DELEGATES SHORT OF TEMPER, FUNDS (Continued from Page One) Senator Hitchcock of Nebraska went to the platform after 73 ballots and moved a suspension of the rules in order to adopt a resolution providing that beginning with the 75th ballot the candidate receiving the lowest number of votes should signify to his supporters his withdrawal as a candidate until only five candidates remain, this to be in effect for one day only. There were numerous objections but Walsh allowed Hitchcock to move for the suspension of rules and the adoption of the resolution. Again the "ayes" and "nos" were about even and Walsh ordered a roll call giving the delegations five minutes to make up their minds about it. William Jennings Bryan then demanded resignation from the chair. He wanted to make an inquiry, he said. "Do I understand that this resolution is before the house?" asked Bryan. "It is," replied Walsh. "And there is no possibility of amendment?" "There is not." Will the chair recognize anybody to move that this agreement, if passed, be effective for only five ballots? "He will not." Walsh said that if the resolution was voted down then Bryan could make any new move he desired. The roll call on the Hitchcock resolution was taken and the measure defeated. On this there was a roll call and it was overwhelmingly defeated by a vote of 496 ayes to 599 1-2 nos. It required a two-thirds vote to pass because a suspension of the rules was involved and it could not even command a majority, much less two-thirds. When Hitchcock's resolution was voted down, A. H. Ferguson, from Oklahoma, sent to the platform a resolution stating that it Kingan & Co. Kingan & Company, who have been engaged in preparing pork and beef products for many years with the idea before them that their products are to be eaten and therefore have spared no effort to make them suited to the most delicate stomachs, have established a branch house in Los Angeles. Kingan & Company make no comparisons, but they do say that their hams, bacon and lard give satisfaction to the consumer, and that their hams and bacon have a flavor peculiarly their own, so distinctive as to be easily recognized and so pleasant to the taste as to satisfy the user or delicious pleasantly lingering in your memory as to cause the in our history adjourned from place to place. "A democratic convention has done so." Walsh recalled that the Charleston convention in 1860 adjourned to Baltimore. Charles M. Hay of St. Louis called for a second to Ferguson's resolution and got it. Fitzgerald moved to lay the resolution on the table and it was so ended by Tom Taggert of Indiana. The ayes and nos were called for on the motion to lay it on the table. Apparently they wanted the vote on the resolution itself. A difference of opinion arose as to what had been voted on—the motion to lay the resolution on the table or the resolution itself, with many voices being raised on the floor. "The question now recurs on the resolution itself," ruled Walsh. The ayes and nos on it were so violent that Walsh would not make the decision and ordered a roll call. Under Walsh's ruling that this resolution did not involve a suspension of the rules, only a majority vote was required to pass it. The floor was in confusion, some delegates were laughing and others gesticulating angrily. Senator David I. Walsh of Mass. got the floor and demanded information whether it was a two-thirds or a majority vote. "Majority vote," ruled Walsh. David Ladd Rockwell, manager for McAdoo, said he was issuing no instructions to the McAdoo delegations as to how to vote on the resolution. It was a foregone conclusion that the Smith and allied forces would vote against it. Five minutes were allowed to poll the delegations and decide what they wanted to do. The 74th ballot was marked by the breaking up of Ohio's block of 48 votes which had gone solidly for Cox or Baker since the balloting started. Ohio split her votes among nine candidates and gave McAdoo not one vote. Governor Smith got 20 1-2 out of the 48. This ballot also marked the end of the agreement between Michigan leaders and the McAdoo forces under which Michigan had given McAdoo 25 of its 30 for five ballots, and Michigan swung back to a Smith majority again. The Ohio and Michigan switches brought Governor Smith up to the highest total he has yet attained, 264, barely short of a third of the convention. 10:45, when Chairman Walsh called the convention to order. The invocation was pronounced by the Rev. William Carter, Presbyterian minister of Brooklyn. Immediately after the prayer Walsh ordered a roll call for the 71st ballot. The outlook appeared gloomy for a decision today. Everything looked gloomy, the weather included. The band played sad and melancholy music while the delegates drifted in.
