Junior College Role Under Investigation By MICHAEL FALLON United Press International SACRAMENTO (UPI) — The role of the junior college has come up for appraisal before a legislative advisory commission investigating the California public school system. The commission ended its series of Sacramento hearings during the week end and lined up five public meetings elsewhere in the state to take further soundings on education. Two conflicting views about junior colleges were presented at the meeting here: —They do a valuable job with "late bloomers" — students who do not come into their own academically until after they have left high school. —They "waste a lot of money" because they get students who have not mastered primary grade-level English and arithmetic. The optimistic view was taken by Bill J. Priest, superintendent of the American River Junior College near here. Priest said University of California statistics indicated that junior college graduates had considerable success with their later university studies. Commissioner James W. Short, Turlock, held up a textbook which he said was assigned 300 students in a California junior college. On page 5 of the text, students were instructed that 30 plus 40 is 70. "When a student gets this far along and still doesn't know these figures, we're wasting a lot of money," Short said. "We're pulling everybody down." These would be logical guesses because are currencies of lands in existence for centuries. Nevertheless, your answer would be way off. For the outstanding "Methuselan," among the principal currencies of the world today is none other than our own, much maligned United States dollar with its life span of 25 years and two months. Matching its proud old age of more than a quarter-century are paper monies of four little exotic lands—the Guatemalan quetec, Haitian gourde, Honduran lemur, Panamanian balboa. Well down the list with a life span of nine and a half years is British pound. And third from low in age is the French franc only three months old. For as Franz Pick, the world-famous currency analyst, emphasizes a special study on how long currencies live, the life span of the money unit of a nation is measured by the time elapsed either since creation or since its last partial full legal devaluation. In the era since World War I, currency devaluations have followed currency devaluations with devastating frequency and force bankrupt or near-bankrupt na-tion in taking nearly everywhere of the dollar. Although no U.S. Congress has tampered with the gold content of the dollar since 1934, today's dollar buys less than half the goods and services the dollar of the '30s bought. Admittedly, if this debasement is considered, the destruction of people's assets by currency devaluations around the world is colossal, runs into trillions of dollars. Nevertheless, the fact is that only twice since we became a nation has our government officially changed the value of the dollar. The first was on Jan. 18, 1837, when the content of the dollar was reduced from 1.6038 grams of fine gold to 1.5046 grams. The second came almost 100 years later on Jan. 31, 1934, when the content was cut to 0.8886 grams of fine gold. Here it has remained. And the future? The odds are that outside the United States, devaluations will continue to reduce or wipe out the savings of great masses of people. "Currencies are created to die," says Pick. "People who save in cash or government bonds are the victims. The only ones who come out even are those who have nothing to lose in the first place or who save in forms other than paper currencies." But as far as the dollar is concerned, there is no change whatsoever of another devaluation in the foreseeable future. And this goes despite the fact that gold has been flowing out of our country. Average Age The average age of 87 currencies judged by Pick is only seven and half years. A full 26 monetary units are "younger" than two years. All units of the ruble area have "lived" only a maximum of two years since their last full or partial devaluations. A startling total of 13 currencies aren't even a year old ranging from the Spanish peso (11 months) to the Israeli pound (under one month). Against this dim background, the dollar's record doesn't appear so readable. Admittedly, this analysis doesn't take into account the "real" devaluation of the purchasing power Whittier Man Sentenced For Local School Caper By Orange County News Service Despite a plea by his father that his son was holding the bag for others involved in the crime, a 25-year-old Whittier man has been sentenced to prison for burglary in the second degree. Passing sentence on Carlton Byron Bell, arrested for the burglary of Anaheim High School, was Superior Judge Robert Gardner. The Whittier man, while working for a laundry firm serving the Anaheim school and many other schools, is reported to have made off with a variety of merchandise and money lifted at the institutions. He made off with $40 from the Anaheim school. In addition, he is said to have pulled off burglaries at many other schools in the Los Angeles area. Both Bell and his father told the judge that someone else had been involved in the crime and had reportedly left the defendant to take the full blame. Bell had several prior offenses on his record, including burglary. He faces not less than one year and not more than 15 years in the state institution. Fullerton Doctors Hit By Office Burglary FULLERTON (OCNS) — Burglar broke into two Fullerton doctors' offices Sunday night, taking $35 in cash, but overlooking supplies of narcotics. Police said the office of Dr. G. Sellon, 213 N. Pomona Ave., was entered via a window from which a screen had been torn. The culprit then pried open a door leading to the adjacent office of Dr. Wendell Reynolds. In both offices, papers from desks were scattered about. The money was taken from a cash box in Dr. Reynolds' offices. Nothing else was found missing.
