Admit Fraud in Unemployment Insurance Pay BAORAMENTO (R) — Two members of an Assembly investigating committee agreed yesterday there has been "considerable fraud" in payment of unemployment insurance but they said the public should not "jump to conclusions" on the basis of small random samples used as test cases. Assemblyman Gordon A. Fleury (R)-Sacramento, chairman of the committee, and Assemblyman Julian Beck (I) San Fernando, both conceded that chiselers had been milking the unemployment insurance fund of millions of dollars by making false claims. "There's no question there has been quite a lot of fraud," said Beck. "But a sampling of only 100 cases and 130 cases out of a total of 70,000 cases leaves a wide margin of error." Toe Small a Sample "I don't think we ought to jump at a conclusion on just a 10 case sample for a 13-week period," Fleury agreed. As a result, the committee asked the Department of Employment to increase its sampling procedure, possibly to 28 cases a week for the rest of the year. Testimony by department officials showed that in the first 100 cases investigated 23 were classed as "fraud or preventable." In a 130-case sampling taken at a later date, 41 were listed as fraudulent or preventable. That testimony caused Assemblyman Harold K. Levering (R) Los Angeles, also a committee member, to say that if the sampling is correct "the state has been chiseled out of $392,672,438 by chiselers, drunks was begun even before Knight closed his political intentions. Need More Cases George Roche, chief statistician for the department, told the committee today that from a statistician's sandpoint "we certainly would desire to have more cases." "We could give the committee a more confident conclusion on 20 cases a week and would be very much more certain if we sampled 50 cases a week," he said. He pointed out that in the last sample of 10 cases a week for 13 week's department fraud investigators found in one week 9 out of 10 cases were fraudulent and in another week 8 out of 10 were "foul balls." That was a statistical freak" he said.
