To Expand Outlets For West Coast Specialty Crops
WASHINGTON (UP)—New emphasis on marketing problems under Agriculture Department reorganization plans will include efforts to expand export outlets for West Coast specialty crops as well as for major crops like cotton and wheat, a spokesman said today.
Assistant Secretary J. Earl Coke said the department already is studying ways to regain foreign markets for nut and fruit crops which were lost during World War II.
Asked other questions of interest to California producers, Coke said officials have not yet "determined" where the state Soil Conservation Office will be located there.
Extension Service
There have been reports that the California SCS office, which will play an increasingly important role in conservation work following the abolishment of seven regional offices, will be moved from Oakland back to Berkeley where it once was located.
He added that the reorganization anticipates no change in relationships between the Soil Conservation Service and the Extension Service. Some groups, chiefly the National Association of Soil Conservation districts, have charged the reorganization will leave the door open for the Extension Service to take over conservation work.
System of Payments
Coke pointed out that the local county and state committees of the Production and Marketing Administration, which will remain as is except for their names, will still determine practices and rates of agricultural conservation payments.

BROOKLYN (UP) Embittered Brooklyn burghers talked today of erecting a civic statute for Charlie Dressen and a public pillory for Dodger President Walter O'Malley.
In the bars, the BMT subway and on the sidewalks of Flatbush, they spoke only of the Brooklyn bombshell and a ratio of 8 to 1 held that Dressen had been on the receiving end of "a rotten deal."
"My heart was broken when I heard that Charlie was through," said pert Jean O'Brien, a hatcheck concessionaire.
Gene Laface, a waiter and a Brooklyn fan "all my life," said Dressen was being made the scapegoat of the Dodgers' World Series' loss to the Yankees.
"I don't like the Yankees," he said, "but it's no disgrace to lose to 'em. Dressen did what he could. They ought to erect a statue to him instead of letting him go. O'Malley isn't being fair about this."
At a Brooklyn bar not far from Ebbets Field, George Forest, a bookbinder from Queens, said O'Malley was "money mad" even though he had offered Dressen a raise.
"Leo Durocher finished fifth and got a two-year contract," said Forest, "but all Dressen got for winning two pernants was a kick in the pants."
The butcher, the baker, the boilermaker and even the cop on the beat were preponderantly on Dressen's side in his contract controversy.
Announcement has been made by Major Joseph E. Vincent, unit advisor USAR of Orange County, on the activation of a new reserve unit, the 524th Harborcraft and Marine Maintenance Battalion, with headquarters at 1012 North Mall Street, Santa Ana, Lt. Col. William A. Ryan has been selected as the commanding officer of the new unit.
A harborcraft unit is an element of the Army whose mission it is to handle any Army vessel up to 200 feet. Organization of this type of Army Reserve offers the young men of Orange County the unique opportunity of obtaining training in seamanship pilotage, navigation, and other nautical matters at government expense, and at the same time offering them the opportunity to qualify themselves in a specialty and for an advanced rating prior to being drafted, into the regular service.
By proper application of his time and efforts a 17-year-old can earn the grade of sergeant in this serve unit prior to the time of his draft call and thus enable himself to enter the active service at much higher rating than he would have if he were to wait for induction at the age of 19.
Men with an ardent desire for their lure of the sea, particularly those who have had some training in the Sea Scouts or in civilian boating organizations are particularly dressed, as this type of young man can be expected to rise rapidly through the ranks. Those particularly interested in motors and engines are also needed, as are all a few older men, experienced in the way of the sea.

Seek to Halt Terrorism Against Mexican Workers
PECOS, Tex. (UR) — Reeves County officers, farmers and civic leaders of this cotton center pledged today to halt an outbreak of terrorism against imported Mexican farm workers.
Sheriff Charles Fitzgerald announced last night that three teen-aged boys had been arrested and charged with armed robbery and assault after they admitted responsibility for the latest of a series of attacks on Mexican braceros in the sparsely populated Pecos area within 60 days.
Authorities said a special session of the Reeves County Grand Jury would be called next week to consider cases against the boys.
One of the youths was arrested by highway patrolmen at noon yesterday in Pecos. The sheriff said he admitted taking part in Tuesday's dawn beating and robbery of three Mexican farm workers, and told officers where the other two suspects could be found.
Jack Hawkins, civic leader and Pecos radio station manager, warned that "repetition of the incidents conceivably could result in the Pecos area being blacklisted by the Mexican government with the result that in the future no braceros would be available for harvesting cotton."

WASHINGTON (UP) — Assistant Agriculture Secretary J. Earl Coke today rejected a Democratic appeal to delay reorganization of the Agriculture Department until Congress reconvene.
He said the department is "fully authorized" to put the plan into effect without consulting the full Congress. Coke headed the committee that drew up the blueprint announced this week.
Two Democratic senators, Estes Kefauver of Tennessee, and Hubert H. Humphries of Minnesota, asked Secretary Extra T. Benson not to put the plan into effect until after Congress meets again in January. They said members of Congress should be given sufficient time to study the proposed drastic shake-up.
The plan calls for elimination of the Production and Marketing Administration which has come under GOP attack, creation of two new offices to absorb the bulk of PMA's functions and the abolition of seven regional Soil Conservation Service offices.
French Attack Reds In Indo-China
HANOI, Indo - China (UP) thousands of French and loyal Indo-Chinese troops slashed into Communist lines today in a land-sea attack patterned on Gen. Douglas MacArthur's famous "end run" at Lochon.
The offensive, biggest of the eight-year Indo-China war, was designed to annihilate Red troops concentrated south of this vital capital.
While strong French ground forces drove south on a 62-mile front, amphibious forces smashed ashore at Ninh Binh, 50 miles south of here, to cut the Communists off from reinforcements or retreat.
Front reports at noon today said the pincer attack is "proceeding as planned."
