PUBLICITY FOR LICENSE TO MARRY
Getting married may be made more difficult in California.
But not annoyingly so for those who are proceeding lawfully and properly. Various juvenile welfare agencies in Los Angeles and other parts of the state are formulating proposed legislation which will be asked of the Legislature at the forthcoming session. Among the requirements which are suggested are: Publication in a newspaper of general circulation of all applications for marriage licenses two weeks before license is issued; those intending to marry will be required to maintain a residence of thirty days in the county in which they apply for a license. Restrictions of this nature are put forward as the most positive means of preventing the increasing number of runaway child marriages, undesirable elopements and bigamous marriages.
The police juvenile bureau in Los Angeles has dealt with at least a dozen cases recently in which girls of 14 and 15 have run away with older men and married them. This evil can not be coped with under state laws as they stand. There is need of special legislation to cover this and other forms of abuse of the marriage relation.
The suggested legislation should be wholesome in effect. There is need of reform along these lines. The number of unhappy marriages and blasted lives might be reduced under the workings of a reformative law of the nature suggested.
Slandering a state or section, with deliberate intent to injure such state or section, should be made illegal and a punishable offense.

CHILDREN'S DIET
When it is necessary to wean the child from the mother's milk, the best substitute is raw cow's milk. A child of ten months, when he is being weaned, should be given from five to eight ounces of cow's milk every four hours. Each feeding of milk should be preceded by one or two teaspoonfuls of sweet orange juice. Start out by giving baby five ounces of milk and gradually increase to eight ounces, stopping only when the child shows it is getting too much by having some of the curd come up in its mouth.
Follow this up by four feedings a day of from twenty to thirty-two ounces of milk in addition to the orange juice used. If constipation exists, try increasing the orange juice to three or four teaspoonsful before each feeding. If this does not bring about the desired results, reduce the orange juice to one or two teaspoonfuls as before, and add one teaspoonful of milk of magnesia to each quart of milk, shaking the magnesia up in the bottle each time before pouring into the nursing bottle.
Sometimes you will find that a child of ten months cannot take enough milk at a time to get a sufficient quantity in four feedings. If this is the case, give the feedings every three hours, using only four or five ounces at a time. Under no circumstances should any other food be added to the milk, and never dilute with water. This milk diet may be continued until the child is about two years of age. If any other food is added before that age is reached, it should be only cooked non-starchy vegetables. Small portions of meat or starchy food given to a child who is using milk will often bring about serious digestive trouble.
