WASHINGTON — Mrs. Oveta Culp Hobby believes big Health, Education and Welfare Department she is leaving will grow even bigger as the years go by.
"This department has got a great future. It is only starting was her farewell prediction interview with the U.S. Press Wednesday.

Ana Culp Hobby believes the Department she is leaving by future. It is only starting," her farewell prediction in an interview with the United States Wednesday.
Ms. Hobby, who has headed the department since its founding in 1953, will leave the govern-ent Sunday for "public service different kind." She will start work on Monday as president of Houston Post Publishing Co., being her aling husband's place.
Marion B. Folsom, now Treasury secretary, will succeed her health, education and welfare secretary.
Looking back over her 31 months ahead of the department and its predecessor, the Federal Security Agency, Mrs. Hobby said:
"I think I can be a much better men and newspaperwoman from I've learned."
Under her stewardship, Social Security coverage was expanded. The money provided for hospital restraints and vocational rehabilitation, a state-national system of educational conferences enshrined, plans worked out to dis-crete polio vaccine and enforce-ment of pure food and drug laws eyed.
Ms. Hobby was optimistic that unfinished business she is doing behind will be accomplished. She mentioned the admin-ition's proposals for health, pool construction and juvenile frequency prevention programs.
She said she wished they had approved before she leaves, "they will come... it's just a situation of being patient."

Expert Says Caring for Two-Headed Snake Calls for Heavy Thinking

SAN DIEGO, Calif. — The old theory that two heads are better than one may be true—but not as far as snakes are concerned.
For almost two years, C. B. Shaw, who is in charge of reptiles at the San Diego Zoo, has been working with a two-headed snake. He has found that caring for it calls for some double-domed thinking on his part.
The snake, which goes under the monicker of Duplex, has two normal heads which are completely separated. They are joined to a single body by a common vertebral column about half an inch behind the rear of the heads.
Life with two heads can be rather trying at times, even for a snake. Feeding time, for example, poses the problem of which head is going to eat the dinner for the single body.
Duplex seems to have a very normal snake mind in each of his heads. Usually at feeding time, however, the right head is more dominant than the left. But sometimes, there is an argument over chow.
On one occasion, the two-headed snake was offered a fat mouse. The left head, which usually passes up such dainties, grabbed the mouse by the head. The right head immediately grabbed the mouse by the tail and the two heads started a hassle over who was going to do the swallowing. Eventually, the snake put its heads together, mulled it over and decided to share the mouse.
Skin shedding, a normal process in a snake's life, generally is difficult for Duplex because of the forking of his two short necks for the single body.
On one occasion when Duplex was observed unbuttoning his skin, the right head initiated the action. The right head worked hard at it until it reached the point where the two heads are joined. Then it knocked off the job for a while. Four hours later, the left head joined the party, doffing its skin until it reached the junction point.
A few hours later, both heads got in gear and worked together until the skin went the way of all flesh.

Men Return Home With Destroyer Division
Arriving aboard the USS Higbee of the Destroyer Division 31, at 9 a.m. Sunday, will be Sherrils E. Everett, Seaman, USN, whose wife, Leota G. and son, Rodney, live at 11120 Highway 101.
With him, from the immediate Orange County area, are J. C. Merchant, aboard the USS Shelton, 11071 Poppy Drive, Garden Grove and Lt. J. G. Owen F. Hackett, on the USS Kyes, son of Mr. and Mrs. David Hackett, Palo Alto and husband of Millicent E. Hackett, 5304 Mountain View, Yorba Linda.
Division 31 is made up of four ships and will be returning from its fifth tour of duty since the outbreak of the Korean War. It is not known yet exactly where the ships will be berthed or if visitors will be permitted aboard.
