Supervisor Kaiser Turns Dirt to Start Building of Welfare Plant
SANTA ANA — He 'choked' way to the top of the shovel handle, and so Supervisor Heinz Kaiser of Costa Mesa turned the first shovel of dirt Monday afternoon to launch construction of the county's new Welfare building.
Second unit of a three-building plan for the new Civic Center, the structure at Sixth and Ross Sts. will match architecturally — but not in cost—the three-story Health Bldg. for which framework is up at Eighth and Ross Sts.
The Welfare Bldg. is costing $785,000 on contract and say see investment of $900,000. The Health Building is costing $1,100,000 to build, because of its many laboratories and special wiring for equipment.
Hand over - hand the five supervisors of Orange County reached the top of the golden shovel handle like it was a baseball bat; Kaiser got the last grab and did the spade work under watchful eye of Welfare Director Thomas P. Douglas and fellow supervisors.
Dedicatory ceremonies at the site were brief, with Chairman Willis H. Warner of the board presiding.

Indianapolis, Ind. — Frank Armi of Hanford, Calif., and Johnny Tolan of Denver, Colo., escaped uninjured yesterday when their car went out of control in practice spins for the annual 50-mile auto race, May 31.

Reveal Kuchel
Aided Passage of Tidelands Bill
The tide of the tidelands case in Congress was turned by three skilled debaters on the Senate floor — and Orange County's own U. S. Sen. Thomas H. Kuchel was one of them.
Recounting the maneuverings of the Submerged Lands Act through Congress, by which the states regained control of offshore oil reserves, Sen. Spessard L. Holland of Florida, who directed the drive for the passage of the so-called quit - claim law, cited Sen. Kuchel's "particularly valuable contributions."
Sen. Kuchel was one of three members credited by Sen. Holland with "highly important and skillful participation in the debate on the floor of the Senate and in the committee hearings."
Of Sen. Kuchel, Holland told the Senate that the California legislator "by means of earlier service as pounded by the federal government until the ownership question was settled."
The $60 million had been pounded since June 1947.
Crash Barrier Saves Life of Third Pilot
LAS VEGAS, Nev. (UP)—perimental crash barrier "catches" planes over-shoot runway at nearby Nellis Air Base was credited today withing the life of a third pilot.
Air Force officers said 22 Donald A. Froecilcher, 21 Plaines, ll., was saved crashing yesterday when his Sabrejet hit the maze of wires and chains at 160 mi hour.
The crash barrier slows down airplane when the nose wheeover a trigger mechanism causes two 15-ton Navy chains to grab the plane's landing gear and drag the car haul.
Officers said it was the life saved by the barrier since installation in March.

We'll start off today with a few miscellaneous notes about the weather which seems to interest most everyone.
Over in Horsens, Denmark, residents of that dairy town were just a little surprised last week when it began raining milk.
They found powdered milk made by a local factory was being blown into the air where it dissolved and fell in raindrops.
Recently the Chicago Weather Bureau predicted "snow flurries" and the windy city wound up with a paralyzing 7.7-inch blanket of snow.
"We had no way of knowing in advance that such a thing was going to happen," a forecaster said.
In Topeka, Kan., Mrs. Clara J. Arredondo wasn't dreaming when she glanced up from her dishpan and saw a roof go by the kitchen window.
High winds had lifted the roof off a small barn, carried it 80 feet and deposited it in the Arredondo front yard.
And now to take a look at the police blotters. In Minneapolis, Minn., State Rep. Theodore Biernat, who runs a liquor store there, was held up and robbed of $150 a few days ago.
Last night, the safe gunman returned to the store and said: "This time let's have all of it."
Biernat handed over another $275.
Up in Hamilton, Ont., Canada, disgruntled weekend thieves hacked in vain with a pick at a safe containing $100, then left a note stating: "better luck next time."
William Fram, 23, has nothing to show for a recent investment in an 15 by 20 foot brick building at Lancaster place. It was in excellent shape.
Atlantic City, N. J., police chimed in this week with a few choruses of "Who Stole the Ding Dong, Who Stole the Bell."
Thieves climbed a 20-foot plywood tower on a Boardwalk Chapel and made off with its ornamental, gold-plated, plastic bell, which the constables said, doesn't even ring.
Willard McKinney, 30, is faced with an additional 10 years in Alcatraz on top of the 20 he is already serving.
An officer asked him how he liked the prison movies.
"None of your business," said McKinney. Then he went to his cell, got his trumpet, time back and beat the officer on the head with it.
Down in Galveston, Tex., Mitchellutor, 21, reported to police that he ran into a stray horse in front of the Hitching Post tavern.
Chrysler Plans Close Of San Leandro Plant
SAN LEANDRO, Calif. (UP)—The Chrysler Motors Corporation has announced it will lock up its big Dodge plant in San Leandro at the end of 1954, transferring automobile and truck assembly work to its Los Angeles and Detroit Factories.
C. J. Snyder, vice president and operating manager, said yesterday the auto assembly operations would be moved to the Los Angeles plant for "maximum operating efficiency and economy."
He said Chrysler also plans to close down that portion of the plant working on government contracts which are expected to be completed early in 1955.
At present about 1400 employees

And in Boston, no less! Fifty employees looked on as two men walked into a cafeteria in Boston and walked out with a cigarette vending machine saying it was to be exchanged for a larger one.
The machine was stolen from the Federal Bureau of Internal Revenue's lunchroom.
Clarence Bailey, 26, of Pittsburgh, was cut off from his favorite source of fancy cars this week by a two and one-half to five year penitentiary sentence.
Police said that six months ago Bailey stole a 1953 Cadillac from Morris Lebovitz.
After a suitable interval Lebovitz gave it up for lost and bought a 1954 model. Several days later Bailey stole the new car and left the old one in its work to its Los Angeles and Detroit Factories.
