Ike Tells of New Plan to Fight Red Propaganda
WASHINGTON (UP) — President Eisenhower yesterday announced a new four-point program to "unmask" and "counter hostile attempts" to distort American policies before the eyes of the world.
The program announced by the President at his news conference will guide the new U. S. Information Agency, which is the government's information outlet overseas. It includes the Voice of America radio programs beamed throughout the world.
Freedom and Peace
Mr. Eisenhower said the purpose of the U. S. Information Agency will be to show peoples of other nations "that the objectives and the policies of the United States are in harmony with and will advance their legitimate aspirations for freedom, progress and peace."
The President said the U. S. Information Agency will carry out this broad purpose by:
1. "Explaining and interpreting to foreign peoples the objectives and policies of the United States government."
2. "Depicting imaginatively the co-relation between United States policies and the legitimate aspirations of the other peoples of the world."
More Solid Footing
3. "Unmasking and countering hostile attempts to distort or to frustrate the objectives and policies of the United States."
4. "Delineating those important aspects of the life and culture of the people of the United States which facilitate understanding of the policies and objectives...of"

Say Latin Americans Feel Neglected by U. S.
LOS ANGELES (UP)—A Columbian newspaper editor says Latin Americans feel they are being neglected by the United States. Antonio Panesso Robledo, managing editor of El Correo, a daily in Medellin, Columbia, said there is a general opinion in Latin America that "the United States in recent years has been preoccupied with Europe and Asia to the exclusion of its neighbors to the south."
Bank Buys Notes of Three School Districts
GARDEN GROVE—Tax anticipation notes of three Orange County school districts were purchased yesterday by the First National Bank of Garden Grove when the County Supervisors sold the notes to the best bidder.
The bank bid three per cent interest charge on each of the three issues of notes, $30,000 for Costa Mesa Union school district, $13,000 for Alamitos district and $8000 for San Clemente school district.
The tax notes will be repaid by the districts when taxes are collected at the end of December.
The supervisors yesterday agreed to transfer $100,800 of building bond funds to operating funds for Anaheim Union High School district and $40,000 from building bond money to operating funds for Garden Grove elementary district.
SAN DIEGO (UP)—San Diego headquarters for the California Division of Highways said today bids for construction of S section of freeway east of El Centro will be opened tomorrow afternoon in the division's Los Angeles office.

Randolph whirled on her. "What are you talking about? I've told you again and again that I cannot do anything of the kind. Be quiet now."
He had never been more commanding, but it did no good. Gay's thirsty nerves tortured her past caring for anything except to get relief.
"But you can! You know you can: You had fifteen thousand dollars worth on board. Opdyke told me so! He told me you were smuggling. He knew I wouldn't tell. Oh, please, Randy. Please, please. You never made me wait so long before."
For a minute I thought Randolph was going to hit Gay too, and then I would have interfered. But he thought better of it. With an almost superhuman effort at self-control he collected himself and tried to pull these smoking chestnuts out of the fire.

I was afraid to tell Larry, but I got his gun and—I didn't plan to do anything with it, really—but I thought maybe I could scare him. I begged him and begged him to let me alone. But he laughed. He laughed, and I ran back to the passageway, and turned around, and I guess the gun went off... And I was so scared I threw it at him, and ducked into the ladies' room, and didn't come out until I heard people around. But I didn't see him fall down at all. I didn't know he was dead until I came out again... Oh, it was awful! I couldn't tell anybody, and I went on and on, and then I did tell Larry a little bit about it, and I guess ne thought he could save me, or else he just didn't want to live... And I don't either, now."

McCarthy Tries New Effort to Regain Riches
HOUSTON (UP) — Glenn McCarthy launched a new effort today to climb from "rags" to riches, a route over which he's passed several times going in both directions.
The former oil field roughneck yesterday put on sale 10 million shares in Glenn McCarthy, Inc. Price: $2 per share.
McCarthy has vowed to recover his fortune again. By way of losing the last one, he also lost his plush Shamrock Hotel at Houston to a New York insurance company.

A prospectus of the 10 million shares of Glenn McCarthy, Inc., lists it as "speculative." It describes McCarthy's oil and gas leases on 970,000 acres of land in Bolivia as the principal assets of the new company.
But the prospectus also notes the company's planned operation in the United States and Canada, a proposed "search for an evaluation of opportunities to acquire properties considered interesting for oil and gas purposes."
McCarthy's contract with the Bolivian government requires that he get underway to that country a drilling rig and other equipment required to drill, three wells.
No Difficulty

American Released After Eight Years
Tells of Russian Slave Labor Life

VIENNA — A native American, released after eight years in captivity behind the Iron Curtain, told a graphic story today of slave labor life under the Communists.
Rohrbacher was taken to Hungary by his parents in 1930. He was impressed into the German army in 1944 and taken prisoner by the Russians. He was kept in prison camps in Russia and Hungary and put across the Austrian border from Hungary, one of the war prisoners now being freed by the Reds, on Sept. 25.
American Citizen
Rohrbacher's story has been verified by American officials and the State Department in Washington told his parents yesterday that he is a 100 per cent American citizen despite his forced service in the Nazi army.
He told of endless months and years of life on a diet that consisted of little more than thin soup, while "impossible" physical exertion was demanded of him by his guards. He told of sleeping on boards without blankets in unheated rooms, of both physical and mental torture he underwent by indoctrinators who tried to "con-

The comedian, relaxing in his Beverly Hills home, grinned sheepishly and admitted he was hard put to choose a favorite among the three.
"They're all real ladies," the long-nosed comic said "and I love them more than I could hope to say. I don't know if the feelin' mutual, but I'm honoring the best."

Two Misfires Save Life of Policeman
INDIANAPOLIS (UP) — A Korean war veteran who faced a policeman at point blank range and fired twice, only to have his revolver misfire both times, said today that Army regimentation made him lose his head.
Pvt. Bernard Lukowski, 18, Omaha, Neb., levelled his revolver at patrolman John Stratton from 12 paces away yesterday and snarled "I've got 18 bullets for 18 cops."
When Lukowski pressed the trigger twice without result, police said, Stratton told him "you've had two chances—now drop it." Lukowski obeyed.
Blames Army
Lukowski, who holds two Korean battle citations and spent 26 months in Korea and Japan, today blamed the Army for the "state of emotional shock" that led to incident.
"They tell you when to get up. They tell you when to go home," he said. "I got all mixed up. I don't know why I did it. I'm due to get out Jan. 17."
He added "I'm glad it didn't go off."
