Request for '24 Cooties of the Type That Infest Humans Supplied by GSA By DEAN DITTMER United Press Staff Correspondent WASHINGTON (UP)—The General Services Administration (GSA) prides itself on being able to supply anything a government agency wants — including penguin milk and body lice. GSA has the job of purchasing for other government agencies. Take body lice. Some time ago GSA got a requisition from an agriculture department experiment station for "24 cooties of the type that infest humans." This order was referred to Lester Winfree, a purchasing officer who never had been stumped by a request. He recently directed the collection, packaging, shipment and distribution of 3,592,000 food packages to needy families in underdeveloped countries for the Foreign Operations Administration. Winfree suspected a gag. He telephoned the agriculture experiment station. Yes, they said, they wanted 24 live cooties of specified type for a research experiment. Winfree pondered, then called the local calaboose. It just happened to have some overnight customers who were carrying around a sufficient number of the insects. The lice were collected, packaged, and delivered. A short time later, the same agriculture experiment station asked for two small cans of condensed penguin milk. Then he called Dr. William M. Mann, director of the National Zoo. When Mann stopped laughing, he explained that penguins don't give milk. But Winfree is a resourceful and imaginative fellow. He sent to a grocery for two small cans of regular condensed milk. Then he called on a GSA draftsman who is a spare-time artist. Authentic-looking condensed "penguin milk labels" were prepared and the merchandise was sent on its way. Winfree never did receive a note from the agricultural experiment station expressing appreciation for his efficiency and enterprise. Southern California Master Labor Agreement. Apprentices may be employed in conformity with Section $777.5 of the California Labor Code. The rates of per diem wages for each of the various classifications of work shall be the bereving before set forth prevailing rates of hourly wages multiplied by eight. Eight hours shall constitute a day's work, it being understood that in the event that workmen are employed less than eight hours per day, the per diem wage shall be that fraction of the per diem wage herein established that the number of hours of employment bears to eight hours. The overtime rule establishing the rates of overtime and holiday work shall be in accordance with the following: Where a single shift is worked, eight hours of continuous employment, except for lunch periods, shall constitute a day's work beginning on Monday and continuing through Friday each week. Where work is required in excess of eight hours in any one day or during the interval of time from 5:00 o'clock P.M. Friday and 12:00 o'clock midnight Saturday, such work shall be paid for at the minimum rate of one and one-half times the basic rate of wages, and on Sundays and holidays such work shall be paid for at the minimum rate of double the basic rate of wages, except as otherwise provided in the June, 1953 revision of the A.G.C.-A.F.L. Southern California Master Labor Agreement. Holidays as herein referred to shall be deemed to be New Year's Day, Decoration Day, Independence Day, Labor Day, Armistice Day, Thanksgiving Day and Christmas Day. If any of the above mentioned holidays other than Labor Day and Thanksgiving Day falls on Sunday, the following Monday shall be considered a legal holiday.
