Democratic Victory in Wisconsin Starts Republican Alarms Ringing WASHINGTON — Every Republican alarm bell in the country was bonging today thirty six hours after shaken administration politicians got the bad news from Wisconsin's 9th district special congressional election. Democratic victory in that district, which long had been nominally Republican, was being frankly accepted by organization Republicans as a serious and significant reverse. The GOP lost by an 8 to 1 margin some precincts which they had carried easily in 1952 and previously. From one seasoned Republican political worker in Wisconsin came the word: "They don't like Ike." Important Factor If true, that would be disastrous for the Republican party in next year's congressional elections. President Eisenhower's personal popularity is the basis of much confidence that Republicans can retain and consolidate control of the house and Senate next year. True or not, Republican defeat in Wisconsin's 9th puts new political burdens on the heavily burdened man in the White House. If it was "tension" that indisposed the President last weekend, there is more to come from such recent political events as Wisconsin's election and the nomination of a Democrat from Ohio to succeed the late Sen. Robert A. Taft. Ike Big Issue Belief that Wisconsin returns indicated the voters no longer "like Ike" was based on the fact the defeated Republican candidate in Wisconsin made support of the President his big issue and main appeal for votes. Republican headquarters here would not accept that interpretation. But headquarters conceded that farm unrest and dislike of Agriculture Secretary Ezra T. Benson were prime Wisconsin factors. There was a lot of "fire Bonson" sentiment in the dairy country which comprises much of the district. Dairy prices have saged more than prices of other farm commodities. L. A. Asks Tough Smog Policy LOS ANGELES (UP) - City Councilmen demanded today that Los Angeles County Supervisors develop a "get tough" attitude with smog violators. Objecting to Mayor Norris Poulson's appeal for state emergency aid, the council insisted smog control chief Gordon P. Larson has the power to handle the problem but has been using "kid gloves" on violators. "We have all the laws and all the authority we need..." declared Councilman Gordon Hahn yesterday. "But what we do need is someone to enforce them." The council refused to agree with Poulson's plan to seek state aid. Instead, they approved a resolution which condemned past action and demanded a "get tough" attitude with violators. Larson told a group of lawyers yesterday $17,000,000 has been spent by industry in the Los Angeles area since the smog control district was founded in 1948, resulting in the removal of 700 tons of daily pollutants from the air. "Nothing says we can't lick the problem," he said. "It just takes time." Republican headquarters here would not accept that interpretation. The note, these sources said, probably will be delivered to the Kremlin tomorrow. Dulles, on route from Washington by Military Air Transport plane, is expected this afternoon. Foreign Minister Georges Bidault of France flies in from Paris tonight. They will meet Friday and Saturday with British Foreign Secretary Anthony Eden to discuss the critical world problems which div'de East and West. Reliable sources said Prime Minister Winston Churchill has prepared a new strategy toward Russia which he will urge on Dulles and Bidault. He will first advocate a concerted Western effort for talks with Russia on a realistic settlement of international tension in critical areas, starting with Germany and Austria, according to the informants. Failing that, he woud urge modification of the West's "outdated" cold war strategy to take into consideration the Soviet's reported acquisition of the H-bomb and other changes in the international scene since the death of Josef Stalin. Widowed Mother to Seek Release of Son Said to Be Prisoner of Russians SAN FRANCISCO (UP) — The widowed mother of Leland Towers reported to be a prisoner in Soviet Russia, said today she would ask the State Department to seek her son's release. Mrs. Irene Towers broke into tears when informed returned war prisoners of the Russians reported Towers, 29, and another American, H. H. Cox of Oklahoma City were being held in a prison 150 miles northeast of Moscow. "This is the first I've heard about my son in three years," Mrs. Towers said. "I didn't know whether he had been killed or what." She said her son went to Europe in 1948 "to work his way around and see the countries." "Leland wrote me faithfully once a month." Mrs. Towers said. "But his letters suddenly stopped coming. He didn't say anything about going near Russia." Mrs. Towers said Leland was in Finland when she last heard from him. She said she asked the Finnish government for aid in locating her son, but received no satisfactory answer. Austrian war prisoners recently released by the Russians reported seeing Towers and Cox in "Prison Camp No. 6118." They said both men were in good physical condition. According to reports from Vienna, Cox was serving a 25 year sentence. The length of Towers' sentence was not known. It was not learned why the two Americans were imprisoned. Mrs. Towers said she planned to wire Secretary of State John Poster Dulles and Sen. William P. Knowland immediately to plead for their help in obtaining her son's release. Grunt and Groan Fan Sues for $50,000 LOS ANGELES — Anthony Gillberto, 45, of Glendale, today sought $50,000 damages in a suit charging wrestler Gino Garibaldi fell from the ring and landed on him during an Olympic auditorium match April 29. Gillberto said he suffered leg and abdominal injuries and shock. He named as defendants the auditor-im and the four wrestlers who were engaged in a tag match, Garibaldi, Sandor Szabo, Baron Leone and Wilbur Snyder.
