DOUGLAS CONCERN HIGHLY GRATIFIED WASHINGTON, Oct. 29. — Representatives of the Douglas Fir Exploitation and Export Co. and the 107 defendants in the complaint brought by the federal trade commission of unfair methods of competition in the lumber industry today expressed themselves as "gratified" over the dismissing "without prejudice" by the commission of the charges. "We are naturally very much gratified at the decision of the federal trade commission, yet we do not see how they could have reached any other conclusion from the facts," said Atty. J. B. Carter, who was associated with Louis Pitus and Joseph N. Teal in the defense. Both sides were agreed today that there will be no noticeable stimulation of the lumber export industry on the Pacific Coast as a result of the decision because no clear cut issue was decided. The dissenting opinion of Chairman Hunton Thompson intimated strongly his belief that the defendants were violating provisions of the Sherman anti-trust law. The brief for the defendants in the long drawn out case revealed that the charges originated in a fight for control of the profitable China export lumber trade, between members of the so-called "independent" lumber groups and the Douglas Fir organization which controls more than 85 per cent of the mills on the coast. This is one of several things said by Secretary of Commerce Herbert Hoover in an address before the American Dairy Federation recently, to which packing house managers here are pointing as an admirable text for orange growers. Among the advantages of cooperation emphasized by Hoover are: Power to mobilize economies in distribution which are not open to its competitors and equal skill in administration. The whole problem of improved marketing is elimination of waste material and motions between producer and consumer; wastes include unnecessary number of purchase and sale transactions, transportation of unsalable and inferior products, uncontrolled distribution by which giants and families succeed each other with consequent price fluctuations and cost of speculation and hazards in distribution. In 1922 the government paid more than $10,000,000 for deterioration and losses and freight rates had to meet this loss. Commission men should be mobilized at terminals to avoid the wastes mentioned. PLAN DAIRY DAY AT WESTMINSTER The first annual dairy day will be held in Westminster, under the auspices of the Westminster Farm Center, Saturday, November 15, at the Johnston-Kuffel ranch-one-half mile east of the town.The celebration will start at 10 o'clock in the morning with a program of interest to the dairy itself in a few years. The conditions are different in this county than elsewhere and it may be shown that the scrub bull is not a menace in this county. The general public will be invited to the dairy day celebration. The dairymen hope to impress the public with the fact that this is an industry conducted by "white" men who have invested time and money in an effort to provide a food for local consumption. Traffic in the Sabine-Noche canal in Texas was broken for three weeks by the sinking of an Italian motorship in the channel, the delay to shipping causing losses estimated at a million dollars. This letter declared that unless an organization gave them 85 per cent of its business, they would not sell to it for export purposes. Letter "67" was withdrawn before the complaint was filed, however, the records revealed. Defense of the Douglas Fir interests was based on provisions of the Webb-Pomerene act of 1918, which permits organizations to band together in the export business without coming under the restrictions imposed by the Sherman anti-trust law. The entire case can be brot up again by the commission, according to Chairman Thompson, should investigation reveal that the Douglas Fir organization has committed breaches of the law. C. V. Pistol toting, laxity of criminal procedure and too much liberalism on granting paroles and pardons will continue to contribute to this gruesome result. Free distribution of fifty million trees and shrubs to prairie farmers by the Canadian government during the past few years has proven to be a far-sighted and beneficial public policy. This sort of paternalism accomplishes great good, without giving much opportunity for dishonesty. Some sections are now witnessing a three-cornered foul between prohibition officers, bootleggers and highjackers. The high-jacker holds up and robs the bootlegger and the enforcement officers are after both. Several innocent citizens have been shot recently by being mistaken for one of the others. All of them are entirely too handy with their pistols.
