MAY SEIZE RUM SHIPS ANYWHERE SAN FRANCISCO, Jan. 6—Counsel for the seized Canadian rum runner Quadra, owned by the Consolidated Exporters, Ltd., of Vancouver, B.C., were today considering the next step to be taken in connection with their efforts to have the ship released following the sweeping decision handed down here yesterday by U.S. District Judge John S. Partridge, holding that American prohibition officers have the right to apprehend suspected rum runners whenever and wherever found off the American coast, regardless of whether they are within or outside of the 12-mile Canadian treaty limits. "Any nation," Judge Partridge held, "has the right to protect its coasts from the activities of a foreign vessel complying to aid its citizens in the violation of the law." The "three-mile" or "12-mile" limit, he contended, were arrangements of earlier days, based mainly upon conditions in the narrow English channel and with a bearing upon a vast body of water like the Atlantic of the Pacific. The opinion was handed down in denial of a motion "to exclude and surpress evidence" in the case of the Quadra captured off the Parallone islands, outside the Golden Gate by the coast guard cutter Shawnee. Counsel for the Quadra contended that the vessel was outside of the jurisdiction of American officers at the time of her seizure. In his opinion, Judge Partridge found: 1—The seizure of the vessel was not in contravention of the law of nations, out in strict accord with the treaty with Great Britain. 2—Her officers and crew were apprehended in the violation of the laws of the United States. 3—Being so engaged the court of the district into which they BUENA PARK BUENA PARK, Jan. 6. (Spl.)—The year 1924 has been one of progress for Buena Park. The new school building was completed and dedicated. Grand-ave has been widened and the paving nearly completed. H. E. Warren has rebuilt and remodeled two store buildings, Schumacher, Trapp & Golden have completed a large seven-room store building with apartments and office room above. Two store buildings have been built in the newly opened Homewood Tract as well as a number of residences. The sanitarium in the Mennes Tract was completed, Mission Garden Tract was opened and seven beautiful houses built there. A number of residences have been built in other parts of town. Every street shows some improvement. Mrs. John Page and daughter Helen were Los Angeles shoppers Monday. Mr. and Mrs. Cocil Tozler were the guests of her parents, Dr. and Mrs. J. R. Schofield Sunday. Mrs. Claude Stanford of Taft is visiting Mr. and Mrs. A. E. Stanford. A number of our people attended the funeral of Mrs. F. H. Bezoña at Fullerton Tuesday foroonon. They report a very large attendance from Fullerton and beautiful flowers. Miss Garnet Deets has entered the Fullerton Trilune contest. Mr. and Mrs. Dan Brosnam went to San Fernando Tuesday, Mr. Brosnam's father returned with them. Mr. and Mrs. A. C. Reed returned Sunday from a two weeks motor trip and visit at Berkeley. They were accompanied by Mr. and Mrs. Fred Reed of Redlands. Mrs. Olson of Long Beach visited her sister, Mrs. Dick Nelson, Monday. Mr. and Mrs. M. S. Wygal and children were invited to Ms. and ASSEMBLY HOLDS SHORT SESSION SACRAMENTO, Jan. 6—With the main business of organization of the two houses disposed off thru yesterday's election of officers, the legislature held a much abbreviated session today, waiting for the president officers to make their committee appointments. Until this has been accepted not even routine business will be attempted. Tomorrow Governor Friend W. Richardson will submit his byennial message to the lions, which will be read both houses by the clerks. Advices from the executive offices are to be the effect that this will be one of the longer subernational messages of record in California. There is some speculation as to how far the governor may go in this state document in laying his political opponents for the opposition they have given and in carrying out some of his policies. Yesterday's battles over the speakership in this assembly and the president pro tem of the senate have left a few wounds that may require a little time to heal Among the anti-administration forces there is considerable recrimination with charges flying back and forth. Miss Leona Hilgenfeld entertained the Alcyonian Society of class of 1923 Tuesday evening. A pleasant time was had recalling old times and ice cream and cake were served. One of the guests, Miss Nellie Shepherd of Yorba Linda was an over night guest of Miss Hilgenfeld. Mr. and Mrs. Heaton of Ventura former residents of Buena Park were in town Wednesday. Rev. S. F. Hilgenfeld assisted at the funeral of Mrs. P. F. Bezona at Fullerton Tuesday. Miss Nellie Rumsey of Fullerton was a caller at the Hilgenfeld home Tuesday afternoon. Mrs. Ella Langford and son of Huntington Beach visited Mrs. Anna Gross, Monday. The girls of the Golden Rule class and their teacher, Mrs. G. S. Davis entertained the girls of Mrs. J. E. Wright's class Teusday evening at Community hall. Only officers and sailors regularly on duty will be allowed to witness the sinking. S. F. PIONEER DIES SAN FRANCISCO, Jan. 6. Friends today were mourning the passing of Mrs. Russell J. Wilson, widely known San Francisco social leader and pioneer, who died at her home here late yesterday after a brief illness. She was the wife of the late Russell J. Wilson, himself a pioneer and a prominent California attorney. Grim spoke on kindness, giving several instances. The local club has received an invitation to attend the luncheon next Friday at the Blitmore Hotel, Los Angeles, under the auspices of the club there. Wilson, widely known San Francisco social leader and pioneer, who died at her home here late yesterday after a brief illness. She was the wife of the late Russell J. Wilson, himself a pioneer and a prominent California attorney. Mrs. Wilson was the daughter of James King of William, one of the most picturesque characters of the gold rush days in California and founder of the San Francisco "Bulletin." She is survived by two daughters, Mrs. Orlew C. Pratt and Mrs. Geo. Cadwallader, and a sister, Mrs. S. F. Dutton. Mr. and Mrs. C. R. McClure entertained with a big turkey, dinner Thursday.
