Sanitation District Chairmen Seek to Raise Funds SANTA ANA (OCNS). — Chairmen and attorneys of Orange County Sanitation Districts Nos. 2 and 3 are in a huddle with general counsel from the sanitation district over the problem of raising money for treatment of sewage. The districts include Orange, Fullerton, Anaheim, Brea, La Habra, Buena Park, Garden Grove, Placentia and Midway City. Lee Nelson, general manager of the sanitation districts, said District 2 Chairman L. N. Wisser and District 3 Chairman Hugh Warden are contacting members of farm groups active in the original agreement of limited participation of the districts in the 1948 bond issue. He explained that when the original bond for construction of the outfall and treatment plant was proposed the districts, along with District 7 agreed with the board they would participate on a partial taxation basis. District 2 and 7 were to be taxed not more than 10 cents per $100 and District 3 not more than 12 cents per $100. Validity of the agreement was tested in court and the appellate court ruled such a limitation could not be imposed. However, since the bonds had already been voted, the chairmen of the sanitation districts signed a "gentleman's agreement" with the three districts to go along with the limitation clause and thereby make the bonds valid. The limited taxation in each district paid for its share in constructing the butfall and treatment plant. Now, Districts 2 and 3 are left without operating funds for treatment of the sea sewage in the plant. District 7, Tustin and Lemon Heights, owns no trust sewers and invested their 10 percent in the outfall project as future investment. Nelson explained under the county health and safety code District 2 and 3 can tax the properties for the operating money but under the signed "gentlemen's agreement" of 1948 they are bound by honor not to. With completion of the treatment plant due July 1, the districts are faced with the problem of not having enough money to finance treatment of their sewage through the plant and outfall they helped to build. At a preliminary meeting attended by student editors and faculty advisers, conducted in the faculty lounge at the college, Frank Martinez of the Garden Grove Argolog was elected temporary chairman, and Barbara Menardi, also of Garden Grove, secretary. KE 5-461 FREE CUSTOMER PARKING New Setup in City Hall Gives More Space to Several City Departments For the first time in many years, the Anaheim city hall is being utilized fully by departments of the city who have expanded into rooms previously occupied by outside organizations. Oldtimers ascending to the second floor of the city hall have a surprise in store when seeking the engineering and planning departments. Both are recently moved into larger and more spacious quarters where formerly other organizations operated. Following a reorganization of offices some three years ago, the building and planning departments were housed in one small room on the second floor. Adjoining this was the engineering offices of City Engineer George Tolyoke. Now, through moving all drafting departments of the engineering offices to the rear of the building in rooms formerly occupied by the Red Cross, adequate space has been provided for a separation of the planning and building sections. Additional desk space has been allocated to Inspector Homer Wallace while Planning Engineer Bob Mungall takes over the old drafting office where formerly, four men worked with their large drafting tables. Under the new setup, a spacious office for top staff men has been provided in the new quarters and two well-lit drafting rooms set up for the office drafting force. Special accommodations are being provided whereby planning and engineering consultants can meet the public and answer questions regarding construction and planning. Although Holyoke remains in his former front office, Design Engineer Al McDaniels and Office Engineer Al McDougall will occupy new quarters formerly held by the Red Cross office. Behind them are the two new drafting offices, each with excellent lighting and storage facilities for plants and desks. Council Holds Hearing On New Industry Area Setting up of a future light industrial zone in the recently annexed Lincoln Ave. area came a step nearer this week with a public hearing conducted by city council on a zone change from present residential-agriculture zone to one of M-1 or light manufacturing. On request of owners of the property, the Muller Holding and Investment Co. of Hollywood, Council approved the zone change which would enable the firm to subdivide the area adjacent to the Robertshaw-Fulton Controls Co. into several smaller industrial tracts. 80 acres, the area had previously been approved by planning commissioners for the industrial site. Planking Lincoln Ave., would be a required parking-landscaping zone which would protect sightlines of the area chosen for industrial usage. Included in the provisions set up by Council will be the deeding to the city of required widths on both sides of Lincoln Ave. for street widening purposes, it was learned. She had sued Nutrilite Products, Inc., of Buena Park, and its Nutrilite Foundation; the Buena Park Kids, Inc., and the Buena Park Boys club. The court granted a non-suit on behalf of Nutrilite, which insisted it had donated money for uniforms only and did not sponsor a girls' team known as the Pirates, playing at the Cypress park July 24, 1952, when Miss Mann was injured. Judge Gardner granted dismissal of the action against the Kids and the Boys Club on theory that a participant in an athletic contest assumes risk, and that the Buena Park Kids and Buena Park Boys Club merely sponsored the game without expecting to gain financially.
