagged most steel people. Furthermore, the industry is on its way up from a recession—even though part of the hoisting is due to hedge buying to beat a strike. No labor chief is going to be cooperative when the economy is headed upwards.
No Government Pressure
As to government pressure on McDonald, that's for the birds. There won't be any—and even if there is it won't faze McDonald. Senator Kefauver will publicly put pressure on the union to accept a small raise based on productivity. But with no one agreeing on what productivity is or to whom it belongs, that whole gimmick may be academic. Hard muscle browbeating and taking advantage of everything in the book by both sides will determine the steel "gives" a raise that requires a price increase—and the raise the union wants most will surely require a price increase—it must be ready to stand the wrath of the administration, the political "viewing with horror" by those politicians who are up for office soon, and the possibility that public indignation may force through wage and price controls. There is a reason to believe the steel negotiators know all this.
If the steel industry is a pushover this year it will lose support from those who believed in the speeches and talks that have been made. If that happens it will be a long time before objective friends of steel will believe other than that the industry talks out of two sides of its mouth.

What about management? They have to "take it" this year. For more than a year steel leaders have been storming the country and telling the public that steel wage increases have been responsible for inflation, for less exports and for more imports.
They have done a good job of focusing at least a dim spotlight on the steel union—and other strong unions. But even they know that this is an uphill battle. They know full well that all the emotional appeals that the steel union can—and will—make to the public have more impact than the cold facts approach used by the steel industry in other years.
So this year steel management is attempting to marry emotion

Continuance Granted By Fullerton Council
FULLERTON (OCNS) — Discussions are under way on a land exchange between undeveloped Hillcrest Park acreage at the southwest corner of Brea Blvd., and Harvard Ave., and privately owned property immediately to the south, it was learned at a city council meeting Tuesday night.
Lloyd Verry, attorney for Victor D. Smith, owner of five acres between Hillcrest Park proper and a separate seven-acre parcel purchased several years ago, asked for and was granted a two-week delay in a hearing that opened Tuesday night. In a letter, Verry said he needed time to "consider a land exchange with the city."
In two previous attempts, Smith has been unsuccessful in getting his land rezoned from R-1 to C-2. His newest application is for C-2 on approximately two acres, a 200-foot-wide strip fronting on Brea Blvd.
Loara School Chief Heads Summer Classes
James Abrecht, Loara School Principal, has been appointed to serve as Summer School principal for the Anaheim City School District.
Scheduled to run from July 6 through July 31, the summer school program was approved at last week's meeting of the board of trustees. Abrecht, who will get $800 as principal, was appointed at Tuesday night's meeting of the board.
Property Owners Protest Rest Home
A request by Dr. Franz Pohl, M.D., of 900 S. Walnut St., to enlarge an existing rest home located at 883 S. Los Angeles St., was partially granted by the Planning Commission at Monday's meeting, but only after protests were heard from Lloyd E. Kline, 126 Midway Manor, spokesman for adjacent property owners.
Kline's protest to the exposed expansion plans, which included the addition of three new units over a three year period to eventually accommodate 45 guests, was that the traffic which resulted from visitors placed undue hardship on surrounding property owners. He also claimed that property values were being lowered by the homes' existence, and gave as an example his own newly constructed home which he says he is attempting to sell. He told the commission that prospective buyers lost interest in the property upon learning of the nearby old folks' home.
A Mrs. Chessley countered this by saying that Kline's home was too expensive for the neighborhood and that that was the reason no one would buy.
Stanley Roses, attorney for the doctor, said that visitors to the home were confined mainly to the week end, and that even then there were rarely more than two or three.
He further told how the home was quiet and respectable and in no way a disturbance to the neighbors, and how the appearance of the building and grounds were equal to, if not better than that of complaining property owners. He told the commission that advance-park and recreation jobs open for bids.
LA HABRA (OCNS) — City council action last night gave the go ahead on several park and recreation projects.
Bids will be advertised for a parking lot at the new city park adjacent to the Boys' Club on Idaho St., and will be opened at the next council meeting.
Approval to request the La Habra Elementary School District to advertise for bids for lighting one of the softball diamonds at Washington School at a cost of about $2,000 was forthcoming.

Gas Tax Plan Financing May Go To Rural Areas
Cypress and Dairyland have requested road improvements in their area, to Orange County Supervisors. Financing will be under the gas tax plan, it was explained.
Dairyland requested the improvement of Moody St., for three fourths of a mile from La Palma.
Cypress requested improvement of Miller for one-fourth of a mile north of Ball Rd.
The requests were sent to the County Road Department for study by the supervisors.

Newport Solon Fought State Cigarette Tax

Assemblyman Bruce Sumner (R-Newport Beach) said today he argued and voted against the $125 million tax bill passed yesterday by the California assembly which would place a three-cent-a-pack tax on cigarettes and raise personal income taxes one per cent.
The bill was purportedly pushed through by the governor's forces, said Sumner, before the legislature knows what the budget for next year will be.
"We have no idea what the budget will be for next year, and yet the governor, through his 'responsible liberal' program, wants new taxes now," said Sumner.
The young Orange County law-maker predicted the tax raise will set off a wave of new and greater spending.
"We should cut the budget to the bone first and then see if taxes are necessary," he said. Sumner stated that the legislature cannot start an economy program by raising taxes.
"The governor's new tax may be 'liberal' in some people's minds," said Sumner, "but in my mind it certainly is irresponsible."
