Tenney Defeated By Mrs. Younger
LOS ANGELES (UP)—Mildred Younger, 33-year-old housewife, was the Republican candidate for state senator from Los Angeles County today after defeating veteran politician Jack B. Tenney in California's primary election.
Mrs. Younger scored an impressive victory in last night's returns over the 52-year-old incumbent who has served as a member of the Legislature for the past 18 years.
The triumphant housewife will oppose Democratic nominee Richard Richards in the November runoff election in the 38th district.
Tenney is Glum
Tenney remained glum and reticent following his defeat. Prior to the primary, however, he had said the campaign for nomination had been "the most unfair" he had participated in during 18 years.
His victorious opponent, married to Municipal Judge Evelle J. Younger and mother of a 10-year-old son, Eric, promised she would "be a representative and effective member in the state Senate" if elected in the runoff election.
Mrs. Younger also is a lecturer and served for six years as an officer of the Republican State Central Committee in addition to being secretary of the National Platform Committee at the 1952 Republican National Convention.
Political sources predicted that Tenney's primary defeat would spell the end to his lengthy and versatile political career, at least for the present.
Tenney once served as chairman of the state Senate Un-American Activities Committee.
His political troubles with the GOP began in 1952 when he sought the Republican nomination for Congress in the 22nd district, only to be opposed by Republican party leaders, which included Vice President Richard Nixon, then a sena-

LONDON — Moscow radio charged today that Charlie Chaplin was the victim of a "dirty net of intrigue" woven by "reactionary publications" in the United States.
The Kremlin propaganda mouthpiece came to the defense of the movie comedian in lashing out at a New York newspaper's editorial comments on his acceptance of a Communist "peace prize."
"The New York Times spoke of him as a pitiful figure and declared that having left the United States, Chaplin had taken service with those who were engaged in the horrible conspiracy against the little man." Moscow said.
"Is not the New York Times playing the hypocrite today, when it bewalls the conspiracy against the little man? Should it not seek that conspiracy elsewhere?"
Moscow offered its services to the "gentlemen of the editorial board" in tracking down the "conspiracy."

Predict State Will End Cross-Filing in November
WASHINGTON — Rep. Clair Engle D-Calif. predicted today the California Legislature will repeal the state's cross-filing law as a result of yesterday's election.
The primary matches a Democrat against a Republican for almost every congressional and state office, an unusual situation in California politics. It apparently resulted from a change in the state's election law requiring candidates to show their party affiliation on the ballot itself.
Under cross-filing, candidates can seek the nomination of both major parties, and minor patries, too. If a candidate won both major party nominations in the primary, as often happened, the general election was just a formality.
Engle, who was a member of the state Senate before coming to Congress, said the system had worked in the past to the advantage of incumbents, particularly members of the Legislature. But he said the advantage apparently has been lost by the requirement for party tags on the ballot.
"It means that members of the Legislature will have to run two hard races for election," he said. "I don't think they want to do that."
Democrats generally hailed the apparent results of the election, saying they mean a more "healthy" Democratic party in California.
They pointed out that in an average primary in California in the past, 6 to 10 congressional candidates, mostly Republicans, won both nominations and virtual election in the primary.
Party Responsibility
Rep. Chet Holifield (D-Calif.) said the effect of the election law change is a "very healthy thing." He said the cross-filing system without party labeling had been dates in their primaries. He said: "Wait until November."
Better Party Workers
George Miller Jr., chairman of the Democratic State Central Committee, telephoned Democrats here to say that party labeling will mean "the appearance of better people among Democratic party workers."
To emphasize the effect of the party tag on the ballot, he cited the case of William Clifton Berry, a deceased assemblyman from San Francisco.
Berry died more than a month ago, but his name remained on the ballot and he was renominated as a Democrat by ... 2 to 1 margin over his cross-filed Republican opponent.

Party Responsibility
Rep. Chet Holifield (D-Calif) said the effect of the election law change is a "very healthy thing." He said the cross-filing system without party labeling had been a "serious detriment to party responsibility in California."
Holifield has won both Democratic and Republican nominations for election in the last three primaries, but did not win the Republican nomination yesterday.
Rep. Gordon L. McDonough, a Republican who is also accustomed to winning both major party nominations, said he was "surprised at the Democratic showing." McDonough said, however, that in his race and in other district races the Republican candidate had a 10 to 1 majority for his own nomination compared with a 2 to 1 majority by Democratic candi-

Biscailuz Scores Sweeping Victory
LOS ANGELES (UP)—Eugene W. Biscailuz scored a sweeping victory in his race for election to a fifth term as sheriff of Los Angeles county and all other incumbents appeared assured of reelection in major county races, latest semi-official returns showed today.
Biscailuz held a commanding lead over two opponents, John C. Doran and Norris G. Stensland. With 1,409 of 8,771 precincts reporting, Biscailuz had 20,066 votes. Doran 6,480 and Stensland 1,085. Incumbents Lead
County Supervisors Herbert C. Legg and John Anson Ford also held safe leads over opponents. Supervisor Burton W. Chace, of the Fourth District, was unopposed.
With 488 of 1,853 precincts reporting, in the First District, Legg had 36,092 votes and William R. Bradley 14,146.
Ford's total was 35,284 to 22,600 for Ernest E. Deba with 852 of 1,608 precincts reporting in the Third District.
Pay Increase Boaten
County voters also apparently approved Proposition A which provides for construction of new Juvenile Hall facilities.
Only one city proposition seemed headed for approval by voters. That was Proposition F, a bond issue which provided for construction of a new civic auditorium.
Apparently headed for defeat were Proposition G, on sports centers, and Proposition H, which provided for salary increases for City Council members.
