POW's Might Be Called Deserters WASHINGTON (UP) — The 23 American prisoners who have refused repatriation probably will be classed as deserters if they persist in not wanting to return to the United States, an Army spokesman said today. He emphasized, however, that the Army is making no "prejudgment" simply on the basis of Communist claims for the apparent enthusiasm for communism displayed by the men when turned over to neutral custody early today. The men, the spokesman said, will be given "every opportunity to change their minds" with a "full explanation of their rights and privileges" if they return to this country. If after talking to American representatives, the prisoners still refuse repatriation, then, the spokesman said, they will "probably be classified as deserters." The question of how to classify men not desiring repatriation has posed a ticklish question. The Army's problem is how not to condemn Americans who have done exactly what thousands of Communists have done with American encouragement. The maximum penalty for desertion is death, a penalty seldom imposed. Department predicted today. It said the 22 million bushel surplus will push grower prices "far below" last year's levels. "Depressed prices for potatoes are likely to continue in 1954," the department added. The 1953 potato crop is estimated at nearly 361 million bushels. The department said it "seems clear that the season average of prices received by farmers for the 1953 crop of potatoes for the country as a whole will average far below that received for the 1952 JOURNEY'S END — Pulling his red wagon, Dick Cook trundles along U. This was requested of City Council this week when application for change on Hemlock Place to Glenwood Place was also included. Streets in the area are in the former Art Shipkey property. It was pointed out that many of the streets in tract 1648 were the same names as those found in an adjoining tract 1356. The low price outlook is expected to bring renewed requests that potatoes again be made eligible for federal price supports. They have been ineligible since 1950.
