A Little Talk on Thrift By S. W. STRAUSS, President
Boarding is as unlike true thrift as iron ore is unlike a powerful locomotive. The iron represents potential strength and power. But it must be put thru certain processes of preparation and become active before its usefulness is made available.
Boarded wealth is a dead weight on business. Between the miner and the spendthrift there is little to choose when they are placed on the scales of moral and social valuation.
The boarding processes grade upward from the absolute miser to those who for various reasons hide away a share of their earnings rather than place their funds where they will flow through the regular channels of business.
Some interesting and rather amazing figures were compiled recently in the United States Treasury Department. These figures reveal that the amount of money which may be termed as hoarded in this country amounts to $400,990,000. There are 8,000 persons who are definitely chased as misers with $44,990,000 hidden away in secret places.
Among our foreign population, a treasury official estimates that some two million persons board $225,000,000 of their earnings. In rural districts, especially where banking facilities are inadequate, there is much hoarding. This is shown by the fact that when a bank is started in a rural locality where no bank existed before personal deposits make up largely from boarded sums at once begin to make their appearance. About $125,000,000. It is officially estimated, is hoarded in rural communities.
One of the benefits of thrift education is that people are made to see the harmful effects of boarding money.

AN ORDINANCE AMENDING THE TION FIFTY OF ORDINATION NO. 442 OF THE CITY OF ANAHEIM ENTITLED "AN ORDINANCE PROVIDING FOR LICENSING IN BUSINESS PRESSIONS, SHOWS, EXECUTIONS AND GAMES CONDUED OR CARRIED ON IN THE CITY OF ANAHEIM. FIDELITY THEREFORE PROVIDING FOR COLLECTION THEREOF FIXING PENALTIES FOR VIOLATION THEREOF. PRESENTED AND ADOPTED BY BOARD OF TRUSTEES OF THE CITY ON THE 28TH DAY NOVEMBER, 1922.
THE BOARD OF TRUSTEES THE CITY OF ANAHEIM ORDINATE AS FOLLOWS:
SECTION I. That Section II.
Ordinance No. 442 of the City Anaheim, entitled "An Ordinance providing for the Licensing of lines, professions, shows, exhibitions and games conducted or fired on in the City of Anaheim fixing the rate of license tax, providing for collection theft, of, and fixing penalties for violation thereof; adopted on the 28th day of November, 1922, be and the same hereby amended to read as follows: "Section 50. For every person who carries on practice professes to practice the bus or art astrology, palmistry, biology, literature, fortune-telling, cartoonancy, clairvoyance, audience, crystal-gazing, hymnism, medium-ship, prophecy, gory, devination, magic or cromance, and demands or recourse for fine exercise of his thereto directly either as a donation or otherwise, or whose an exhibition thereof at any time where an admission fee is charged Nine Hundred (490,00) Dollar quarter.
Provided that no person shall require to pay any fee or out any license for conducting participation in any religious mony or service when such person holds a certificate of ordination as a medium, or clairvoyant from any bona fide religion without permission by branches of states and communities and has a creed or set of relics.

The chums had just arrived at the meeting of the Dog and Cat information Bureau.
On the platform, sitting upon their hind legs on chairs one could see every specie of dog from the Eskimo dog of the North to the tiny hairless dog of the tropics. There were big dogs, little dogs, middle-sized dogs, and cats of all sizes, colors and breeds. The snow-white Angora was there as well as the mangy alley cat. But all were on an equal at these meetings and there was no quarreling between aristocrat and the animal with no pedigree. All was harmony there. Could only the human race be as harmonious as these animals, the Brotherhood of Man would be established.
One after another the cats and dogs went on the platform and either told some funny episode that had happened to them or some tragedy that had occurred where they lived, or else they described the country from which they had come, and told how the natives lived.

"I expect that none of you are familiar with the far North, where it is day six months of the year and night the other six. But though the sun does not shine, don't think for a moment that we live in pitch darkness, for the stars and the Northern Lights make our nights most beautiful. In fact, they are more beautiful and varied than our days. Instead of the blazing rays of the sun that blind one, we have the ever varied, many colored rays of the Aurora Borealis, shooting stars and electrical displays of all kinds that far surpass even your most elaborate Fourth of July celebrations."
"One moment the sky will be a sea-shell pink, with bars of vivid green, lavender and purple playing across it, while in the center will be a misty golden ball as if the sun was trying to shine through. The next instant gill may be pitch darkness until this too is chased away by another electrical outburst. These go on constantly for whole six months until they become so common an occurrence that the inhabitants pay no more attention to those magnificent displays than you do to your sun on a summer day."

SECTION 2. All Ordinance certify to the passage of this ordinance and cause the same publication once in THE O'Courtland Plain Dealer and third time from and after its final sage it shall take effect and tint force.
The foregoing ordinance is approved and attested by mei 10th day of July, 1924.
