Among the difficulties to be encountered, he says, is one to be found in Germany's fiscal situation inasmuch as "the Dawes report will produce a lasting debilitation of the German budget. A whole series of resources (railway urplus, customs, alcohol, tobacco, beer and sugar excise, etc.) are diverted from the budget for reparations purposes."
Hence, he continues, the German nation confronts the necessity of retrenching sharply, or finding new sources of revenue. Foreign capital, he points out, will be necessary as Germany has little money of her own. It is interesting to note that, of the 20,000,000 gold marks in the savings banks of Germany before the war not one twentieth new ex-works, he says. "Consequently, the German budget possesses no means of supplying any deficits in the issue of home loans."
Through exporting more than five imports, the allied nations expect Germany to set up a surplus with which to carry on payment of reparations. This point is considered by Dr. Schacht, who says: Industrial Co-operation Needed.
"I believe that here quite new problems are presented to European economy—problems which present the necessity for very much closer co-operation among the industrial enterprises of the manufacturing countries. The general economic reconstruction which the Dawes report seeks to stabilize must be followed by special arrangements between the international industrial groups in order to prevent senseless undercutting and rulous close bargaining, and, for my part, I believe it be quite feasible." This says, is because of the large markets as yet barely tapped, such as China and Russia.
"I should consider it merely a continuation of the European self-destruction begun by the war," he says. "If the countries closely interested did not come to mutual arrangements in regard to supplying of such markets."
