Price asserted today, with the entire district connected up with the joint outfall sewer. The city now is merely awaiting the laying out of the 38-acre industrial tract before determining the lines the local new sewers will follow. HUGHES SEES URGENCY OF DAWES PLAN Secretary Welcomed by German Press on Recent Visit BERLIN, Aug. 4.—Secretary of State Hughes declared today that his European visit has strengthened his confidence that the Dawes repatriation plan will be adopted. "I believe we have turned the corner on the road to normal conditions," said Secretary Hughes in a statement to the American correspondents. "The skies are brightening. I believed that prompt execution of the Dawes plan is vital to the reconstruction of the world's pence. I am hopeful we are upon the threshold of a new era of peace and prosperity." The German press, including even the most hot-heads of the nationalist newspapers, welcomed Secretary Hughes as "the spiritual father of the Dawes plan." They point out that Secretary Hughes directed the way to the Dawes plan in his New Haven speech more than a year ago. It was recalled that Secretary Hughes is the first high stateman of an "enemy" country to visit Germany in ten years. The only discord in the welcome came from the communist newspaper Kate Fahe (The Red Flag) which attacked the government for "officially receiving the African foreign minister, who is agent for American banks." It will have a capacity of two or three tons. Befriended in Home Here Police Attempt to Find Parents A boy giving his age as 11½ and his unmeasured height is at the home of Billy Knott, 118 So. Philadelphia-st., while the police investigate his story of having been kidnapped from Texas town by a white man and a Mexican brot all the way to Anaheim, then unceremoniously dumped off with his bicycle last night on Center-st. There he met Billy Knott, Jr., and fell to playing with him, and told him his story. Affected by it, "Billy" took him home to his father and mother so whom the boy repeated the story of kidnaping. He was hatless, shoeless, stockingless, had long hair, and at the time is said to have been very dirty. Earl Nickels went over to Knotts at their request, to whom the wanderer gave his father's name as Frank Kingley, 49, and his mother 45. He is the only child of the family. He says his parents lived in New York but moved to Texas. They had just unloaded, he told some—beer there, two or three days, he told Nichols. His father gave him $5 and sent him to the sturge-for tacks. He rode his "bike" and was overtaken by the white man and a Mexican in a Ford touring car. They invited him to ride. He accepted, but when he wanted out they refused. He began to cry but they stuffed a hard-kerrchief into his mouth, tied him in the back of the car, and brut him to California. It took them three four days to get here and during that time he had nothing to eat. When put out in Anaheim he was told that his captors would be back in about three minutes but he had not seen them since. They took his $5 and threatened to kill him. He did not know the name of the Texas town to which his parents moved. The police, of course, do not believe the story but suspect he is a runaway boy from a not distant vicinity. It was suggested that a telegram be sent to ascertain the truth of the boy's story. "That's easy," said Chief Moody sarcastically. "Send a telegram just to Texas, and another to New York to confirm it." The boy this morning traded his bicycle at the Kern Cycle shop for a hunting knife, telling Kern that his folks had consented to the deal. The boy will probably remain in Anaheim until his parents can be located. TRUCK AND AUTO IN SLIGHT CRASH Crystal Chemical Co. Is Now Storing Waste; 'Kick' Unwarranted A fertilizer unit to cost when completed approximately $125,000 is now being erected by the Crystal Chemical Co. and will be in operation within six or eight weeks. It will have a capacity of two or three carloads per day and will utilize all the waste which in the past had been piped to storage pits or latterly into the sewer. In fact the output at the quisset may be considerably greater than the amount mentioned, because tons of the waste have been stored in tanks ready to be treated. The fertilizer will be strong in potash and nitrogen. Because this waste is being stored, City Manager J. W. Price declared today that all occasion for complaint on the part of Santa Ana, that the waste which is coal black was discoloring the water at the treatment plant and interfering with the laying of the other 150 or 200 feet of pipe into the ocean, was misplaced. Price further declared that the joint outfall sewer project had been undertaken in the first place primarily, among other things, to dispose of "trade waste," as stated in the contract. Santa Ana, with a couple of canneries, is sending to the ocean waste which also presents a problem. The California Citrus Fruit Juice Co., another Anaheim concern whose waste was objected to—that was months ago—installed cooking machines, and made the waste so fine that it passed easily through the screen. Inspector Gowdy of the State Board of Health will be in Anaheim the latter part of this week and make a thorny inspection of the Crystal Chemical Co.'s plant and circumstances connected with Santa Ana's complaint over its waste. He told City Manager Price so over the long distance telephone. Thus far, the State Board's only objection has been to waste that would not pass through the screen at the treatment plant. The Crystal Chemical Co.'s waste pits have been pumped out long since, and ceased to be a local nuisance. Mrs. Quarton Hurt; Sedan Is Wrecked Three ladies, including Mrs. W. P. Wade, who was Airmen Sad as Wrecked Plane Floats By; Board Cruiser WASHINGTON, Aug. 4.—The future plans of the American round-the-world flyers depend upon Lieut. Wade, who was forced down and his plane wrecked while en route from Scotland to Iceland, Lieut. Smith, commander of the expedition, said this afternoon in a message to Major General Mason Patrick, chief of the air service. Smith did not indicate if Wade would try to complete the flight to the United States with one of the land planes aboard the cruiser Richmond, but officials interpreted his message as meaning that this was being considered. ON BOARD U. S. CRUISER RICHMOND IN THE NORTH ATLANTIC, Aug. 4.—(By Radio) Lieut. Wade, one of the three United States army pilots who set out to fly around the world, stumbled broken and nearly in tears at the rail of this cruiser at dawn today watching the disabled airplane which he had piloted more than 20,000 miles. The wrecked plane drifted slowly toward the rocks of Faroe Islands while the aviator with a sad face looked on. The plane, the Boston, was a total wreck by the time the cruiser had passed out of right. As the Richmond drew away, Wade turned, with stoic courage written upon his face. Without a word he walked to his bunk and turned in. He said he was all in for lack of sleep and would be all right after a few hours' rest. The Richmond took the Boston in tow and started for the Faroe Islands but the line parted and the port wing of the noachine was crushed by heavy rea. After experts viewed the machine they said it would quickly be a total wreck and not worth trying to salvage. Wade and his mechanician, Second Lieut. Henry Ogden, had planned to put a new motor in the plane and keep on with the flight, but it was found that the damaged wings and fuselage were beyond repair. When the port wing was crushed it was seen that the machine was a hopeless wreck. Then it was decided to abandon the airplane to its fate upon the rocks of the bleak Atlantic islands. The Richmond headed for Iceland with Wade and Ogden on board. They were both crestfallen and crushed by their defeat when within a few days of the Amei- in the lawyers battle to save the young slayers from the gallows, pronounced this judgment on Leopold this afternoon from the witness stand in Judge Caverly's court. "In he sane or is he insane," softly inquired State's Attorney Crowe. "He is neither sane nor insane in my judgment. I don't use those terms." Landy replied the Boston alienist. These questions, hitherto forbidden in this unusual trial, went unchallenged by either the defense counsel or by Judge Caverly on the bench. Some of the Boston doctor's testimony was unprintable and was whispered to the attorneys on both sides and to Judge Caverly and was not permitted to reach the scores of women spectators who daily flock to this fantastic court drama. And all of Healy's testimony was admitted over the protest of State's Attorney Robert E. Crowe. The state's attorney constantly interrupted to protest that he was lured of generalities and to demand practical examples of the tests made on which Dr. Henly based his conclusions. It was this latter demand that turned the sunbeam old court into a psychiatrical laboratory, for Dr. Healy was forced to give the actual questions and answers to many of the tests. There were "judgment" tests, tests to show how quickly the eye worked in conjunction with the brain. "Leopold answered them all very well indeed," said Dr. Healy, "to be made some mistakes." One question was: "If two negatives make a right why not say two wrongs make a right?" "I want Leopold's answer to that," said Crowe quickly. Dr. Healy read the written answer to watch the principal excerpt was: "In this instance, while a wrong may be a negative right, to another wrong does not negate the wrong, but only becomes a new negative right." "The thing that struck me all thru these tests," said Dr. Healy, "was the exceptional rapidity of Leopold's mind. He frequently would make one answer and a new that would strike him before he could get his original answer completed." On the "judgment test," Dr. Healy later said, Leopold did not (Continued on Page Two) Second Lieut. The Richmond headed for Iceland with Wade and Ogden on board. They were both crestfallen and crushed by their defeat when within a few days of the American continent. Fresh obstacles beset the naviators when messages were received from the Danish steamer Gertrude Rask, carrying supplies for the flyers to Angmagsalik, Greenland, for the first stop. The ship reported it was unable to proceed more than 15 miles for four days because of ice jams. Flares were expressed that the vessel might not be able to take up its station, which is here only logical one on the east Greenland coast. This may result in a revised route, it was said, albo no logical substitute is in sight. REYKAJAVIK, Iceland, Aug. 4. —The United States army round-the-world aviators, Lieut. Smith and Lleut. The war department today officially requested that all civiles thrue which the American round-the-world flyern will pass en route to Seattle, where the flight will be terminated, refrain from providing formal entertainment for the airmen. General Mason M. Patrick, chief of the air service, decided to issue the request following receipt of the cable from Lieut. Smith, commandant of the world flight, just prior to the hop off in England, in which he expressed the wish that entertainment programs be deferred until the flight is ended.
