Attribute Ring Theft To 'Halifax Gang'
SANTA ANA — (OCNS) — Los Angeles police have informed Santa Ana officers that the $4,600 diamond ring shoplifting which occurred at Ewart's Jewelry Store last week is probably the work of the "Halifax Gang". The Los Angeles Police Department says the "Halifax Gang" is a group of some 20 thieves who work out of Los Angeles in pairs. They reportedly come to a city like Santa Ana and split up into teams. "They'll take everything that isn't nailed down," the LAPD warns.
Officers in Los Angeles say the work had the same modus operandi as County Taxpayers. Property owners in Orange $99.08 per capita for local government 1953-54, compared with $89.74 California Taxpayers' association. Included in the average price levies for the county, and the city school districts, and special district in the county.
For the county government, property tax bill averaged $21 per capita for 1953-54, compared with $18.74 for 1949-50 and $22.53 for 1952-53.
For the cities in the county, property taxes levied averaged $14 per person for this year, compared with $15.18 for 1949-50 and $15.53 for 1952-53.
For the school districts in the county, property tax bill was $45 per capita of population for 1954, $43.26 for 1949-50 and $44.28 for 1952-53.
For the county's special district the property tax averaged $17 per person for the current year, $12 for 1949-50 and $17.01 for 1952-53.
State-wide, the property tax for 1953-54 averaged $84.49 per person in the entire population, compared with $68.54 for 1949-50 and $79.49 for 1952-53.
For the county governments (including San Francisco city) property taxes averaged $29.09 per person, compared with $24.69 for 1950 and $27.61 for 1952-53.
For the city governments (including San Francisco), the property tax bill for 1953-54 was $31.41 per capita, compared with $11.41 for -1949-50 and $12.69 for 1952-53.

County Taxpayers Average of $99.08
Property owners in Orange county were billed an average of per capita for local government spending in the county in compared with $89.74 for 1949-50 and $99.07 for 1952-53. California Taxpayers' association reported today.
Included in the average property tax bill per person were the county, and the cities, districts, and special districts county.

The cities in the county, proxies levied averaged $14.93 per year for this year, compared to $15.18 for 1949-50 and $15.20 for 1952-53.
The school districts in the property tax bill was $45.20 per capita of population for 1953-56 for 1949-50 and $44.28 for 1952-53.
The county's special districts, property tax averaged $17.56 for the current year, $12.56 for 1952-53, wide, the property tax bill averaged $84.49 per per cent of population, combined with $68.54 for 1949-50 and for 1952-53.
The county governments (in San Francisco city) proxies averaged $29.09 per per cent of population, combined with $24.69 for 1949-$27.61 for 1952-53.
The city governments (ex-San Francisco), the proxies bill for 1953-54 was $13.-capita, compared with $11.40 for 1949-50 and $12.69 for 1952-53.
The school districts through California, property taxes are mounted to $35.00 per capita for 1954-54, compared with $27.60 for 1949-50 and $33.30 for 1952-53.
For the special districts throughout the state, property tax levies reached $6.99 per capita for 1953-54, compared with $4.85 for 1949-50 and $5.89 for 1952-53.
"These property tax figures per capita are composites of the levies of most of the government units within the county and state-wide.
"Generally speaking property taxes have been going up faster than the population is increasing," the association said.
"This means local government spending has been increasing faster than the population it serves.
"Local budget time, now going on in many communities, is the time for taxpayers to make their case — if they want their property tax bill for 1954-55 held within bounds," the Taxpayers' association declared.

Youngsters Admit Theft, Vandalism, Arson at School
ORANGE, (OCNS)—Two elementary school students, 8 and 9 years old, who admitted to theft, vandalism and arson at Kellefer school were not arrested because of their "tender ages," Orange police reported today.
Fire hief George Horton, who investigated the arson, commented, "The only thing you can do when the culprits are so young is to put pressure on the parents."
The boys made two entries into the building Thursday. One of them, with another lad 4 and ½ years old, broke into the building through a transom and opened a door for a third boy.
Police said the 4 and ½ year old was not asked to account for his entry because of his extreme youth.
The juveniles admitted rassacking four school rooms, igniting eight panels of curtains in a teacher's room and then extinguishing the fire with pans of water, and scattering books, papers, rubber bands and kitchen supplies over the room, then slashing books with a paper cutter.
They took 20 cents, a watch used by the teacher in timing tests, and other small "bric a brac" which investigating officers said were covered.
