Sales fell off by 150,000 shares from yesterday to a new low for more than two weeks. It was the third rise in a row and the smallest of the three. Prices opened irregularly higher, held in a narrow range for several hours, and finally managed to show small gains in all the averages. News that machine tool makers were receiving more orders helped several companies, notably Bullard which, at its high, was more than 2 points above the previous close. Three oil issues were strong. Texas Pacific Land Trust, Pacific Western Oil and Barber Oil each was up a point or more. Lee rose a point in the tires. Luken gained nearly 2 points in a firm steel department. Denver & Rio Grande, up to a point, featured the rails. Zenith featured the TV group in strength. Studebaker continued to ride near the top of the active list and it rose a trifle. Tuesday afternoon, and the lowest proved almost $50,000 below engineering estimates to the surprise of engineers and the county fathers. The Monrovia firm of Dimmitt and Taylor asked $156,765.93 to do the job, calling for building a storm drain for surface runoff control from Hoover St., Westminster, to Sunset Beach tideflats, a distance of 5-1-2 miles. It will be an earthen-banked ditch of varying sizes. Flood Control Engineer P. H. Budd said that the ditch is designed to carry maximum flow of 500 second feet of runoff. Plans call for its eventual extension to handle surface runoff from as far as Garden Grove. His estimate for the job was $205,000, to which would be added $30,782.85 for engineering and contingencies. Second lowest bidder asked $178.025 for the job. Highest bidder asked $229,895.75. Budd will make his recommendation to the supervisors Sept. 29, when a work award is scheduled to be let. 23 American POWs Refuse Return to U. S. Subdividers Appeal Ban on Septic Tanks SANTA ANA — Two real estate subdividers today had appealed ruling of the Orange County Board of Supervisors that all tracts must be supplied with sewer lines—instead of septic tanks and cesspools which have been approved in many cases. Bert Huff of Santa Ana and Jack Raub of Tustin became the first voiced by Communist propagandists throughout the world. They said they loved "our country and our people" but never would return "while the voices that shouted the loudest and get the most publicity are those of (Sen. Joseph R.) Bert Huff of Santa Ana and Jack Raub of Tustin became the first two to file appeals from the supervisorial edict, and their objections were set down for supervisorial review Oct. 6. Both tracts involved are in North Tustin area where there are no sewer lines closer than three miles. Huff said that he plans a 10-acre, 30-lot tract for residential development at northwest corner of Fairhaven Ave. and Barrett Lane, Panorama Heights area in North Tustin, and he said that he cannot afford to lay three miles of disposal line to hook into a sewer main. Raub said he plans a 17.6-acre, 60-lot tract at Holt Ave. and Warren Ave., also in North Tustin, and is almost as far away from a sewer line. girl, 7 pounds, 13 ounces, Sept. 22.
