PAGE FOUR KIWANIANS TOLD THRILLS OF AIR Easily the most thrilling talk of the year was heard yesterday by Kiwahiars at their weekly luncheon, when Col. R. S. Hartz of the U. S. aviation service, related some of his experiences. Col. Hartz was one of the pilots who made the trip around the rim of the Unified States in 1919 and had a narrow escape when he was forced to jump with a parachute. The address traced the history of aviation from ancient times to the present day. Old Egyptian drawings showed that at least the idea of flying existed thousands of years ago. Roman mythology provide the same thing. Flying machines or at least gliders were then conceived of. The first actual flight, however, took place on Dec. 13, 1903, Wilbur and Orville Wright making it. Col. Hartz illustrated the opposition progress in flying had had to meet with Benjamin Franklin once declared that travel in a train at 20 miles an hour would be impossible, because the passengers would lose their breaths. Statements about the difficulty of flying thru the air were similar. The U. S. Army bought its first plane in 1912. Much of the unpopularity of flying in some quarters was due, said the speaker, to the fact that misfortunes received wide publicity, while the thousands of safe flights, unless there was something unusual about them, were never mentioned in the press. So far this year 15,000 people have traveled safely by plane between London and Paris and there hasn't been a single tragedy, and the 47 U. S. Taking to a parachute is something that everybody learns with difficulty. If there is a cloud below, concealing the depth of the descent, the novice doesn't heed it so much. But to look down many thousands of feet and then jump off into a parachute is something that goes against most people's grain. One has to learn how, also, because unless one jumps far from the plane he may be caught in the vacuum which the plane creates or hit by the propeller or rear end. There is an organization known as the Caterpillar Club consisting of seven men, of whom he is one, who have been forced to take to the parachute to save their lives. He himself saw his plane strike and burst into flames and he landed near it. As he approached the ground he called out a warning to two negroes, who fled for their lives, evidently thinking he was a ghost. The Hi School football team was present with Coach A. E. Fitzgerriis. The latter made a short speech, in which he thanked Klwans for the invitation. The annual election will take place at the next meeting. LAYS LAW DOWN IN SUPREME COURT WASHINGTON, Dec. 3.—The United States Supreme Court, which has laid down the law to a thousand and one individuals and organizations and told congress that some of its work was unconstitutional, has at last been told what it can and cannot do. The sting of the "iron hand" was registered against the high court by Comptroller General McCarl, who has done battle consistently with virtually all government departments since he took office in 1921. Under a law passed in 1906 the Postmaster General is empowered to buy envelopes for all government departments, under contract by buying in quantities the government saves a great deal of money. Not being a government department, the court considered that it was immune from the envelope buying restriction. But there is a joker in the law. Appropriations for the court come under the Department of Justice, which is subject to the "envelope act." McCarl ruled that the court must have its envelopes ordered by the Postmaster General just like all other governmental agencies. The Department of Justice asked McCarl for another ruling, but he repeated his original decision, and thus reversed the highest court of the land. U. S. CHAMBER OF COMMERCE MEETS George A.
