MONTEREY (UP)—U. S. Sen. J. William Fulbright (D-Ak) believes the unification of Europe is necessary to remove the frictions that have caused two world wars. In an address last night to 2000 lawyers attending the annual State Bar meeting, Fulbright said the United States can serve as an example of the benefits that political unification can bring Europeans in their daily lives.

In an address last night to 2000 lawyers attending the annual State Bar meeting, Fulbright said the United States can serve as an example of the benefits that political unification can bring Europeans in their daily lives.

"The most effective way to demonstrate these benefits is to bring Europeans to the United States and let them see for themselves how the system operates and what it has actually produced" he said.
He urged the United States, as leader of the self-governing peoples of the world, to "take the initiative in the quest for a way to prevent a total atomic war."
"There must be some way for men to settle their differences by reason and law, rather than by atomic bombs," he said.

Fulbright, author of the act providing for exchange of students by the United States and other countries, said more than 11,000 persons from 29 countries have participated in the program since 1948.
Highlight of today's closing session will be an address by Asst. U. S. Atty. Gen. Stanley N. Barnes former Los Angeles judge.
The Conference of California Judges, meeting in conjunction with the State Bar convention, selected Superior Judge Ben V. Curler of Lassen County as president.
The Conference of Junior Bar Delegates chose Hart Spiegel of San Francisco as its president.
Educator Levels Blast at McCarthy
WASHINGTON (UP)—Harry F. Gideonse, a member of the American Council of Education, has charged that Sen. Joseph R. McCarthy (R-Wis) is "wholly irresponsible" and "blatantly demagogical."
He made the accusation at a council discussion of congressional investigations of Communists in education. The organisation is holding its 36th annual convention here.
Gideonse, president of Brooklyn College, said, however, that there is a "clear distinction" between McCarthy's Permanent Investigating Subcommittee and the senate Internal Security Subcommittee head by Sen. William E. Jenner, (Ind).

Murphy Named State GOP Head
SACRAMENTO (UP) —Actor George Murphy will be the new chairman of the Republican State Central Committee, Gov. Goodwin J. Knight's office said today.
Robert G. Alderman, Knight's executive secretary, said the actor had wired the governor that he would accept the job for a term which ends next August.
Alderman said Murphy was selected at a meeting last Tuesday between the new governor, Vice President Richard M. Nixon and U. S. Sen. William F. Knowland.
"A lot of names were discussed and finally Murphy was suggested," Alderman said. "Everyone seemed to think that was an excellent choice."
Murphy reportedly did not want to accept a full two-year term but was willing to serve out the remaining 11 months of the term of office now held by A. Ronald Button.
Button is scheduled to be elevated to the post of Republican national committee at a meeting of the GOP in Presno tomorrow. Button succeeds McIntyre Farles of Los Angeles as national committeeman. Farles resigned the post following his appointment by former Gov. Earl Warren to a Superior Court in Los Angeles.

SANTA ANA—Proposal to create a Small Estates District in the Orange Park Acres area will be considered by the Orange County Planning Commission at a public hearing at 2 p.m., Oct. 28, and two other requests for zone changes have been referred to the planning staff for study.
G. A. Krause and others have petitioned to have both sides of Harbor Blvd., extended as an MI (light industrial) district as far as Trask Ave. in the Newhope area and A. L. Dickenson seeks to change from R4 (suburban residential) to M1 on north side of Ocean Ave. between the Pacific Electric tracks and Fullerton Rd., La Habra area.

He said the Jenner investigation of teachers has been "helpful" because there appeared to be "nn other way of ferreting out evidence" in cases where "professors accept political discipline in matters of scholarship."
During the discussion, Hollis F. Price, president of Lemoyne, said he has "serious doubt as to the validity" of such investigations in Communism in educational institutions.
He said that "if efforts to expose Communist influence affected only those with Communist connections, we would have little fear" of the methods.
But, "there is some indication that the effect of some efforts to expose and root out Communist influence from institutional life has been to instill a sense of fear and caution in many people," he said.
