ATTACKS MELLON ON TAX RETURNS ABOARD LA FOLLETTE SPECIAL EN ROUTE TO BOSTON, Oct. 30—Traveling thru the heart of New England, regarded normally as a Republican stronghold, Mr. Robert M. La Follette relied today his assault upon the colldge administration "for seek to block newspaper publication of income tax returns." It was principally at Secretary of the Treasury Mellon, and Atty. Stone that the independent presidential candidate directed his attack. Newspaper publication of tax lists, La Follette reiterated, was intended specially by congress in enacting the present revenue bill. La Follette denounced Mellon's "personal opinion that publication of returns was contrary to the will of congress and illegal" and recalled the secretary's controversy with Sen. Couzens, Rep. of Mich., over income tax rates while the revenue bill was before senate. Mellon held that high surtax rates would result in a great loss in federal revenues by driving productive capital into tax exempt securities. Couzens contradicted this contention in several letters to Mellon. "Secretary Mellon showed no tender concern for the secrecy of income tax return when during his controversy with Sen. Couzens himself made public the sources and amount of Couzen's personal income, a thing specifically forbidden by the law, except as authorized by the president," said La Follette. "I would like to ask now, did President Coolidge authorize the publication of Sen. Couzens' income?" TORIES MAKE SWEEP IN BRITISH ELECTION (Continued From Page One) LONDON, Oct. 30—Tory gains continued to mount up as more than half of the 515 constituencies reported shortly after noon today. At that time the Tories had won 129 seats, Laborites 85, Liberals 30 and others 8. LONDON, Oct. 30—England's conservative party, leader in the first returns from the parliamentary election, continued to gain as additional constituencies reported today, promising the return of a Tory majority and the overthrow of Premier MacDonald's Labor cabinet. The Conservatives carried 165 seats in the early returns, a gain of 58 seats, with losses in but seven constituencies. The Laborites carried 73, a net loss of 15 and the Liberals had carried but 25, a loss of 36 seats. Premier MacDonald was returned to commons by a majority of 2100, it was learned this afternoon. The issue had been in doubt because of the tardiness of th returns from MacDonald's constituency. Winston Churchill, former colonial secretary who was defeated in the past two elections, was elected on the Tory ballot in the Epping district, his majority being 9763. Former Premier David Lloyd George, Liberal, was re-elected in the Carnarvon Wales district with a majority of 12,657. Frank Hodges, of the board of admiralty, was defeated by R. R. Wilson, a Tory, in the Litchfield constituency. Wilson's majority was 2,078. Mrs. Wintringham had sat in the last two sessions of commons. Tory headquarters only; this afternoon predicted the party would have 660 seats in the next parliament and announced its tentative selections for the Tory cabinet. They were: Stanley Baldwin, prime minister; Neville Chamberlain, chancellor of the exchequer; Lord Birkenhead, foreign secretary; Winston Churchill, secretary of the colonies; Austen Chamberlain would also be a member of the cabinet, it was predicted. With three-fifths of the constituencies still unreported, the return to power of the Tories seems most likely as the result of their gains, largely at the expense of the Liberals. The Laborite party controls the last parliament thru the tactic consent of the Liberals, probably will be the chief opposition in the next session, with but slightly reduced strength and with the Liberals the minority party. Labor lost a number of seats in the Tory victory, altho the Liberal sweeps was much greater.
