CLAIMS WALL-ST. NOW IN CONTROL PEORIA, Ill., Oct. 22—Urging American labor to elect the Progressive ticket "in order to receive a fair deal from the government." Sen. Robert M. LaFollette, independent presidential candidate, came up to Peoria today to wind up his short speaking campaign in Illinois. If elected, LaFollette promised he would smash "the economic heirarchy which now runs the government." He repeated his charges that both old line parties "are dominated by Wall Street" and said that even now the government is waging a "bloodless but devastating war on its own people." "The latest act of this war on America," LaFollette said, "is the colossal slush fund which is being raised by the Republican and Democratic parties to corrupt the American electorate. It is planned to buy the election. It makes little difference to Wall Street which of the nominees of the two old parties is elected." The progressive party, LaFollette will turn eastward, stopping for an address at Grand Rapids, Mich., tomorrow night before carrying his campaign to New York state for the second time on this swift moving speaking trip. After closing his campaign at Cleveland Nov. 1, LaFollette will return to Madison, Wis., his home city. LaFollette in his Rock Island speech last night declared for the first time in a generation the issue of the campaign were between those who produce wealth and those who exploit wealth. Tracing how he said "special privilege has gained control of the government," LaFollette declared: "I am the slave owning oligarchy ... 1860 controlled our government to perpetuate human slavery so this new economic oligarchy seeks to create and perpetuated industrial slavery." New economic oligarchy of today seeks to hold human beings in bondage by perverting the PROTECT HALIBUT WASHINGTON, Oct. 22.—The convention to protect the halibut fisheries of the north Pacific, signed at Washington March 2, 1923, by Canada and the United States, went into effect today, following the exchange of ratifications between Secretary of State Hughes and the Hon. Ernest Lapointe, minister of justice of Canada. By this convention a closed season of the halibut fisheries is established from Nov. 16 to Feb. 15 of each year and the United States and Canada agree to provide penalties for violations. The convention also makes provision for the appointment of a joint commission of four members, two American and two Canadians, to investigate the halibut fisheries of the north Pacific and make recommendations for a permanent system to preserve and develop the fisheries. Often clear profits are made thru shady transactions. law thru crooked courts. LaFollette urged the farmers and workers," the men and women who produce wealth," to stand shoulder to shoulder, in this new movement for political and economic independence. Again he predicted victory for the Progressives "for the conscience of America is at last in revolt against government by special privilege." LaFollette made another severe attack on President Coolidge, referring to him as "that inarticulate, speeches, spineless figure in the White House, who has pussy-footed all his life on every single proposition that required backbone." President Coolidge never came into the Boston police strike until all the trouble was over and he had found out where the public," stood." LaFollette said. The Progressive nominee pledged himself "when I am president" to enforce all laws equally. "If you don't like a law, I'll enforce it until you become so slick of it that you'll repeal it," he said. Billy and his friends were planning to escape from the motion picture studio and had persuaded Toodles, the Shetland pony, to go with them. The moon had just cast a bright pathway across the stable yard of the studios as it came up from behind some tall buildings when Billy awoke, and touched Toodles, who was sleeping beside him, and told her that it was time for them to start. "SSah! Don't speak! Be very quiet and follow me. Stubby and Button are outside, but keeping in the shadows, watching for the night watchman, for you know we must dodge him. The minute he has gone his rounds and is out of sight. Stubby is going to bark as if he was barking at the moon, as dogs often do. That is to be the signal for us to start. We are to hurry across the yard and escape through the gate. It has locked now, but I shall butt it down. The minute it falls we will all jump through the opening and run for dear life before the night watchman and the policeman on the beat have time to get here and see what caused the noise." Oh, Billy, I am so frightened! said Toodles. Never fear, Toodles dear. I'll look after you. And you are going to have more fun than you ever did in your whole life. Hark! I thought I heard a dog howl! Yes, that is Stubby giving us the signal. They were stealthily creeping out of the stable door when a voice in the stillness called out "Who goes there?" For a second their hearts stood still with fear, for both of them thought they were caught. But looking up over the door, they discovered Billy's hated rival, the green parrot, who had called out that teasing "Who goes there?" with the idea of making a noisef and having him discovered so he could not depart. (Spl.) Mrs. Bill Schryer who has been very ill in the Fullerton hospital, returned to the home of her parents, Mr. and Mrs. Egg Muzzall, and watched the four of them sneak across the stable yard and disappear in the shadows. But what was that terrific noise? It sounded like a building falling. There followed two shots and the running of many feet. Polly still sat on her perch and bet with herself that Billy had butted down a wall or part of the stable. "I believe Billy is running away and has coaxed that nice, quiet well-behaved little pony to go with him, along with his tramp friends, that common looking dog and big, black cat. She will rue the day she left a good home to run away with a billy-goat! No good ever came to any animal that ran away from its home and master, especially if it went with an animal not its own kind. A horse might run away with a horse, or a cow with a cow; I could understand that but for a pony to run away with a goat is more than I can understand. My, but there will be a commotion here in the morning when it is discovered they are missing, and I can screech my head off telling them where they have gone, but no one will pay the slightest attention to me." (We will have to wait until tomorrow to find out what caused the noise and if Billy and his friends really escaped.) Reserve Officers Barred as Electors WASHINGTON, Oct. 22.
