LEGAL NOTICE
ORDINANCE NO. 695
AN ORDINANCE OF THE COUNTY OF ORANGE AMENDING SECTIONS 49, 63, 113, 115, 120, 122,
144, 185 AND 192 OF THE PLUMBING CODE OF ORANGE COUNTY AS ADOPTED BY ORDINANCE
NO. 660 OF THE COUNTY OF ORANGE, STATE OF CALIFORNIA
The Board of Supervisors of the County of Orange, State of California, does ordain as follows:
SECTION 1. Sections 49, 63, 113, 115, 120, 122, 144, 185 and 192 of the Plumbing Code of Orange County
as adopted by Ordinance No. 660 of the County of Orange, State of California, be and they are hereby amended to read as follows:
"SECTION 49
Showers. All showers must have a shower pan installed of not less than three (3) layers of fifteen (18) pound tar or asphalt saturated roofing felt mopped solid with hot asphalt applied as a lining to the floor and side walls. An exception to this will be allowed if cement walls measuring the full width of the partition and poured integral with the slab floor are extended six (6") inches above floor of shower on all sides of the shower stall.
The height of the side wall lining shall be not less than nine (9) inches and in no case, less than three (3) inches above the dam of a shower stall.
Any other type of lining affording equal durability and protection against leakage may be approved by the Building Inspector.
The floor drain shall be provided with a strainer and provision for sub-drainage immediately above the water proof lining. All floor drains installed above the first floor shall be of the type that sets flush with the floor, equipped with a clamping ring or other device to make a water tight connection between the water proof lining and the sub-drain."
"SECTION 63
Sewer Material. No material shall be used in the construction of house sewers or in main drainage pipes unless the same be made of cast-iron, salt-glazed vitrified clay tile, glazed ceramic sewer tile, or an approved durable bituminized-fibre pipe using adapter fittings as recommended by the manufacturer.
Adapter fittings for connecting bituminized fibre pipe to cast-iron soil and waste lines shall be made of cast-iron and all joints shall be caulked water tight with lead and oakum.
Clean-outs for sewers shall be made with Y-fittings.
The use of different materials such as bituminized-fibre pipe between sections of sewer tile will not be permitted."
"SECTION 113
Main Vent Stacks. Each separate building containing toilets or other plumbing and situated upon the same lot shall be required to have a four (4) inch ventilating stack for each separate structure. Certain exemptions to this Section are contained in the provisions of Section 112 of this Code."
"SECTION 63
Sewer Material. No material shall be used in the construction of house sewers or in main drainage pipes unless the same be made of cast-iron, salt-glazed vitrified clay tile, glazed ceramic sewer tile, or an approved durable bituminized-fibre pipe using adapter fittings as recommended by the manufacturer.

"SECTION 113
Main Vent Stacks. Each separate building containing toilets or other plumbing and situated upon the same lot shall be required to have a four (4) inch ventilating stack for each separate structure. Certain exemptions to this Section are contained in the provisions of Section 112 of this Code."
"SECTION 115
Termination of Vents. Vents shall terminate not less than ten (10) feet from ground level nor less than eight (8) feet from side property lines, alleys and streets excepted:
On buildings where fire walls are constructed, the vent shall terminate twelve (12") inches from and not less than six (6") inches above same. This will not apply where building is of frame construction and vent can extend through fire wall.
No soil or waste vent shall terminate less than eight (8') feet from nor less than three (3') feet above any window, air-shaft or other opening into the building."
"SECTION 120
Coupling Required Between Pipe and Hub. Where a connection is made between a one and one-half (1½") inch vent pipe and a two (2") inch soil pipe hub, a full one and one-half (1½") inch galvanized coupling shall be used."
"SECTION 122
Traps. It shall be a violation of this Ordinance for any person to do anything which will temporarily or permanently destroy the water seal of any trap.
(1) Every fixture trap shall be protected from siphonage and shall be provided with air circulation by means of a vent.
(2) Every trap shall be so installed that the water seal thereof will protect the trap screw union coupling from sewer air or sewer gas.
(3) Every trap shall have a water seal of at least two (2) inches.
(4) Every trap shall be rigidly supported and set true with respect to its water level.
(5) Drum traps may be used with dental units only and shall be vented.
(6) Except as otherwise specified in this Ordinance, the minimum size of any trap for any fixture shall not be less than one and one-half (1½) inches.
(7) Traps for chemical laboratory sinks shall be of acid-resisting iron, glass or vitreous ware.
(8) Traps for basins, sinks or other similar fixtures shall be made of lead, brass or vitreous ware.
(9) Durham traps shall be used on bath tubs, showers, or in concealed places.
(10) Traps of drawn tubing will be permitted provided that brass of not lighter weight than 17-gauge is used, and provided, further, that the gauge of the tubing is stamped thereon.
(11) Tubing traps shall be connected to the waste outlet by means of a solder bushing (equipped with a hexagon head) being soldered onto the trap and screwed securely into the waste outlet, or a Los Angeles pattern trap shall be used.
(12) Every trap shall be self-cleansing. No form of trap which depends upon the action of movable or mechanical parts for its seal shall be used... No trap which depends upon concealed interior partitions which, in case of defect, would allow the passage of sewer air, will be permitted. All traps shall be full bore and have a smooth interior water way.
(13) The traps of all showers and urinals shall be of the double drainage type, except urinals located upon cement floors laid directly on earth fill.
(14) Traps concealed from view shall be of the solid pattern or solid connection type.
A concealed trap shall be deemed to mean any place where the trap is concealed from view by wall construction or under the floor.
(15) Tall pieces or spuds shall be 17 gauge in weight and shall have the gauge of the tubing stamped thereon.
(16) All traps must be placed as closely as possible to the fixture waste. Tail pieces shall not exceed ten (10") inches from the bottom of the fixture to the seal of the trap."
"SECTION 144
Unions, Couplings, or Fittings. No unions, couplings, or fittings shall be allowed on the sewer side of any trap, and no unions or couplings of any description shall be used in or in connection with concealed work. This section applies to wastes and vents only."
"SECTION 185
Vent Termination. (a) Every gravity vent shall extend above the roof surface and through its flashings, and shall terminate in an approved cap with a venting capacity not less than that of the vent.
(b) The outlet opening of any such vent should not less than twelve (12") inches from any portion of a building, or not less than four (4') feet from any of that portion of a building or sturcture which extends at an angle of more than forty-five (45°) degrees upward from the horizontal. No such vent outlet shall terminate closer than eight (8') feet to or three (3') feet above any door, window, or air intake.
(c) In no case shall a gas heater appliance vent nor a kitchen vent terminate less than twenty-four (24°) inches from any soil or waste vent where it passes through the roof. In all cases where

In all cases where gas heater appliance vents or kitchen vents terminate less than eight (8') feet from a soil or waste vent, then the gas heater appliance vent or the kitchen vent must be equipped with a no-downdrift cap."
"SECTION 192
Valves. (a) Valves up to and including two (2") inches in size shall be brass. Sizes over two (2) inches may have cast iron or brass bodies. Each gate valve shall be a full-way type with working parts of non-corrosive metal.
(b) A fullway gate valve, controlling all outlets, shall be installed on the discharge side of each water meter and on each unmetered water service. A separate shutoff valve shall be required for each building or structure. A fullway valve shall be installed on the discharge piping from the water supply tanks at or near the tank. A valve shall be installed on the cold water supply pipe to each water heater at or near the water heater.
(c) All valves used to control two or more openings shall be gate valves or other approved valves.
(d) All shutoff valves or control valves shall be readily accessible.
(e) Every toilet shall be equipped with a valve controlling the water supply of the same, and every fixture situated above the first floor of any building shall have an individual valve controlling the water supply to such fixture.
(f) Where slip-joint connections are used on the water supply to the fixture they shall be made with slip-joint stope. This does not apply to bath supply."
SECTION 2. This Ordinance shall take effect and be in full force thirty (30) days from and after its passage and before the expiration of fifteen (15) days after the passage thereof shall be published once in the Anaheim Bulletin, a newspaper published in the County of Orange, State of California, together with the names of the members of the Board of Supervisors voting for and against the same.

NEW YORK (UP) — The talk among members of the golf fraternity as they prepare for the U.S. Open at Baltusrol June 17-19 is all Ben Hogan and Sam Snead but don't be too surprised if it turns out to be one of the many newcomers hitting the fairway jackpot.
This thought was put into words by Earl Stewart, the loquacious red-head out of Texas, during the recent Palm Beach Round-Robin when he said flatly:
"I dont think either Hogan or Snead will win it. My guess is that it will be somebody you never heard of."
The odds are prohibitive against a complete unknown marching up to the payoff window in the "big one," but it could be almost any one of some 20 professionals—and possibly such a one as Bantam Bob Toski, out of Northampton, Mass.
You'll be hearing a lot about this little man with the big grin in the next few years, for Toski proved this winter that he finally had found the touch on the tough pro circuit by winning such as the Havana, Baton Rouge and Wilmington opens.
Ryder Cup Berth?
That makes him the leader among those striving for Ryder Cup points and he already has banked a fat total of $12,000 this year. It went almost unnoticed in Sneads's magnificent victory in the Palm Beach, but this same 27-year old Toski, who now plays out of the Cedar Hill Club in Livingston, N.J., finished a fine second.
The five-foot, eight-inch slugger could credit his success to marriage for since he became a bride-groom in December he has been three years on the circuit than I could have learned in 25 years as a club professional."
But hes one of the two score young hopefuls who will be trying and just about any one of them could turn the trick.
Altheide Throws No-Hit Game as P-L Nine Annexes
Art Altheide fashioned a no-hitter as the P & L Transmissions trimmed the Cobraas, 4-0, in Anaheim City A League battle at City Park last night.
Anaheim's Elks nipped the Teamsters, 1-0, as Ralph Sutliff bested John Fouch in a 10-inning mound duel.
Roland Edwards bashed a triple with two outs in the top of the 10th to score Leon Knoeller, who had walked, with the winning marker.
Sutliff yielded six hits while fanning 15 and Fouch gave up seven hits and struck out 10.

"I've even put on weight,' delightedly smiles the tiny man who used to play at 124 pounds. 'Why I weigh 130 pounds now."
But he hits the ball like a man weighs 230.
"It's probably due to more confidence," he explains. "I'm hitting the ball 25 yards longer now than Of course, I've had to take a long when I first started on the tourer backswing and generate more clubhead speed."
Brothers Encourage Him
Little Bob credits his two brothers, Jack and Ben, both of them home club pros who don't make the circuit, with "making" him.
"It's tough getting started in competitive golf," he explains.
"They figured I had the game, despite my small size, and they bankrolled me. Let me tell you, it's a rough racket physically, but it's even rougher when you have to worry about finances."
Tsoki proved how far he had come in winning the Wilmington Open. He hardly remembers the final round and was so sick with a virus fever that he hardly could play the last three holes. But he finished grimly—and won it—an then spent three days in bed.
That's the kind of challengers young comers such as Toski, whom Hogan and Snead will have to beat off at Baltusrol. It is to be doubted that the chore could be accomplished by a complete unknown, for Toski admits:
"I've learned more in two or..."
