Tacoma Illustration Of Big Economy In Public Ownership By H. E. GRANT THE electric light department of the city of Tacoma, Wash., constitutes a good illustration of the economy of public ownership. Tacoma, not only sells electricity at one-half cent a kilowatt hour for house heating, and at an average rate of 7 mills for industrial power, and 2.66 cents for residence and commercial lighting, but it supplies this service at a profit. The "profits" are used for the benefit of the people of Tacoma. “If the Tacoma municipal plant were in private hands, and paid a return of 8 per cent on the money invested, the rates would have to be 38 per cent higher,” is the conservative though startling statement in the 1922-23 official report of the city. “As it is, the dividends are paid to the light users monthly with each bill rendered.” There are other and even more substantial dividends than low rates. Tacoma public ownership rates for residence and commercial lighting—the lowest in the United States of America, were reduced a further 12 per cent in 1923. The first 110 kilowatt hours a month cost four cents and the rest one cent a kilowatt hour. There are over 2000 customers of the Tacoma city light plant who beat their homes and places of business with electricity at one-half cent a kilowatt hour. Surplus earnings of Tacoma’s municipal plant are not used to depart the will of the people, for political campaigns, contributions to the Better American Federation, or as extra dividends to absentee owners; neither is it laid away as a deposit in a friendly bank. Out of “surplus” during the fiscal years 1922 and 1923, bonds to the value of $485,749.39 were retired; $324,492 44 was used for new street lights and for extensions and additions to the distributing system; and power plants and transmission lines costing $537,852.14 were also built. The ratio of operating expense to operating revenue at Tacoma’s low public ownership rates is but 41.5 per cent. The ratio of operating expense to operating revenue for California private power corporations and at their relatively high rates, is 61.2 per cent, according to figures in the latest available annual report of the California Railroad Commission. Tacoma is to be congratulated on having the service of such men as Commissioner Ira S. Davisson and Superintendent Llewellyn Evans and his efficient staff. They have proven, as has the Ontario "Hydro" commission, that public ownership is more economical and more efficient than private ownership. Funded Debt Decreased The bonded debt has been decreased until January 1, 1924, the total remaining was only $897,500, although the plants and transmission and distribution system cost $5,866,692.65. This healthy financial condition—such as cannot be hoped for under private ownership—constitutes an emphatic endorsement of the public ownership practice of retiring capital out of earnings. Applications of this principle make it possible to sell electricity to the people of Tacoma at such low rates. Efficiency of Operation The remarkable results obtained by Tacoma contradict the theory that experts and efficient executives are only available to the power corporations. This table shows the low public ownership rates enjoyed by Tacomans. They average 1.37 cents a kilowatt hour, which low figures includes taxes, bond redemption, and items such as betterments and additions, new plant, and so forth. Power at Cost This is power at cost, as "surplus" is returned in some manner to the people. The private power corporations claim to be efficient. They claim to be able, in California, to sell at low rates because of their extensive super-power system and diversity of business. Tacoma municipal plant does not have these alleged advantages of super-power systems although as "the tie that blinds," a transmission line has been built between Tacoma and Seattle. But Tacoma has built up a splendid lead factor, and gives service and low rates. At actual cost, the average rate give those progressive cities million horsepower of cheap electricity for the expansion of industry and for home labor-saving convenience.
