"LEAGUE OF NATIONS IS MAKING SUBSTANTIAL PROGRESS," DECLARES JOHN H. CLARKE Firm belief that the League of Nations is making substantial progress toward becoming "a permanent new political agency in the world, without which it would be difficult, if not impossible, for any great nation to participate in international affairs." It expresses by John H. Clarke, just back from observing one league assembly at its work. Clarke, former associate justice of the U.S., supreme court, resigned from his seat on the supreme bench to work for international peace. He is president of the League of Nations Non-Partisan Assn. The dominant forces in the League, he said, have decided "that America will no longer be coaxed and urged by the other nations to join the League," though they would welcome us in. The declarations of the prime ministers of Great Britain and France in the direction of accepting compulsory jurisdiction of the world court, and of submitting all international question to arbitration, he calls the greatest advance advance toward a system to insure international peace since the adoption of the Covenant of the League of Nations. Nations Look to League Justice Clark gave out the following summary of his impressions after seeing the League of Nations actually at work: "After a two weeks' visit in Geneva, with every opportunity to see its workings, I am convinced that there has never before been organized anything like to competent a force of experts in international affairs as is the secretariat of the League of Nationa- and it is entirely clear that all STOCK MARKET IS RESTRICTED NEW YORK, Oct. 10.-Travel in the stock market today more restricted than in previous session this week.Motive stocks did not appear the tape In the first two hours the total volume of business to the neon period was only 8,000 shares.The market was entirely in the hands of fessional traders, who concentrated their activities on a small number of high priced industrial specialty stocks. The monthly unfilled tonnage report of the steel corporation showing a gain of 184,000 tons unfilled orders, was in line with expectations, and no very impressive demonstration was made; steel stock after the release demand for copper stocks continued and gains of a point or more were recorded in Amaconda, De Pasco, American Smelting, dividend; Utah Copper and other U.S. Smelting declined under fit-taking.-Independent shares were also in good demand with Gulf States Steel the lead in this group. Selling pressure increased the day advanced and the man exhibited a very irregular from the fourth hour.The bourse hardly relied upon their forts to break the back of market.American Can made sharp advance to 133 in the trading, but it encountered selling at that point. Shineerty Noticeable Feature "I was deeply impressed also by the earnestness and informality with which the council, the executive body of the League, goes about the transaction of its fatal business. Its sessions are opened with less formality than are those of our lowest federal district courts, indeed there is no formality whatever at any stage of its proceedings. The members come quietly in, one or two at a time, seat themselves at a table and the discussion begins. They do not rise to their feet and make speeches for public consumption but remaining seated, in quiet give and take, argue out to their conclusions. This method results in the least possible exaggeration of differences and in the rapid dispaten of business. Many stocks did not appear on tape in the first two hours and total volume of business up the noon period was only 220 shares. The market was almost entirely in the hands of professional traders, who concentrated on a small number of high priced industrial and utility stocks. The monthly unfilled tonnage of the steel corporation, along with a gain of 184,000 tons in closed orders, was in line with stations, and no very impressive demonstration was made in stock after the release. The demand for copper stocks continued gains of a point or more recorded in Anaconda, Cerro Ascoe, American Smelting, extend; Utah Copper and others. Smelting declined under stocking. CONFIRM CAPTURE MUKDEN, Oct. 10.—Chang Teo Lin's headquarters today confirmed the capture of Shanhai Kuan from the forces of the Central Peking government. They reported that Chihill forces are withdrawing their main base to Chin Wangtao. SHANGHAI, Oct. 10.—Confirming the capture of Sung Kian by the Kiang Su forces, the Che Kiang leaders today admitted their situation was most critical but declared their intention of fighting "to the last man." Ho Feng Lin today was personally commanding an attempt to reorganize the Che Kiang lines and recapture Sung Kian. Heavy fighting was proceeded at Hain Chiao, 20 miles from Shanghai. The whereabouts of 5000 Che Kiang soldiers commanded by Wang Ping, defense commissioner of Sung Kian, who had been holding the Sung Kian lines is entirely unknown here. Che Kiang headquarters was unable to say whether they had been captured or completely exterminated. Wang Ping led to Shanghai last night and took up his residence in the French concession after he had been halted and disarmed by French police.
