Nevertheless, however, it is the dry issue that is going to determine who is to be elected speaker of the assembly at the ophing session of the with legislature today. That issue has forced the retirement of Albert O. Rosenshine of San Francisco as a candidate for the speakership, sacrificing personal ambitions as a matter of progressive harmony, and the substitution of Assemblyman Isaac Jones of San Bernardo as the candidate of the Progressives. Rosenshine announced today that he would himself nominate Jones, a dry, against Assemblyman Frank P. Merriam or Long Desen, Governor Richardson's candidate, for presiding officer of the assembly. The Progressives assert that Jones' election is certain and that it is accomplished it will be as much a deterrent of the administration as would the election or Rosenshine since it would clinch control of the legislature by the Progressives. Assemblyman T. M. Wright of Santa Clara, and the small rock of dry votes for which he is the bell wether, are responsible for the switch in the plans of the Progressives. Though classed as Progressives and definitely opposed to the policies of Richardson, the Wright following declined to support Rosenshine—"a San Francisco wet." That meant a division of the Progressive vote and the election of Merriam unless a compromise candidate could be agreed upon. Following Wright's arrival in Sacramento, a caucus of the Progressives was held late last night and Jones was selected as the "compromise" at Rosenshine's suggestion. There is not the slightest likelihood that the present legislature is going to take any stand, one way or the other, no far as present prohibition enforcement or the eighteenth amendment are concerned. But the ancient antagonisms, holding over from the days when national prohibition was being promoted, prevented the coalition of a majority in support of Rosenshine. The anti-airon leaguers and others of the dry persuasion, conspicuously among them Franklin Heshborn, who was formerly campaign manager for the prohibitionists—have been actively at work for months to keep Wright and the handful of confirmed dry members away from the Rosenshine camp. It had been represented to them that it would be politically fatal in their home districts for Wrigley and others to support a "wet" for speaker. The San Francisco delegation, backing Rosenshine, countered by recalling a precedent. San Francisco wet assembly men a few sessions ago when "wet or dry" was still a live issue, voted for Henry W. Wright for speaker as a Progressive, though he was no less dry than T. M. Wright himself and no San Francisco legislator was politically decapitated for punishment in consequence. But it did not avail. The drys stood firm against Rosenshine. The Progressives appear to believe that they can hold their "wet" strength for Jones along with the drys and that he will coover by 42 or 43 votes, the necessary majority being 41. The administration forces assert that the last minute switch has strengthened Merriam's chances. The final tale will be told on the roll call, which comes this afternoon. PLEA FOR PRIVATE MERCHANT MARINE MADE BY ADMIRALTY LAWYER A plea for the establishment of a permanent merchant marine in foreign trade under private ownership and a warning that the present service will entirely disappear if the United States government undertakes to own and operate ships was made recently by Ira A. Campbell, admiralty lawyer. "Until the politicians, and by that I mean those who think in terms of politics and not of business, awaken to the fact that American shipping cannot be successfully sovietized and realize that if there is to be permanency in its maintenance of growth, it must come thru the individual initiative of the American business man and not thru Government ownership and operation, we are doomed to failure on the seas in foreign trade," said Mr. Campbell, Government Ownership. There continues to be a concerted effort to involve the government in permanent ownership and operation. "For example take the new designations of operators of the government shins. With but few exceptions, excluding the passenger service to South America and the Orient, the operators of the government ship are not the owners of shins. "Only recently the fact that a prominent shipping man, amply financed, seeking to retain one of the Government services he had built up, was planning to purchase from the board in the near future the necessary tonnage to maintain the service apparently made no appeal to the dominant commissioners in the assignment of the service for Government operation. Notwithstanding negotiations had already been initiated with Admiral Palmer for the purchase of ships, this man's connections with the service were peremptorily ended, after a hearing that was a mere face. "No progress can be made towards inducing the American business man to put his money into ships in foreign trade unless and until this menace of Government ownership is ended. But how can this attempt to involve the Government permanently in the shipping business be stopped? By a block from city hall: will finance and build your house and pay you rent yourself. P782-W." VICE-ADMIRAL SIR OSMOND DE BROCK According to word from thorontastic sources in Louis Vice-Admiral Sir Osmond Beauvall-Brock, R.N., commeriser-in-chief of the Mediterranean station, will be named to succeed Admiral Beauty as First Lord Admiralty upon the latter's resignation at the end of the year. Vice-Admiral Brock has been the Mediterranean post for last two years. He was appointed a Lord Commissioner of Admiralty in 1919, which posited he held for two years. During the war he was a prominenture in the naval engagementments in the North Sea and in 1918 in battle of Juttland Bank. In 1910 Brock was made assistant Director of Naval Mobilization, in 1913 he became a de-camp to His Majesty and in 1915 he was advanced to rank of Admiral. In addition to being a memoir of the Royal Navy, Brock enjoythe distinction of being a companion of the Bath, a night mander of the Bath, a Companion of St. Michael and St. George Knight Commander of St.Michael and St. George and a Knight Commander of the Royal Victor Order.
