GIRL HELD FOR KILLING 2 BABIES
WOODMONT, Md., March 27—Elizabeth King, 18, was arrested today on charges of murdering two infants whose bodies were found hidden here last night.
One body as a year old, and the other, about two weeks, police said.
Under grueling examination, Miss King admitted to police that the babies had been born to her.
In Rookville jail, young girl confessed she snothered a baby girl to death a few hours after it was born a year ago and that two weeks ago, then a baby boy was born to her, she also smothered and hid body. Two charges of murder were placed against her and she is held without bond.
At first, unwed mother contended infants were born dead, but later broke down and sobbed out her story.
"Yes, I smothered them both," she told John Garrett, states attorney.
"I pressed the bed clothing over mouth and nose of eck and held them there until babies stopped breathing."
The curiosity of small boy son of Mrs. Annie Gray, first cousin to Miss King, led to discovery of bodies. Detecting bad odor coming from King cottage, he started search which led him to attic. There he found body of one baby wrapped in old paper and rags.
He took body home and sent back tax surplus?
SACRAMENTO, March 27—With backers of three-cent gas tax bill apparently doubtful of ability to secure favorable vote on measure as result of yesterday's developments, a movement was reported under way in legislature today to have funds for state highway work coming biennium appropriated out of surplus in state treasury.
Surplus funds which have piled up in treasury as a result of capitulation of railroads in fight against King tax bill, are variously estimated at from $25,000,000 to $26,000,000. Estimates of highway engineers and Governor Richardson's special road investigating committee call for $10,000,00 per year for new construction or total of appropriation of $20,000,000.
While Gov. Richardson is said to be strongly opposed to using surplus monies for highway work sponsors of gas tax charge statement yesterday denouncing plans to budget highway commission was largely responsible for placing increased gasoline levy in doubtful column. The governor's attitude is also held by legislators to have caused Sen. Breed's "change of heart"; and his stand against budgeting road board.
Reiterating claim he had bloc of 27 senators backing him in agreement not to support gas tax bill unless highway commission consents to budget, Sen. J. M. Inman declared today "if gasoline tax meets defeat it should be charged to Gov. Richardson who has refused to sanction accounting of commission's proposed expenditures."
In introducing the amendment, Sen. Breed declared his measure was a result of "the spectacle of uncontrolled raising and lowering of prices and interfering with logi-timate legislation."
Breed said:
"Since the attack of the oil companies upon my proposed one cent increase on gasoline, I have been literally swamped with letters and telegrams from all over California and even from other countries."

In introducing the amendment, Sen. Breed declared his measure was a result of "the spectacle of uncontrolled raising and lowering of prices and interfering with legitimate legislation."
Breed said:
"Since the attack of the oil companies upon my proposed one cent increase on gasoline, I have been literally swamped with letters and telegrams from all over California and even from other states. I have arrived at the definite opinion that the oil industry should be declared a public utility and should be regulated by the railroad commission. We regulate railroads, gas companies and power companies—why should we not regulate the price of 'liquid power.' Gasoline is as much a necessity as electricity or any other form of power."
"A committee hearing upon this constitutional amendment will be held the middle of next week."
"Undoubtedly this amendment will be bitterly fought by the oil lobby as they have fought the gasoline tax bill, but that should not and will not deter us doing our plain duty as we see it."
SACRAMENTO, March 27. — The bitter fight waged against three-cent gasoline tax by oil companies today resulted in Sen. Arthur H. Breed, sponsor of the increased gas levy, introducing a constitutional amendment in the senate which would declare the oil and gasoline companies public utilities, subject to regulation! The state railroad commission.

To secure permits from the department of the intror it is charged, Sen. Wheeler after his election, was to use his influence as a senator upon the department.
Booth, while solicitor of the department and afterward special assistant to the attorney general, was to use his influence without disclosing his personal interest in the matter, it is charged.
To insure the success of the alleged conspiracy the indictment set forth, the accused were to promise and offer French M. Goodwin, then assistant secretary of the interior department an interest in the lands covered by the agreement to influence his action in approving the permits.
Twenty-four alleged overt acts were set forth in the indictment. Under federal statutes it is unlawful for a member of congress to practice before governmental departments.
Wheeler has maintained that he held conferences in the interior department regards Campbell's oil permits but did this before he took office as a senator. He was representing Campbell as an attorney for a $10,000 fee he said.
After Wheeler's Montana indictment special senate committees headed by Sen. Borah, Ida., investigated his case and in a report completely exonerated Wheeler from all charges of selling official influence. The report, attacking the department of justice and charging a "frame up" was adopted by the senate by an overwhelming vote.
