Planners Overruled On Sewer Decision
SANTA ANA — Overruling the County Planning Commission, the Board of Supervisors late yesterday authorized the O'Connor-Prout Co. to use reptic tanks and cess pools in its subdivision proposed on Orange avenue near Stanton avenue, northeast of the town of Stanton.
The developer, however, must install "dry" sewers.
The Commissioners decided should install a sewer line for its 40-house tract, but the subdivider claimed that the lily would cost $38,000 and so make prohibitive the development.
The company told the supervisors that it has filed application for annexation to the Stanton Water District, which district is now planning installation of sewer trunk lines.
The day of decision in Indo-China is almost at hand, and the probability of a peace, satisfactory to the Western world, is remote to say the least.
For seven long years France has fought a holding action against an enemy that started as a band of poorly armed guerillas and is now a battle-trained army of several divisions armed with the most modern weapons, plus the ability to use them.
Their ability was proven at Dien Bien Phu, where over 12,000 French troops were "Liquidated" by their Communist opponents.
Perhaps I am wrong in identifying these troops as "French", although they did consist of elements of the best fighting forces under the French flag. This force was led mainly by French career officers. The troops themselves consisted mainly of Foreign Legionnaires. Colonial troops from North Africa, and loyal native troops, with a sprinkling of French volunteers, many in the non-commissioned officer brackets. No French conscript is required to serve in Indo-China, unless he volunteers to do so, and volunteers are not forthcoming in any appreciable numbers.
If the French expect to stay in Indo-China, they will certainly have to close ranks, and show more determination than they have in the past. And this will prove to be a difficult accomplishment.
The Laniel government has a coalition margin of only five votes out of 627 in the National assembly. Communist members of the assembly are openly hostile to any measure that might prove helpful in checking the Red tide in Asia.
Unable to procure the necessary strength at home, the wobbly Laniel government has put out feelers for more U.S. assistance. The possibility of American manpower on the fighting front does not set too well with the American public, when French conscripts are in barracks in France. All this chaos in the Western camp is tailor-made, for the real leaders of the Communist cause — "Divide and Conquer"—but it has worked many times down through the ages and the Kremlin has high hopes that this will be their key to success in the present struggle.
Most Vietnamese are anti-French and seem to like the strong nationalist talk of the Viet Minh, without thought of the consequences of a Communist victory. And the actual defeat of a sizeable French army by man of the same name.
Ground was broken today for The Water Wheel, swank restaurant to be built on Euclid Ave. by Frita Goossens, prominent Anaheim businessman.
Goossens, former owner of the Boss Overall Cleaners on Euclid, has leasted the establishment to Harold von der Hellen, former operator of the Turf Club at Telegraph Road and Lakewood Blvd.
Of brick and fieldstone construction with a shake roof the Water Wheel will boast a rustic motif and will seat about 400 dinners. The plush restaurant will also have a huge banquet room seating about 200.
Parking will be provided for 200 cars and the restaurant itself will be air conditioned and will contain the latest in equipment, Goossens said. A fireplace will adorn the lounge room.
The restaurant will take its name from an actual water wheel that will be located in the restaurant beneath a replica of an old water tower. The building will contain about 10,000 square feet and will be constructed by V.J.Long, Anaheim contractor. It was designed by Mac Bird and Associates, Santa Ana architects.
Goossens, who has lived in the area for 27 years, presently resides at 12501 Euclid in Garden Grove with his wife, Rose and 18-year-old son, Freddie, a student at Mater Dei High school. He purchased the former Hide-Out cafe which will be closed as soon as the new restaurant is completed on property just south of the present Hide-Out site. Completion has been scheduled for the middle of September.
Dinners of all types will be featured at the new restaurant which will also boast the tops in cocktails.

On Bad Checks
A new plan for reducing the number of losses through bad checks, counterfeit money, stolen checks and bunco plans has been developed by the Credit Bureau of Fullerton.
The plan, as put into effect, will see member merchants notifying the credit bureau at the time the crime is committed. They in turn will notify police and members of a telephone call chain which will flash warnings to other association members.
The plan, according to E. S. Lucas, bureau manager, has the approval of police departments in this area.
strength will have to be made before it is too late. Perhaps it will not be in Indo-China — or Maylaya — or Hong Kong, or even Indonesia, but the stopping of Communist aggression, by a strong show of solidarity, will prov harder as times goes on.
P.S. — An old saying — and I quote — "Perhaps it is better to hang together than to hang separately."
