No Jump Seen in Interest Rates of Cal-Vet Loans
The three percent interest rate on homes and farms purchased by veterans under the State's "Cal-Vet" plan will remain in effect, it was announced today by Donald L. Warner, chairman of the California Veterans Board.
The Board, policy-making agency for the State Department of Veterans Affairs, re-established the rate at a regular meeting held in Los Angeles. It heard evidence from the Department and private auditors that the program could continue on a sound financial basis at the three percent rate, despite prevailing uptrends in real estate loan charges.
Under state law, Warner said,

the Board must review the Cal-Vet interest rate at least annually. It has authority to change the rate within a range of 2½ to 4 percent.
The three percent rate, one of the lowest known in long-term real estate purchases, has been maintained since 1946.
Had the interest rate been increased, it would have prolonged the repayment period for some 44,000 veterans who hold purchase contracts with the Department of Veterans Affairs.
The 30-year old Cal-Vet plan operates without cost to the State's electorate, who have repeatedly approved bond issues to continue the program. Both the bond obligations and administrative costs are discharged through the monthly installments paid by veteran contract holders.
Ball Road Annexation Challenged by Residents
owners yesterday challenged the City of Anaheim annexation of a 500-acre tract along Ball Rd. charging that the city council should not have issued and counted absentee ballots in deciding the election.
At the time of the vote, Aug. 11, the so-called Ball Road No. 2 annexation was turned down by vote of 43 in favor and 51 opposed.
However, on Aug. 24 the Anaheim City Council canvassed nine absentee ballots and declared that the final tally was 52 in favor and 51 opposed.
All those nine votes were improper, the petitioners charged in asking the court for a writ of review.

Costa Mesa City Hall To be Rented Building
COSTA MESA—First City Hall is the new City of Costa Mesa will be a rented building at 1998 Newport Blvd.
The structure, owned by G. Beach, will be rented for $80 per month and will become headquarters for the city government as soon as necessary remodeling is completed—chiefly by addition of counterparts and partitions for offices.
City Clerk Arlie Swartz now holds forth, along with City Manager George Coffey, in offices of Newport Heights Irrigation District of which Swartz is secretary.
Harbor Headquarters Landscaping Slated
NEWPORT BEACH — Landscaping of the $175,000 headquarters on the harbormaster and Coast Guard adjoining developments near Balboa Yacht Club, will be arranged so that Purchasing Agent Glad Bower can today.
She will contract for landscaping which she said will be for not more than $5000. Bids for the job were turned down by the board of supervisors because they were nearly double the $5000 tax limit set in the budget.
