Joplin's office, Charles B. Wheatley, well known Santa Ana news-paperman, is under arrest. He has retained Clyde Bishop as his attorney. The arrest was made by F. G. Yoder, motorcycle officer. The county warrant was presented in January, 1923, soon after supervisors had issued a warrant to E. I. Crook of Los Angeles in payment for implements. On Jan. 8, a man told County Auditor Jerome that one M. E. Metcalf would present the warrant the next morning. That morning a man who said he was Crook, told Miss Joplin, deputy county treasurer, to direct Metcalf, when he called, to Los Angeles instead of going to San Diego. When the warrant was presented, however, Miss Joplin noticed that the moustache the man wore was false, because some of the gum showed beyond the hair. He also wore goggles. She asked him to identify himself and he said he would go to the County Auditor's office. Instead of that he slipped out of the building. Wheatley was suspected a day or two after the event. Crook declared he had never seen the warrant nor had it in his office. Washington led all western states in final divorces granted in 1923, a preliminary report by the department of commerce revealed today. Washington's total, 1337, was more than twice the number granted in California and Oregon combined. A change in the Washington divorce law in 1921 caused a marked decrease in divorces in 1922, with the result that the year following the courts were jammed with numerous divorces held over from the preceding years, the report stated. More than 3500 divorces in all were granted Washingtonians in 1923 as compared with 2182 in 1922. California recorded a slight increase with 9381 divorces as compared with 9227 the previous year and Oregon maintained about the same average in proportion to population with 2891 marriages cancelled against 2522 in 1922. California led all coast states in marriages with 55,190 as against 47,477 the previous year. Washington being next with 17,704, a slight increase and Oregon trailed with 6538. COUNT DOES NOT SAIL FOR AMERICA PARIS, Nov. 12. — Whatever turn has come in the romance of Count Ludwig Salm von Hoogstraaten, who is here in Paris, and Countess Salm, the former Millicent Rogers, who is in New York with their infant son, the count did not sail today on the Homeric to join his bride. Officials of the White Star line flatly denied reports that Salm was speeding the reconellation he says is sure to come by speeding to America himself. MOVE VIGOROUSLY AGAINST RADICALS PARIS, Nov. 12. —Vigorous measures against radicals today marked the crusade of the Spanish directory against the revolutionary movement, according to meagre advises reaching here from Madrid. A rigid censorship still permits only scraps of information as to the real situation to leave Spain. Eighty militant extremists were arrested in Madrid, according to a dispatch to the Journal. The police raided radical strongholds in the province of Cataluna, but would make public nothing of the results except that the raids were "successful." Fourteen of the Vera radicals facing trial before a military tribunal have been placed in the dungeon of Alfonso Doces castle for safe keeping. In an official communique the directory announced that the demobilization of the military class of 1921 due Nov. 1, had been postponed because of the emergency, and the class of 1925 will be called to the colors immediately. The need of troops on the Moroccan battlefields and to suppress uprisings at home was given as the reason for the emergency order.
