MAY OPPOSE NEW ROADS FOR WHILE SACRAMENTO, Dec. 5.—In a statement intimating that he might recommend a discontinuance of all new road con struction for two years "so as to let the continued agitation for pork barrel roads die out." Gov. Friend W. Richardson today declared he had not adopted definitely any highway program and was not committed to any means of financing new construction work. There are two courses open, asserted the governor. One is to halt construction for the coming two years, and the other would be to raise money by an ad valorem tax, a bond issue, a gas tax or some other means, to finance new work. The governor added that "it is my purpose to heed the will of the people." PERU DISPATCHES DENY DISCONTENT BUENOS AIRES, Dec. 5.—Dispatches from Peru today denied that discontent there had flared up in a general outbreak with many killed and wounded. Two extremists were expelled in the last month and the government admits that opposition feeling has attained noticeable strength but declares that it not approached the revolutionary stage messages said. 6 and 8 key Planos.
