Northrop Names Aldrich to Post
Appointment of William L. Aldrich as manager of industrial relations at Northrop Aircraft's Anheim Division was announced today by Richard R. Nolan, Northrop-Anheim manager.
Aldrich, who joined Northrop-Anheim in January, 1953, as assistant industrial relations manager, has over -9 years experience in personnel and industrial relations work.
Prior to joining Northrop-Anheim, Aldrich served as assistant manager of engineering personnel at Northrop Aircraft's Hawthorne plant. He was also formerly executive assistant to the industrial relations director of North American Aviation.
A graduate of the University of California at Los Angeles, Aldrich Kirkwood Talks To Santa Ana Club
SANTA ANA—Rigid economy is facing the government of California soon, as an alternative to higher taxes, but it is hard to economize quickly so taxes may increase. State Controller Robert C. Kirkwood told the Santa Ana Rotary Club at a luncheon session.
Because of the "leveling off" period now being entered by the state, together with expected decentralization of federal government in Washington, which will place added responsibilities and costs upon state government, too much should not be expected of the new governor, Goodwin Knight, said Kirkwood.
Actual revenue this year did not measure up to expectations, and there is prospect of further drop in revenue next year according to the controller who succeeded Senator Thomas R. Kuchel in the state post. Decreasing revenues mean deficit operations or higher taxes he pointed out.
Kirkwood illustrated the tax problem with the statement that the state's general fund $800,000,000 is reduced by half by increased aid to the schools. Another $140,000,000 goes to the welfare program, which leaves $250,000,000 for the practice of the rigid economy needed.
"We are near a period when increased taxes are imminent," he said. "We can't expect immediate cutbacks and certainly can't expect tax cuts."

Authorities Postpone L. A. Smog Crackdown
LOS ANGELES (UP)—Authorities have postponed a crackdown on automobiles contributing to smog conditions by discharging excess exhaust fumes.
Police Chief William Parker and Michael Kohn, vice president of the Police Commission, said the proposed crackdown—scheduled to begin today—must wait until the commission has ironed out problems of enforcing the law.
"It would be difficult if not impossible for police officers to qualify as experts in successfully sustaining prosecutions against violators of the excess smoke law," Kohn quoted amog control head Gordon Larson as reporting.
"The enforceability of the law is a moot question and there is still some doubt as to its constitutionality." said Parker. "However, officers have been making arrests and obtaining convictions for years on excessive smoke violations and there is nothing to prevent an officer from continuing to enforce the law."
