Factors Favor Purchase of Either Used House or New One--Depends

This is a good year to buy a house.
For, as I reported in yesterday's column, the fundamental forces which have been operating in favor of homeownership since the start of World War II are continuing to operate on that side.
While prices of buying and building are at new peaks, the trend is still toward higher prices. While mortgage money is more expensive than a year ago, money is still generally available, and the odds are getting a mortgage will become more difficult and costly. And the long uptrend in prices of land shows no signs of petering out. Today, the buyer has the best choice of homes in history.
So, if you are among the hundreds of thousands of American families in position to buy a house and starting now on the annual house-hunting trek, an informed answer to your basic question is:
Go ahead. Financially, you have little. If anything, to gain by waiting to buy.
But which is the best purchase? A new house? An older one?
Of course, there can be no pat yes-or-no reply on this, but there are vital angles which can help you reach a wise decision.
On the side of buying the older house now is that in general, the initial cost for the same amount of shelter in a used house will be perceptibly lower than in a new one. As you can get satisfactory transportation at lower cost by buying a used car rather than a shiny 1950 model, so you can get satisfactory latest improvements in masonry in design, in construction, in appliances. And you'll find danger of swelling your home by extensive, expensive ing.

the District Attorney, charging grand theft, was Dale Frederick Cragg, 14751 Candeda Pl., a father of five children, all under 12 years of age.
Capt. Herb Curtis, whose detectives worked on the case all night, reported questioning of Cragg would continue, but the suspect has already allegedly admitted the crime.
Cragg was "fingered" yesterday by his employers, Howard Maxwell Chamberlin and Howard Kile Chamberlin, president and vice president, respectively, of Ward Supply Co., Inc. Santa Ana.
It was initially believed that Cragg, employed by the company for eight months, had taken plumbing supplies reported only as "worth more than $400."
When officers got Cragg out of bed at 3 a.m. today, they found a garage full of boxed supplies and said an inventory is to start today to determine if still more supplies may have been stolen and already sold by the suspect.
The thefts, which Cragg allegedly said all occurred during the past month, were discovered by the victims last month. Supplies shipped from a Maywood plant to a Santa Ana warehouse, did not arrive in full quantity.
At about the same time, the victims were contacted by a national credit association seeking a credit check on Viking Plumbing Supply Co.
The address turned out to be Cragg's home.
Police Radio Station Now Used in Stanton
STANTON (OCNS) — Stanton police Wednesday started using their own radio system after an elaborate transmitting and receiving equipment system was installed.
Previously, Stanton police had to relay their messages by phone through the sheriff's department which contacted their squad cars.
Mrs. Louis Cedars, matron at the police department, said valuable time will be saved by the new equipment. The station will have call letters of "Station 170" in the county-wide radio network of police stations.
What's more, a second-hand house by no means implies one that is falling apart. Increasing numbers of families have been trading in post-war houses after a short time because the breadwinner has been moved to a new locality, or the size or income of the family has drastically changed.
If you are a buyer to whom initial price is a critical factor, a used house is definitely worth your creful consideration.

in design, in construction, in built-in appliances. And you'll not be in danger of swelling your house cost by extensive, expensive remodeling.
The buyer of a used house — particularly one built more than a decade ago — may find the purchase a dreadful financial error if he goes in for major remodeling. The cost of new insulation, new wiring, replacing rusty plumbing, modernizing a kitchen, knocking out walls, etc., etc. may run into hair-raising totals. And even after the remodeling, the house will be "old" — won't have the exciting new materials, designs, the like.
If you are a buyer planning to save by buying an old house then remodeling, move with utmost caution, and only after exhaustive checks on what the remodeling will cost.
There are many other aspects on both sides, but the giant pros and cons are in this column. Just knowing that the price spread has emerged, and why, will help guide you in this biggest financial move of your life.

City Managers to Discuss Uniform Ambulance Regulations for County
SANTA ANA (OCNS) — City managers and administrators from throughout the county have been invited here next Monday by Coun-Supervisor Claire Nelson to discuss the need for a uniform regulations governing the operation of ambulance services throughout the county.
At present, only Fullerton and Santa Ana have comprehensive ordinances that set standards for ambulance personnel, and for the equipment of the vehicles.
The 1958 Grand Jury sharply criticized that lack of ambulance regulations in this county. Stricter regulations were adopted Mar. 17 by the City of Los Angeles.
Monday's meeting, suggested by the board of supervisors, will be held all day at the county court-house.
In announcing the meeting, Nelson made the following statement: "Preliminary investigations have shown that some uniform standards of operation are necessary to assure the people of Orange County that a high-type professional ambulance service will be available throughout the county. It would appear that the general public welfare as well as safety on our highways would demand this. I feel certain that the information brought out in this meeting as well as that developed in future discussions with other groups will assist us in providing such a guarantee for the people of the county. Cooperation between the cities and the county will be necessary to accomplish this."
Anaheimer to Attend Meet in Kansas City
Stanley Martin of Anaheim, representative of Waddell & Reed, Inc., national distributor of United Funds, Inc., is attending the firm's 1959 National Convention in Kansas City, Mo., Friday and Saturday.
