SAN DIEGO MAYOR WRITES STRONG LETTER ENDORSING SWING'S RETURN
Unqualified endorsement of the all-American canal, of Congressman Swing's efforts in behalf of it, and a pledge to give every cooperation possible in furthering Swing's re-election to Congress is contained in a letter recently received by A. E. Kellogg, of El Centro, from Mayor John L. Bacon, of San Diego.
The letter from Mayor Bacon came without any solicitation and is a frank statement of one of the leading citizens of the southwest, whose integrity and desire for the public welfare has never been questioned.
Mayor Bacon has been intimately connected with effort to obtain passage of the Swing-Johnson bill, it is true, but this has only served to give him a clearer insight into the entire question of developing the Colorado River, and has placed him in the position of speaking with authority and with a thorough knowledge of his subject. The letter in its entirety follows:

Dear Mr. Kellogg:
I have been asked to express my opinion regarding the All-American canal feature of the Swing-Johnson bill and its possible effect upon the passage of that bill.
This spring I spent five weeks in Washington trying to help forward the passage of the Swing-Johnson bill, and doing what I could to help before the hearings of the grid lands committee.
During the past two years I have made several trips to the Imperial valley to try to acquaint myself with the conditions existing there and to find out if possible what the people of the valley actually wanted in the way of legislation in connection with the Boulder Canyon Dam.
San Diego is anxious to help Imperial valley obtain such legislation as Imperial Valley deems ne-
Boulder Canyon project so consistently and so insistently in congress, that he and the project are tied together inseparably and this election will be looked upon by congressmen as being a declaration on the part of the Imperial Valley people as to whether they do or do not want the Boulder Canyon project carried through.
I BELIEVE THAT IF SWING IS DEFEATED CONGRESS WILL LOOK UPON SUCH A DEFEAT AS A DECLARATION THAT THE IMPERIAL VALLEY PEOPLE DO NOT WANT THE THINGS THAT HE HAS BEEN FIGHTING FOR.
If this letter is of any use to you, you may use it as you see fit, as I am only too glad to express myself as clearly as I can regarding what I believe to be the facts.

Coming from a man who is a resident of the same town as the opponent of Congressman Swing. Senator Ed. P. Sample, this frank letter is given double strength as it were.
San Diego being a metropolis of the southwest, dependent in great measure for its future growth on the prosperity of its back country, of which Imperial Valley is a part, is not going to be injured in any measure by its mayor, particularly when he is of the splendid calibre of John L. Bacon.
His endorsement of Congressman Swing and his record is proof that the big far-sighted men of the south west, unhampered by petty ambitions or selfish interest are in accord with the efforts of Phil Swing to bring the south-west into its great birthright, and is notice served on his opponents that they propose to assist him in every honorable way possible to carry out his great work.
Governor Endorses
Assemblyman Chester M. Kline a candidate for State Senate became a candidate for the state assembly in 1917, one of his plans being "dry California". He was re-elected two years later, again in 1921, and again for the fourth time in 1923. How Riverside-regards the service and ability of Mr. Kline is shown by his fact that he was re-elected en time with increasing majorities and the last two times with practically no opposition. How Riverside city stands on Kline he been demonstrated time after when the county seat got tremendous majorities to Kline altho Kline was a resident of San Jacinto, one of the towns on the back country, Kline always carrying the county seat against county seat candidates. Tuesco Kline will receive the solid support of Riverside county.
Kline is the only one history of Riverside-co. who has been given four terms in a state office. He is the only one from chairmanship of the most important committee in the assembly, the ways and means committee, and he was given the chairmanship at the most critical period of that committee's existence when the economy program of Governor Richardson was foretold that committee.
Gov. Richardson was elected to office on an economy program and the governor and Speaker Frank Merriam, who had known the Riverside men for eight years selected Kline to handle the economic bill. The bill carried Kline's name and was number 999, Kline took nothing; granted; while he offered economy wherever possible, he wanted to see conditions first hand hence he spent a month golfing through the State (without a pay) visiting every state institution and activity, devoting day into the minute inspection.

This is our only interest and we are interested in seeing that Imperial Valley obtains what flood protection and water assurance is needed for future irrigation work. My visits to the valley have firmly impressed me that it is the desire of the people there to have the All-American canal feature of the bill pushed froward.
The fact that over fifty thousand American farmers are depending upon water that must first be brought around through a foreign country seems to be one of the strongest arguments that was used before the grid lands committee that is considering the bill. The further fact that even a small rebellion in Mexico might destroy the canal and thereby wipe out of existence the Imperial Valley, seemed to make a very great impression upon the members of congress who sat upon that committee.
THE ONLY OBJECTION that I heard voiced to the All-American canal feature came from two sources. First, from the men or interests who are opposed to governmental construction of Boulder dam UNDER ANY CIRCUMSTANCES, and secondly, THE MEN OR INTERESTS WHOOWNED OR CONTROLLED LAND IN MEXICO, or who were interested in such development.
Within the last month I have heard the statement made by a member of the President's cabinet that the thing that was delaying legislation in connection with Boulder dam construction was the fact that Arizona had failed to ratify the pact drawn by the Colorado river commission. This cabinet member made no statement whatever in connection with the All-American canal but gave it as his opinion that the delaying feature or the delaying fact existing today is Arizona's action, or rather, lack of action.
Much misrepresentation has been made in San Diego, and I presume is being made in Imperial Valley as to what the actual provisions of the bill are.
The assumption has been here that congress can arbitrarily compel the Imperial Valley to issue bonds for the construction of the All-American canal and thereby impose a tax upon the farmers of Imperial Valley. This is not the case. The facts are that the
Governor Endorses Assemblyman Kline
The Riverside Enterprise has received word from Governor Richardson that it will be the policy of the state administration to support all those members of the Senate and Assembly who stood for economy and tax reduction in the last session of the legislature. In a statement to the Enterprise, the Governor says: "One of the most loyal and consistent supporters of the administration at the last session of the Legislature was Chester M. Kline, who was chairman of that very important committee, the Ways and Means Committee of the Assembly. Kline aided and assisted my administration in every way in keeping down the budget. While the net budget of 1921 was $91,000,000, at the last session of the Legislature the total budget was $79,000,000. While there are many officials to whom credit is due for putting California on an economical and efficient basis, Chester M. Kline is one who deserves special credit for his faithful and splendid work and the stand he took." A good public servant is entitled to promotion.

Why Votors Should Woodwash
The mere announcement of this candidacy of Perry Woodward for Supervisor was the whole canvass. It seemed necessary only that it be known that he was candidate, and in the minds everyone there was no more be said.
The most enthusiastic applation greeted his name in every circle of good citizens. Every angle of his life and principle have been known for 35 years in Fullerton, where he has for many years held official position.
His service to Fullerton on the Council is the envoy of all who know how he, with others assailed with him, secured the present park site and laid the brook foundation of the present beautiful Fullerton.
In every circle of social business and lodge life he is known as "Perry." He is a member of the Baptist church, and a nunber of progressive local organizations, a "dirt farmer" and having no selfish ambitions, either for himself or relatives, can give county THE BEST business administration it ever had.
Perry's one long shot is economic. He believes NOW is time to stop that ever-climbing per capita tax rate—almost the highest pinnacle of reckless spending that any county in the state has reached. When elected he friends feel sure he will do more than merely TALK about reduce levies (just before election) with a convenient loss of memory in mediately after election.
"Perry Woodward for Supervisor" has become the slogan of those taxpayers who do not realize taxation constantly rising, thus that "three terms of office" on which they boast. That "twelve years of continuous service" is proudly referred to as "the

The facts are that the Swing-Johnson bill simply would permit construction of the All-American canal and make it possible for the men of Imperial Valley, if they so desire, to vote bonds and carry out this project, to have the government put it through for them, or as an alternative, it would make it possible for the government, if they so desired, which is hardly possible, to construct the canal and turn it over as a gift to the farmers of Imperial Valley.
In no case does it seem possible that the government would construct the canal and charge it up to the people of Imperial Valley without their first having the people of the valley voluntarily, by voting bonds, assume the obligation. I think you will find that this talk of the so-called "harmfulness of the All-American canal feature of the Swing-Johnson bill" is coming largely from two sources. First, those who are anxious to defeat the Boulder Canyon project, and of course defeat the mayor of the Swing-Johnson city, those people who are similarly anxious to defeat the thoror of the Swing-Johnson bill by fighting, the All-American canal feature on account of their interest in Mexican lands.
IF EVER IMPERIAL VALLEY NEEDED TO STAND TOGETHER AS A UNIT IT IS TODAY. It really appears to me as though Boulder Canyon is almost within your grasp now. Should you defeat the man who has been fighting for and pushing through this great governmental project, the Boulder Canyon dam in congress, you will be declaring yourself as being opposed to such governmental development and would be setting back the project at least four or five years.

This contest is not merely a test as to who is going to represent you in the State Senate. It is bigger and more important than that because of the attempt by a handful of men to wrest by might the right of Riverside co. to the candidate this year. The contest therefore becomes a question of honesty in politics and of keeping faith with Riverside, and I therefore have no doubt of the result-for the heart of the Republican voters is always in the right place.

Woodward believes that when less is being made for the people less should be spent by the officials.
So if Perry has any plank at all as a platform it is—Get a dollar's worth for every tax dollar spent and don't spend so many of them.
Woodward is so well known as being right on every moral issue that, except for the strangers who have come to help build a greater Orange county, it is absurd to mention this factor.
On his own reputation and character and asking the confidence of his fellow citizens in his integrity and ability and their belief that he will be guided by the rule of conscience in public as well as private matters. Perry Woodward asks a vote of confidence from the people who know him or know others who do not know him.
He pledges faith to the people, believing that honor is more than life and political and official honor should be as highly esteemed as private and personal would only antagonize. A new environment for Christian work was developed and today Christian workers are saving to christian work ten to where under the old conditions they saved one.
Today we face another phase of activity engineered by the same groups or type of life destroyers. The liquor traffic has been forced to where it always belonged, i.e., in the underworld. Every liquor dealer today is a law violator. The law abiding element who were formerly engaged in the liquor traffic are now against the liquor traffic, and many of them fighting with the right thinking citizens for law enforcement. Thus, the issue now is the enforcement of the laws of our country. Lawlessness has taken many forms but the fact is that the violation of any law if winked at means the utter break down of all law and order.
So that instead of the passing of laws as the supreme need of the hour the need of this hour is men. There is a consequent change in politics which is inevitable because of this fact. Formerly our interest was in the party and its platform. We wanted to know if the party elected to office would pass the laws we desired to have passed and properly so. But now that we have the criminal element properly labelled and laws enacted covering the needs of the people, what citizens are now looking for is men who will properly enforce the laws that are passed.
The principle battle has passed from legislation to enforcement. The opportunity and responsibility of real Christianity has correspondingly increased. Now men must be found who are real men. Men, who, as Holland says: "Can stand before the demagogue and damn his treacherous flatteries without winking, men who live above the fog in private duty and in public thinking, men whom the last of office does not kill, men whom the spoils of office cannot buy."
In other words, if we are to bring about an environment in which Christianity can thrive and grow we must have men in charge of all offices for public service who in heart as well as in public act stand for law enforcement.
